With the development of China's economy and the improvement of people's living standards, China has become one of the largest jewelry consumers in the world. With the rapid development of jewelry industry and the gradual standardization of asset appraisal industry, China's jewelry appraisal industry came into being. Although it has only been developed for 10 years, it has become an important link between the jewelry industry and other industries, departments and the public due to its strong professionalism, numerous customers and wide range of services, from family property distribution and jewelry product pricing to judicial and criminal laws, as well as corporate financing, bank mortgage loans, asset liquidation, insurance, taxation, auction, pawn, collection and donation.

1. The jewelry appraisal industry is gradually becoming standardized.

Jewelry appraisal, as one of the six series of asset appraisal, has unique professional characteristics. With the active support of the Ministry of Land and Resources and the Ministry of Finance, and with the joint efforts of the Jewelry and Jade Jewelry Management Center of the Ministry of Land and Resources, China Assets Appraisal Association and China Jewelry and Jade Jewelry Industry Association, after years of continuous exploration, a management model suitable for their professional characteristics has been established, and a Chinese jewelry and art appraisal system has been initially established, including the qualification examination system for registered asset appraisers (jewelry), professional technical standards, training and education system, and personnel and institutional management system.

1. 1 established a professional jewelry appraisal management organization.

200 1 The Jewelry and Jade Jewelry Management Center of the Ministry of Land and Resources and the China Assets Appraisal Association jointly initiated the establishment of the Jewelry and Art Appraisal Committee of the China Assets Appraisal Association (hereinafter referred to as the "Jewelry Appraisal Committee"), which consists of 30 members from the jewelry industry and the appraisal industry. This professional committee is a professional group that integrates the jewelry industry and the asset appraisal industry, and innovatively constructs the organization and management system of jewelry appraisal. Since the establishment of the Jewelry Appraisal Committee, relying on the technical support of the Jewelry and Jade Jewelry Management Center of the Ministry of Land and Resources, it has done a lot of work in the research of jewelry appraisal theory and policy, jewelry appraiser qualification examination, jewelry appraisal technical standards, training, communication and publicity, which has played an important role in promoting the development of jewelry art appraisal in China.

1.2 Established the qualification access system and registration system for certified asset appraisers (jewelry).

In 2003, the Ministry of Personnel and the Ministry of Finance jointly issued a document, adding jewelry appraisal specialty to the qualification of certified asset appraisers, and establishing a qualification access system for certified asset appraisers (jewelry) (hereinafter referred to as "certified jewelry appraisers"). In 2004, the first national unified examination was held. By the end of 2008, 63 people in China had obtained the qualification of certified asset appraiser (jewelry). Only those who have obtained the qualification of certified asset appraiser (jewelry) through identification and examination and passed the registration can engage in jewelry art appraisal.

1.3 established a jewelry evaluation management system.

In 2002, the Ministry of Finance approved the establishment of Zhonghengyu Assets Appraisal Company, the first appraisal institution in China, which specializes in the appraisal of jewelry and artworks, and set a market symbol for professional appraisal of jewelry. Jewelry evaluation has developed from scratch to maturity and standardization.

According to the characteristics of jewelry appraisal, in 2007, the Ministry of Finance issued the Notice on Regulating the Management of Jewelry Appraisal (Caiqi [2007] 14 1No.), which clarified and standardized the management of jewelry appraisal. The appraisal report on jewelry and artworks issued by the asset appraisal institution shall be rechecked by the partners (shareholders) with the qualification of certified asset appraisers (jewelry) and signed by two certified asset appraisers (jewelry).

1.4 The theory and technical standards of jewelry appraisal have been continuously improved.

The first monograph, Jewelry Appraisal, which systematically introduced the theories and methods of jewelry appraisal at home and abroad was published in 2000. This book is an examination and training material for registered jewelry appraisers. In 2009, the Jewelry Appraisal Committee is organizing experts to revise and supplement the book, which is scheduled to be published on 20 10. Based on the research on the terminology of jewelry appraisal, the Dictionary of Jewelry Appraisal was published in 2007.

Guiding Opinions on Jewelry Appraisal was promulgated and implemented by China Asset Appraisal Association in 2003, which is an important part of China's asset appraisal standard system. After more than five years' practice, the 2009 Guiding Opinions on Jewelry Appraisal has been revised and upgraded to the standard, namely, Assets Appraisal Criteria-Jewelry, which will be officially implemented from July 20 10. The establishment of a unified jewelry evaluation standard in Chinese jewelry evaluation industry has promoted the development of jewelry evaluation theory and practice.

1.5 There are various forms of jewelry evaluation training and education.

(1) Carry out international cooperation and train seed players. The Jewelry Management Center of the Ministry of Land and Resources, China Assets Appraisal Association and American Appraisers Association (ASA) held three international advanced jewelry appraisal training courses in 1999, 200 1 and 2003 respectively, and invited senior American jewelry appraisers to teach in China, which introduced the most advanced theoretical system of jewelry appraisal abroad for the first time in China and trained a number of jewelry appraisal backbones for China.

(2) Training before CPVG (Certified Asset Appraiser) qualification. Since the establishment of the qualification examination system for certified asset appraisers (jewelry), the National Jewelry Training Center has undertaken the training tasks before CPVG and achieved good training results.

(3) Pre-job and follow-up education and training of certified asset appraisers (jewelry). Since 2005, the Jewelry Appraisal Committee has held pre-job training courses and follow-up education training courses for registered asset appraisers (jewelry) every year, which has improved the professional quality of registered jewelry appraisers.

(4) The Jewelry and Jade Jewelry Management Center of the Ministry of Land and Resources, China Assets Appraisal Association and China Jewelry and Jade Jewelry Industry Association jointly held the "Capital Operation Summit Seminar of Chinese Jewelry Enterprises" on June 5438+February, 2007, and more than 20 large jewelry enterprises attended the seminar. Promote jewelry enterprises to test the water capital market and strengthen the cooperation between the asset appraisal industry and the jewelry industry.

(5) In recent years, jewelry colleges such as China Geo University (Wuhan) Jewelry College and China Geo University (Beijing) Jewelry College have successively set up jewelry evaluation courses to train graduate students in jewelry evaluation.

1.6 Actively carry out exchanges and cooperation to enhance the social influence of jewelry appraisal.

(1) The Jewelry Management Center of the Ministry of Land and Resources, China Assets Appraisal Association and China Jewelry Industry Association jointly held two sessions of "China Jewelry Art Appraisal and Evaluation High-level Forum" in 2005 and 2007. Famous experts, scholars and entrepreneurs from jewelry, asset appraisal, banking, insurance, auction, pawn and collection industries attended the meeting, which further expanded the jewelry industry and asset appraisal industry.

(2) Establish the website of the Jewellery Appraisal Committee (Jewellery Appraisal Network, website address: http//w w w w.cas-gjac.org), and timely release relevant information, so that the website can become a "window" reflecting the trends of the jewelry appraisal industry.

2. Talent is the key to the development of jewelry appraisal industry.

Jewelry appraisal industry is an intellectual professional service industry. In addition to strengthening industry management, talents are the foundation of jewelry evaluation industry.

At present, there are few professionals engaged in jewelry appraisal in China, especially those who have obtained the qualification of national registered jewelry appraiser. In order to provide qualified professional jewelry appraisers needed by the society, whether it is the appraisal institution of the demand side, the academic institution of the supply side, or the trade association as a self-regulatory organization, we should strengthen cooperation and close contact, and work together to realize the training strategy of jewelry appraisers.

Appraisal industry associations should gradually improve the talent training system of jewelry appraisal industry, that is, gradually form a three-level training system of "academic education, access education and continuing education" and a three-level training system of "discipline colleges, appraisal institutions and appraisal associations", and establish three teams of "managers, practitioners and high-end talents".

Jewelry Appraisal Committee, as a professional organization in jewelry appraisal industry, can organize and promote systematic planning and work guidance of jewelry appraisal industry training, improve the training system, strengthen the construction of distance education network, promote curriculum development, textbook compilation and teacher team construction, focus on organizing and guiding the training of high-level talents in jewelry appraisal industry, and realize the macro strategy of talent training in jewelry appraisal industry. Strive to cultivate a group of "good teachers" who abide by professional ethics, have professional ability, do business conscientiously, "famous teachers" who have social image and good reputation, and "masters" who lead the professional technical innovation of jewelry appraisal industry and represent advanced culture within 5 to 10 years.
