First of all, the metal ring you provided with this picture has only the front side and no side, which is not conducive to showing the metallic texture. If you look at your reference picture carefully, a large part of the metal texture is the side reflection of the surrounding objects.

Let me offer two methods.

First, put two pictures in the ps file, with the layer to be processed above and the reference picture below, as shown in the following figure.

The second method is manual adjustment and optimization, which requires a certain foundation.

A. First complete the second part of the first method, remove the white background, then press Ctrl+U to reduce the saturation, and use the hue bar to adjust the colors to cyan and blue.

C copy a layer to be modified, and select "dust and scratches" in "noise" in the filter as shown in the figure to get a smoother effect.

D Finally, use the transparency of the layer to reduce the smoothing effect, and then repair it by deepening the lightening color balance (Ctrl+B), and the final effect is as follows.

Because the picture you give has no metal ring edge and there are no objects reflecting each other around, it is basically impossible for you to give a reference picture, so you can only stop there.
