Units that need to establish security organizations should be established and improved as soon as possible, and may not be merged with personnel, institutions, armed forces and other departments. Other units can be equipped with full-time and part-time security cadres. The competent department shall set up corresponding safety organizations according to the needs to be responsible for the safety of this system. All units should properly solve the necessary funds and equipment for public security personnel. Article 4. Conduct regular safety education on fire prevention, theft prevention, damage prevention and accident prevention for employees, improve their vigilance and enthusiasm in fighting against illegal and criminal acts and public security disasters, and implement prevention and treatment by groups. Fifth cadres, workers and students should strengthen the education of ideals, discipline, morality and legal system, improve the ability to identify and resist crimes, and enhance the concept of legal system. For those who violate the law slightly and are supervised and reformed by judicial organs, it is necessary to organize trade unions, the Communist Youth League Committee and political work, labor and capital, security and other departments to do a good job in helping and educating.
