Standardization is very important in the field of jewelry, especially in the current situation of more and more frequent international trade. In the increasingly competitive international jewelry market, international jewelry companies use standards to form trade barriers, restrict Chinese jewelry exports, and try their best to enter the Chinese jewelry market. Therefore, perfecting the strict jewelry standard system is an important guarantee for the healthy and stable development of the jewelry industry.

In recent years, China's jewelry industry has repeatedly involved technical barriers and other issues in international trade disputes. In 2007, the United States, Britain and other countries completely boycotted China's fashion accessories on the grounds of excessive lead content, and recalled China's fashion accessories around the world. The annual output value of popular ornaments in China is nearly 35 billion yuan, of which more than 70% are exported. Because there is no mandatory national standard for lead content in jewelry in China, the risk is self-evident. Therefore, China's jewelry industry urgently calls for the introduction of harmful elements standards for jewelry, so as to improve the environmental protection index of popular jewelry in China and ensure the healthy and stable development of popular jewelry.

In 2008, under the influence of the global economic crisis, the global economy declined rapidly, and the jewelry industry was greatly affected. In this case, the jewelry market in China has maintained a good development momentum, which has attracted the attention of international jewelry companies. They have made it their strategic goal to enter China and occupy the jewelry market in China. They took advantage of the imperfection of China's jewelry standard system to suppress China products in the international jewelry trade, and at the same time sold their products to the China market in various names. In the future international trade, the importance of standards is becoming increasingly prominent. For the developing Chinese jewelry industry, standardization will be more important. "China Standard" has become a key factor in the future competition of Chinese jewelry enterprises.

2. Standards construction has been steadily advanced.

In recent years, China's jewelry and jade industry has made great progress, and the quality level of jewelry and jade and related products in China has also been significantly improved, which is mainly due to the establishment of the basic standards for jewelry and jade identification. The standardization of China's jewelry industry started in the early 1990s, and the Gem Monitoring Center of the Ministry of Geology and Mineral Resources (the predecessor of NGTC) formulated DZ/T0044-92 Appraisal Method for Jewelry and Jade, DZ/T0045-93 Appraisal Standard for Jewelry and Jade and DZ/T0046-93 Diamond Classification in 193. The establishment of these three standards has played an important role in the fledgling Chinese jewelry market, becoming an indispensable "norm" for all domestic gem appraisers and an important basis for formulating various gem appraisal standards.

From 65438 to 0996, China promulgated three national standards: Diamond Classification, Jewelry and Jade Name and Jewelry and Jade Appraisal. In the import trade of jewelry and jade, these three basic national standards have played a role in preventing fake and shoddy jewelry and jade products from entering the China market, protecting emerging jewelry and jade enterprises in China and protecting emerging jewelry and jade industries in China; In domestic trade, the three standards have played a role in protecting the interests of consumers, standardizing the jewelry and jade market, popularizing jewelry and jade knowledge, cultivating consumers, cultivating the jewelry and jade market and promoting the development of China's jewelry and jade industry.

Standardization has played an important role in the initial and early development stage of China's jewelry and jade industry. Standardization is an important technical basis for national economic and social development, a necessary condition for the gradual improvement of China's socialist market economic system, a technical support for China's strategic adjustment of economic structure, scientific and technological innovation and industrial upgrading, and an important means for China to join the World Trade Organization and deal with various technical barriers to trade.

After fully realizing the importance of standardization work, in order to promote the standardization construction of the industry more systematically and effectively, after nearly a year of preparation, the National Jewelry and Jade Standardization Technical Committee was formally established on March 19, 2008. Mr. Sun Wensheng, President of China Jewelry and Jade Industry Association, and Ms. Zhang Beili, Executive Vice President, served as honorary chairman, and Wang Min, Vice Minister of Land and Resources, served as chairman. It also brought together all aspects of the jewelry industry, including processing, distribution, scientific research and testing. The Jewelry and Jade Jewelry Management Center of the Ministry of Land and Resources, as the organizer of the Secretariat, undertakes the daily work of the Committee, including formulating guidelines for the preparation and revision of standards according to the needs of industry development; Plan application and opinion collection in the process of standard formulation and revision; Review, publicity and implementation of standards, etc.

According to preliminary statistics, by the end of 2009, the main national standards and industry standards of jewelry and jade products and related products issued by China exceeded 130, including 83 national standards. Among the published national standards, mandatory standard 12 and recommended standard 7 1. During the Tenth Five-Year Plan period, remarkable achievements have been made in standardization, which has played an important role in promoting technological progress, adjusting industrial structure, standardizing market order, improving the competitiveness of industries and products, and promoting international trade.

At present, the national standard for jade classification has been officially released and will be officially implemented in March 20 10. The standard sample of jade classification matching with the national standard of jade classification has been in the process of development, the colorless jade sample has been basically completed, the green jade sample is still being made, and the dissemination of jade standard is also in progress. Under the guidance of the Secretariat of Standards and Technology Committee, the three national standards of diamond classification, jewelry and jade name and jewelry and jade appraisal were revised in 2009 and passed the examination successfully, and the approval work is being actively prepared. In addition, the formulation of national standards for ruby and sapphire classification has also been officially launched. For this reason,

The secretariat of the Jewelry Technical Committee has investigated and studied the main ruby and sapphire markets at home and abroad, and collected information on the varieties, quality characteristics, optimized treatment methods and prices of rubies and sapphires in the jewelry markets at home and abroad. The investigation has been strongly supported and helped by domestic jewelry enterprises, and has also attracted extensive attention from the international jewelry industry. International colored gems Association (ICA), International Jewellery Federation (CIBJO), Thailand Jewellery Association (GIT) and Thailand Jewellery Association respectively expressed great concern about the classification of rubies and sapphires.

At the annual working meeting held not long ago, we discussed the work plan of the Standards Committee for 20 10 with experts from all over the country. A number of standards have been prepared for application, and the follow-up work will be actively carried out on 20 10.

3. Standardization construction has a long way to go.

There is still a gap between the overall level of jewelry and jade products in China and the advanced level abroad. One of the main reasons is that the research on the technical specifications of jewelry and jade in China is not systematic, and another reason is that the industrial production of jewelry and jade in China started late, which has affected the improvement and innovation of jewelry and jade industry technology, the enhancement of core competitiveness and the improvement of the overall level of jewelry and jade industry. Therefore, it is necessary to establish a unified and coordinated standardization organization, promote the revision, promulgation and implementation of jewelry and jade industry standards, accelerate the process of integration with international technical norms, and realize the leap-forward development of China's jewelry and jade industry.

At the beginning of its establishment, the National Jewelry and Jade Standardization Technical Committee made a standard system plan for the development of the jewelry industry in the next few years, and made a work plan according to the development trend of the industry, which basically covered all aspects of the jewelry industry and was well implemented in the work in the past two years.

The main body of standardization work is the whole jewelry industry, not limited to a few people and enterprises. Only by improving the standardization consciousness of enterprise leaders and managers, giving full play to the enthusiasm and subjective initiative of enterprises, and making full and reasonable use of enterprise resources and technology, jewelry enterprises will become the main body of standard formulation, revision and implementation, and gradually establish a new standardization system in China's jewelry and jade industry, which is enterprise-oriented, market-oriented and combined with Industry-University-Research, and promote the process of standardization in China.

With the continuous promotion and implementation of standardization work, more and more enterprises have turned their attention to standardization work. "First-class enterprises make standards" has become one of the business ideas of many business managers. In order to better carry out standardization work and attract more experts to join the standard work team, the National Jewelry and Jade Standardization Technical Committee plans to expand the organization composition of the Committee according to the needs of the industry, and set up five sub-technical committees, with five representative units in the jewelry industry as its secretariat organizer. Responsible for the preparation and revision of five related standards: gem processing technology, jade carving technology, artificial products, jewelry and jade inlay technology and jewelry enterprise management, give play to the enthusiasm of key enterprises in the industry, encourage enterprises to combine independent innovation technology with standards, and improve the content of independent intellectual property rights in standards. Promote the healthy, orderly and rapid development of the industry through standardization activities, enhance the competitiveness of enterprises, and finally form a standardization working mechanism with enterprises as the main body.
