1. Applicable tax policies (see Tax Law I and Tax Agency Practice P 103 for details).
① Taxpayers selling gold and silver jewelry shall be taxed on the basis of sales excluding VAT.
If the taxpayer fails to deduct the value-added tax from the sales of gold and silver jewelry, it shall be converted into sales excluding the value-added tax according to the following formula when calculating the consumption tax.
Sales of gold and silver jewelry = sales including VAT ÷( 1+ VAT rate or collection rate)
(2) The sales of gold and silver jewelry together with packaging materials, regardless of whether the packaging materials are separately priced or not, and no matter how they are accounted for in accounting, should be incorporated into the sales of gold and silver jewelry and be subject to consumption tax.
⑥ After the consumption tax on gold and silver jewelry is changed to the tax payment link, the inlaid jewelry produced with the paid jewelry and jade shall not be deducted from the paid consumption tax.
⑦ For the production and business units that sell both gold and silver ornaments and non-gold and silver ornaments, they should clearly divide the two types of goods and account for their sales separately.
If the division is unclear or cannot be accounted for separately, if it is sold in the production process, the consumption tax will be levied at the high applicable tax rate;
Sales in the retail sector will be subject to consumption tax on gold and silver jewelry.
If gold and silver jewelry and other products are sold as complete sets of consumer goods, the consumption tax shall be levied in full according to the sales amount.
2, the setting of accounting subjects
After the consumption tax on gold and silver jewelry is changed from the production link to the retail link, enterprises that need to pay the consumption tax on gold and silver jewelry should add a detailed account of "consumption tax payable" under the subject of "tax payable" to calculate the consumption tax payable on gold and silver jewelry.
3, gold and silver jewelry retail business accounting treatment
(1) Accounting Treatment of Self-purchase and Self-sale Business
Example 1 A gold shop sold pure gold necklaces 10 in June 2008, and issued an ordinary invoice to consumers of 58,500 yuan; Sold 10 gold-plated necklaces, issued a general invoice of RMB 35 100 to consumers, and received all transfer checks.
Debit: Bank deposit 93600.
Loan: The main business income is 80,000 yuan.
Taxes payable-VAT payable (output tax) 13600
Calculate consumption tax = 50000× 5% = 2500 (yuan), and the accounting entries are:
Debit: business tax and additional 2500.
Loan: taxes payable-consumption tax payable 2500.
(2) Accounting treatment of purchasing gold and silver jewelry for personal use.
According to the provisions of the tax law, gold and silver jewelry used by production, wholesale and retail units for gifts, sponsorship, fund-raising, advertisements, samples, employee welfare, awards, etc. Taxes are levied according to the sales price of similar gold and silver jewelry sold by taxpayers. If there is no sales price of similar gold and silver jewelry, the tax shall be calculated according to the composition of taxable value.
Example 2 In May 2008, a gold shop (VAT general taxpayer) made a gold necklace of150g at a cost of15,000 yuan, and the retail price of similar gold necklaces in that month was 130 yuan/g. Then:
Payable consumption tax =130 ÷ (1+17%) ×150× 5% = 833.33 (yuan)
VAT payable =130 ÷ (1+17%) ×150×17% = 2833.33 (Yuan)
Debit: Payables-welfare expenses 19500.
Loan: main business income 16666.67
Taxes payable-VAT payable (output tax) 2833.33
Debit: main business cost 15000.
Loan: Goods in stock 15000
Debit: business tax and surcharges 833.33
Credit: taxes payable-consumption tax payable 833.33
(3) Accounting treatment of gold and silver jewelry packaging
(1) The income from packaging that is not separately priced and sold together with commodities shall be included in the income from commodity sales together with the commodities sold. Therefore, the consumption tax payable for packaging income and the consumption tax payable for selling gold and silver jewelry should be included in the "business tax and surcharges";
② The packaging income from selling gold and silver jewelry but priced separately is included in "other business income". Therefore, the consumption tax payable for packaging income should be included in "business taxes and surcharges" instead of "other business expenses".
A jewelry store is a general taxpayer of value-added tax. In May 2008, the consumer's pure gold jewelry was sold, and the income was 70,200 yuan. Together with the sales of pure gold jewelry, the income was 468 yuan.
Sales of pure gold jewelry as accounting entries:
Debit: Bank deposit 70200.
Loan: The main business income is 60,000 yuan.
Taxes payable-VAT payable (output tax) 10200
Selling jewelry boxes as accounting entries:
Debit: Bank deposit 468
Credit: other business income 400
Taxes payable-VAT payable (output tax) 68
Calculated consumption tax = (60000+400) × 5% = 3020 (yuan)

Loan: taxes payable-consumption tax payable 3020.
