Quality and technical supervision, construction, industrial and commercial administration, information industry and other relevant departments shall do a good job in the prevention and management of public safety technology within the scope of their respective duties. Article 6 Encourage and support scientific research on public safety technology, develop public safety technology industry, popularize advanced safety products and facilities, and raise public awareness of public safety. Article 7 Users of technical protection products and facilities shall establish and improve various systems of technical prevention for public safety, implement various preventive measures, and combine technical prevention with personnel prevention to improve their safety prevention ability. Chapter II Scope of Technical Precautions for Public Security Article 8 In the following places and parts, the units to which they belong must take technical preventive measures for public security:
(1) Places and organs for important political activities recognized by provincial public security organs;
(2) Rooms and libraries for storing documents, materials, computer software and high-tech achievements involving state secrets;
(3) Places where inflammable, explosive, highly toxic, pathogenic bacteria, drugs under state control, radioactive substances and other dangerous goods are stored;
(four) weapons and ammunition depots (cabinets);
(five) the key parts of radio and television, communication hub, water supply, power supply, gas supply, heating, scientific research, military industry and other units;
(6) vaults, business premises, computer information centers, cash trucks and places (counters) where gold, silver and jewelry are sold;
(7) Museums and places where important cultural relics are displayed and collected;
(eight) airports, stations and other public places that need to take public safety technical precautions;
(nine) foreign-related hotels, three-star hotels or above;
(ten) other places and parts where public safety technical precautions must be taken as stipulated by the state and the province. Article 9 The units in charge of places where cash, bills, securities and valuables are centrally stored, and warehouses and places where high-grade commodities and important materials are stored shall, under the guidance of public security organs and according to actual needs, take public security technical preventive measures. Article 10 The construction of public safety technical prevention facilities for urban residential buildings shall be incorporated into the residential construction planning, designed, constructed, accepted and put into use simultaneously with residential projects.
The management of public safety technical prevention facilities in urban residential buildings shall be the responsibility of specific residential management units. The public security organ is responsible for the supervision and inspection of the management of public safety technical prevention facilities in urban residential buildings. Chapter III Jifangchanpin Article 11 Jifangchanpin mentioned in these Provisions refers to the special products listed in the Catalogue of Safety Technology Prevention, which are used to prevent robbery, theft, explosion and other violations of property and personal safety. Article 12 The management of technical defense products shall, in accordance with the relevant provisions of the state, implement the production license system and safety certification system for industrial products respectively; For technical protection products that are not managed by the production license system and safety certification system for industrial products, the production registration system shall be implemented. Article 13 It is forbidden to produce and sell technical defense products without quality inspection certificate, industrial product production license certificate, safety certification certificate or production registration approval. Article 14 The quality inspection institution of jifangchanpin must be examined and approved by the quality and technical supervision department at or above the provincial level in conjunction with the public security organ at the same level and pass the examination, and engage in the quality inspection activities of jifangchanpin within the authorized inspection scope. Chapter IV Technical Protection Facilities Article 15 The technical protection facilities mentioned in these Provisions refer to the safety protection system composed of technical protection products and scientific and technological means for the purpose of maintaining public safety, including facilities and equipment such as alarm, TV monitoring, communication, access control, explosion prevention and safety inspection. Article 16 The construction of technical defense facilities shall be implemented in accordance with the safety industry standards of People's Republic of China (PRC) and People's Republic of China (PRC), the procedures and requirements of safety prevention projects, and other national and industry standards related to safety technical prevention. Seventeenth units engaged in the design, installation and maintenance of technical defense facilities shall obtain corresponding qualification certificates. Article 18 For the places and parts listed in Article 8 of these Provisions, the construction unit shall report the design scheme of technical defense facilities to the public security organs at or above the county level for the record. Article 19 After the completion of technical protection facilities, inspection institutions recognized by technical supervision departments at or above the provincial level and public security organs at the same level shall conduct inspections in accordance with national standards, industry standards and norms formulated by this province; Without inspection or unqualified inspection, it shall not be put into use. The inspection institution shall complete the inspection within 15 days from the date of receiving the inspection application and issue the inspection report.
After the completion of the technical defense facilities in the places and parts listed in Article 8 of these Provisions, they shall be accepted by the public security organs at or above the county level.
