Due to historical reasons, many cultural relics in the old city of Beijing, such as celebrities' former residences and halls, have been occupied by social units or residents for a long time, and many of them have become miscellaneous houses and dilapidated. It is urgent to restore the historical features of cultural relics. In the 13th Five-Year Plan, Xicheng District proposed to "liberate" 47 occupied historical relics from public houses directly managed by the government for repair.

But even if the government directly manages public houses, it is difficult for cultural relics to vacate. Taking Shen Jiaben's former residence as a sample, Xicheng District spent one year exploring the retirement mode of "mandatory government protection". That is, the government issued an announcement in accordance with the law, which listed vacating as a protective measure, and the cultural relics management and use unit terminated the lease contract with the residents according to the announcement, and then the government came forward to use financial funds to dock the resettlement houses and give compensation and resettlement. This not only improves the living conditions of residents, but also creates conditions for the restoration of cultural relics and the protection of the old city style.

Shen Jiaben's former residence was vacated in the second half of this year. With reference to this model, Xicheng District started the project of 12 of directly managing cultural relics in public houses at the beginning of this month, including Jinjiang Guild Hall (Lin's former residence), Liuyang Guild Hall (Tan Sitong's former residence), Yixing Guild Hall, Huakangli, Yunnan New Museum, Sanjingguan, Anhui Guild Hall, Jewelry City Road West Store, Liang's former residence, Mei Lanfang's ancestral home, Dashilan West Street Store and Jushunhe Station South. In addition, Liyuan Association, Yunjiban and Qianshi Hutong, which retired in September, started the 15 cultural relics retirement project in Xicheng District this year, involving 462 households, and the resettlement houses were mainly in Daxing District and Fangshan District.

In just two weeks, this 12 cultural relics vacating project has completed nearly 50% of the total workload, and some projects even reached 90%. Sun Jinsong, director of the Cultural and Cultural Committee of Xicheng District, said that in 20 16, Xicheng District has started the project of 17, and started 15 this year, totaling 32. According to the 13th Five-Year Plan of Xicheng District, the 15 project will be launched again in 20 18 and 20 19 years. However, with the implementation of Beijing's new master plan, Xicheng District has decided to speed up the pace of cultural relics vacating and repairing. The remaining 15 cultural relics vacating projects directly under public houses will start next year, including Shaoxing Guild Hall and Beijing Newspaper Office. In addition, five or six cultural relics vacating projects will be added to restore the old city as soon as possible in combination with the ongoing gulou west Avenue and Shichahai block revival plan and the archaeological and protection plan of the inner city water system.
