The water of jade ornaments is too deep, and there is no way to guarantee 100% reliability anywhere. Only real natural A-grade jadeite will show the words "Jade A-grade jadeite". The certificate of jadeite can be used as an identification tool for true and false jadeite, but it cannot be used to measure the value of jadeite.
