At present, there are three factors that will make Yufeng Mountain area more prominent in building the first gateway. The first is the establishment of "Liangjiang New Area". Third, the idea that Airport New Town will become the second center of Chongqing metropolitan area. Recently, when planning Chongqing's urban expansion, some experts suggested that the airport should be regarded as the polar core and center of Chongqing's spatial organization in the near and medium term, and a dynamic and more powerful modern airport new city should be established as a strategic basis, jumping out of the original spatial organization mode of Chongqing's main city and relying on the airport to implement "dual-core drive". According to this idea, the parties concerned put forward the idea of building a new airport city, including Yufeng Mountain area, to make it the second center of Chongqing metropolitan area. Based on a comprehensive analysis of the location, traffic and resource conditions of Yufeng Mountain area, as well as the industrial characteristics of surrounding development zones (parks) and bonded port areas, the author believes that the bridgehead of Yufeng Mountain will become the "three major industrial bases" in Chongqing, namely, Chongqing modern logistics base, Chongqing export-oriented manufacturing base and Chongqing bonded port life service base.
(A) Chongqing Modern Logistics Base
After carefully studying the layout characteristics of logistics bases at home and abroad, relevant experts have drawn three rules: first, there are comprehensive transportation network systems such as roads, railways, ports and aviation, which can realize the transportation capacity of modern logistics; Second, there is enough land area to accommodate logistics enterprises and provide enough logistics value-added service places; Third, it is on the edge of the city, and the surrounding areas have a good foundation for economic development and a relatively large logistics handling capacity. It should be said that these three conditions are fully available in Yufeng Mountain area, especially near the two-way Cuntan Bonded Port Area, the largest logistics distribution center in southwest China, and the surrounding logistics throughput will be extraordinary. It is also based on this that two of the three hub logistics parks (Cuntan Logistics Park and Airport Logistics Park) identified in the Eleventh Five-Year Plan for National Economic and Social Development in Chongqing cover an area of about 7 square kilometers. Therefore, it is very likely to become a large-scale comprehensive logistics base facing the whole country and serving the upper reaches of the Yangtze River.
We can make full use of a good comprehensive transportation system, vigorously develop multimodal transport, and build a modern logistics network platform that combines local distribution logistics system, regional logistics system and port logistics system to make the logistics network smooth at home and abroad. We can establish a number of distribution centers and warehousing distribution centers, vigorously develop third-party logistics and fourth-party logistics, and gradually turn modern logistics into an important pillar industry in northern Fujian. In the area near the water port functional area of the bonded port area, it can be considered as a container multimodal transport center radiating westward and connecting the Yangtze River basin, focusing on the development of multimodal transport of containers, ro-ro ships and bulk goods, and providing value-added services such as distribution processing, warehousing and distribution, freight forwarding and display transactions. In the airport functional zone of bonded port area, it can be considered as a logistics hub that radiates the western region and connects major cities at home and abroad. It mainly provides value-added services such as air transportation, distribution and processing, warehousing and distribution, transit distribution, freight forwarding, exhibition and trading for high-tech products such as electronics industry and software industry and high-value-added goods such as jewelry and fashion.
(B) Chongqing export-oriented manufacturing base
Because this area is close to Gangcheng Industrial Park and Airport Industrial Park, many enterprises with similar or supporting manufacturing categories in these two parks will naturally choose to settle here. In addition, this area itself belongs to the planning area of Taiwan Province Industrial Park, and the export-oriented manufacturing industry is one of the pillar industries of this park, which should become an important export-oriented manufacturing base in Chongqing.
Near the airport functional area of the bonded port area, we can focus on developing high-tech manufacturing industries with low elasticity of transportation cost, high time requirement and high added value, including life engineering and biotechnology.
In other suitable areas planned by Taiwan Province Industrial Park, we can focus on the development of precision machinery manufacturing, information product manufacturing, container manufacturing and printing and packaging. The development of precision machinery manufacturing and processing industry should combine the development of automobile and motorcycle industry and the foundation of machinery processing industry in Yubei District, and vigorously produce CNC machine tools and key parts manufacturing, new sensor manufacturing and so on. The development of information product manufacturing industry should fully consider the supporting factors such as Haier Industrial Park, Taiwan Province Industrial Park and logistics base, and focus on the production of household digital electronic products, household intelligent control and safety products, automotive electronic products, digital medical equipment products and logistics information platform equipment. The development of container manufacturing, packaging materials and supplies manufacturing mainly depends on the demand of logistics base.
(3) Chongqing Bonded Port Life Service Base
According to Huang, executive vice mayor of the municipal government, nearly 654.38 million white-collar jobs will be created in the bonded port area in the future. These 65,438+ten thousand people, like others, have to live, consume and relax after work. Since there are no living and consumption facilities in the bonded port area, the Yufeng Mountain area is close at hand, and with the unique resource advantages, if we seize the opportunity to vigorously develop the tertiary industries such as real estate, tourism, commerce and entertainment, it will naturally become its living service base.
1, can vigorously develop the real estate industry. Many experts have analyzed that the periphery of bonded port area, especially near Cuntan Port, will surely become another hot spot of Chongqing real estate development. Because the housing demand of 65.438 million high-end people will be a huge high-end real estate market, and Yufeng Mountain area has the natural beauty of building brand real estate. The good natural resources such as mountains, water, springs, forests and lakes here are undoubtedly the best choice for developing high-end real estate such as garden houses and villas, which is almost zero distance from the bonded port area. It is conceivable that the high-end real estate here has a strong attraction to the white-collar workers in the bonded port area. Experts suggest that in order to improve the level of opening up in northern Fujian, Chongqing foreign consulate area should be considered. If this idea is put into practice, this is undoubtedly the most ideal place.
2. Tourism can be developed vigorously. Yufeng Mountain area has good resources, location and eco-tourism foundation, and has the potential to accept a large number of urban population for leisure and holiday sightseeing. We should think about the development of tourism closely around the two most distinctive resources: forests and hot springs. On Yufeng Mountain, a forest leisure tourist area can be built, which integrates plant landscape tourism, ancient sightseeing, conference training, farming experience, special food and tourism product display. On the west side of Yufeng Mountain, relying on Longmen, Xiangxi high-quality hot springs and chaoyang river, we will build a "Shiping Shili Hot Spring Resort" which integrates hot spring vacation, water recreation, leisure and entertainment, and has complete hotel, food, leisure and entertainment services.
We can vigorously develop commerce, catering and entertainment. The commercial, catering and entertainment market formed by white-collar workers and their relatives working in the bonded port area is also a very big cake. Building some shopping centers, characteristic dining streets and entertainment squares should also have very good market prospects. In addition, it is necessary to plan and build service facilities such as education, culture, health and sports.
According to the expert analysis of Chongqing Comprehensive Economic Research Institute, if the park 10 square kilometer is developed in this area, the regional GDP will reach about 20 billion yuan. According to this reasoning, if all the 40 square kilometers suitable for urban construction in this area are completed, the regional GDP should be around 80 billion yuan.
It can be seen that the bridgehead of Yufeng Mountain will be an export-oriented economic model area with high openness, strong industrial support and beautiful environment.
Third, explore a good and fast road together.
How can we build three bases well and quickly? The author thinks that we must achieve "three overweight", that is, pay attention to overweight, speed overweight and assessment overweight.
(A) pay attention to overweight
1, form * * * knowledge. At present, there are three main problems in understanding: first, we don't realize the important potential of Yufeng Mountain area, and we don't know what role this area can play in building the first portal, so that we are insensitive and indifferent to things here. Second, although it is recognized that this field has certain importance in building the first portal, it has not been really taken seriously due to various restrictions. Thirdly, I didn't realize that this area would be in danger of being eroded if it stayed where it was. Shiping, an area of nearly 6 square kilometers in Jiangbei District, was incorporated into the urban planning several years ago, and it was turned into a "Tangjiatuo Group" in the Chongqing Urban and Rural Master Plan (2007-2020) approved by the State Council. In fact, Gangcheng Industrial Park has occupied hundreds of acres of land in this area, and the park still wants to grow, but there is not much space, so the ambition to expand here has always been there. To this end, the author suggests that building the first portal is not only an objective need, but also an objective need to defend the territory of northern Fujian from being occupied by others.
2. Policy tilt. In all the work arrangements for the construction of the first portal, we should clearly consider the local affairs as the first priority and tilt this most promising plate to the greatest extent. In particular, efforts should be made in talent support, project arrangement, capital guarantee and industrial policy. It should be said that the support here is like "blowing rice in the chaff", and you will soon see the effect of winning glory for the first portal!
3. Excellent service. Resolutely investigate and deal with those who verbally support the development of the region but actually engage in "eating, taking, getting stuck and needing". All those verified by investigation shall be dealt with according to the high limit of laws and policies, so as to create a good soft environment for the development of this region!
(2) Speed plus code
To achieve speed overweight, we should consider the following three aspects.
1, planning first. A high standard, a high starting point and a high level of planning are the prerequisites for good development. The planning related to the development of Yufengshan area mainly includes land use planning, industrial planning, town master planning, town planning (small town construction planning), regulatory detailed planning of Taiwan Province Industrial Park (Airport International Hub Logistics Park) and regulatory detailed planning of Yufengshan Forest Park. (hereinafter referred to as "Several Provisions"). To do a good job in the preparation of these plans, it is suggested to grasp the following issues. First, the starting point should be high. We should seriously study Chongqing Urban and Rural Master Plan (2007-2020), Liangjiang New Area Plan, Bonded Port Area Plan, Peripheral Development Zone (Park) Plan and the State Council No.3 document, and consciously incorporate this area into the national development strategy for thinking and planning. For example, in the revision of land use planning, we should fully consider the upcoming large-scale development in this area, and it is best to adjust all the basic farmland within the Second Ring Road to ordinary farmland and all the nearly 40 square kilometers suitable for construction to construction land. The second is to complete in a limited time. The lag of planning is one of the important reasons that affect the development of this area. At present, several regulations related to the development of Yufeng Mountain area are compiled by relevant units. The timetable for completion has been made clear in the district, and it is suggested to strengthen guidance, supervision and inspection to ensure completion within this year. The third is the superposition of "several rules". In the process of compiling "Several Provisions", relevant departments and units must communicate information in time, so that the next level of planning must be based on and subordinate to the previous level of planning, so as to be interlocking and complementary. Otherwise, it will bring many difficulties to the future development.
2. Strengthen the subject. Under the current urbanization mode, a region needs a strong development subject to promote its sound and rapid development. An important reason for the rapid development of Lianglu District (including Huixing) in recent years is the strong promotion of five development subjects, namely, Chengnan Development Zone, Science and Technology Industrial Park, Airport Industrial Park, Modern Agricultural Park and Airport Industrial Park Zone B. Due to the large area of Yufengshan Town, the usable construction land area is about 40 square kilometers, which is larger than the sum of the three urban areas of Shuangfengqiao, Shuanglong Lake and Huixing, and twice that of the three street urban areas of Longxi District. With such a large development space, if we want to become the "three bases" of Chongqing's opening as soon as possible and make an important contribution to building the first portal as soon as possible, we must consider making the main body of development bigger and stronger. On the one hand, Yufeng Mountain Forest Park should be bigger and stronger. At present, the development of Yufeng Mountain Forest Park is facing a once-in-a-lifetime historical opportunity, that is, the city is currently building "Forest Chongqing", and the city itself has planned to build a number of forest parks with large area, high specifications and good coverage. We should actively do a good job in three aspects: first, come up with the overall development and construction plan of this mountain as soon as possible. This plan should include Tieshanping in Jiangbei District, Dryland Village and Yufeng Village in Yufeng Town to form a forest park of at least 50 square kilometers, and learn from the construction mode of "East Overseas Chinese Town" in Shenzhen, and strive to make it a well-known forest leisure tourism center in southwest China and even the whole country. Second, we should actively strive for the support of the city, and transfer Tieshanping near 10 square kilometers in Jiangbei District to Yubei. At the same time, we will strive to be included in the key projects of forestry projects in the city and tilt the funds. Third, it is necessary to introduce a group of powerful investors and quickly build leisure tourism projects planned by the park. On the other hand, it is necessary to add a development subject in the region, so as to form a situation driven by the troika together with Taiwan Province Industrial Park and Forest Park. Two schemes can be considered. First of all, the Airport International Hub Logistics Park will be independent. Taiwan Province Industrial Park and Airport International Hub Logistics Park are now two brands and a team, so it is not convenient to give full play to their functions. It is best to separate them and expand them in a certain area, which will increase the engine of development in this area. Secondly, we can consider handing over the area north of the planned airport southern line to the airport new town for development. Because the available land is only a few square kilometers at present, Airport New Town urgently needs to expand its space and become the second center of Chongqing metropolitan area. At the same time, after the completion of the fourth runway of the airport, 5-6 square kilometers are part of the airport itself, so it is reasonable to expand the new airport city.
3. The main road is fast. Rapid traffic is a powerful wing for a region to take off. At present, the biggest traffic problem in Yufeng Mountain area is that there is no expressway connecting with the surrounding urban areas. Therefore, it is imperative to open the expressways in the direction of Shipingchang-Lianglu Urban Area and Shipingchang-Gangcheng Industrial Park as soon as possible, so as to form a meeting point in these two directions, and make the whole Yufeng Mountain area become a part of Lianglu Urban Area and Jiangbei Tangjiatuo Urban Agglomeration. To form this situation, we should focus on promoting three roads. One is Shigang Avenue (Shipingchang-Gangcheng Industrial Park). It is about 2 kilometers long. The Report on the Work of the District Government is planned to be implemented this year. Land is the key. It is suggested to do everything possible to ensure that it will be completed and opened to traffic this year. The second is the domestic section of Yufeng Mountain, Zhonghuan Road. As it is implemented in the city, it is suggested to do everything possible to include the expansion of domestic demand, strive to start the domestic section of Yufeng Mountain this year, and connect Shipingchang next year to form an intersection with Shigang Avenue. The third is the airport south connecting line (Lumeng Square-Chongqing Expressway). If it extends from Yulin Expressway to Shipingchang, it will also become an important trunk line connecting the two urban areas to Shipingchang. It is reported that this road will start this year. Since it is also implemented in the city, it is also recommended to do everything possible to extend it to Shipingchang Town for about 3 kilometers. If the city does not support it, it is recommended to build it yourself. Do preliminary work this year, strive for funds and land, and strive to start construction and opening to traffic next year, so that it can also form an intersection with Shigang Avenue. As long as one section of the extension between Zhongxin Road and the south connecting line of the airport intersects with Shigang Avenue, the rapid transportation network in Yufeng Mountain area will be truly formed, and the construction of "three bases" will be rapidly promoted, and the resource advantages in this area will be quickly transformed into economic advantages, providing strong economic aggregate support for building the first portal!
(3) Evaluation plus code
Rigid assessment is an important measure to ensure sound and rapid development. At present, there are three department-level units in Yufengshan area, namely Yufengshan Town, Yufengshan Forest Park and Taiwan Province Industrial Park (Airport International Hub Logistics Park). In terms of development, the park expansion mode is implemented, with chaoyang river as the boundary, Taiwan Province Industrial Park (Airport International Hub Logistics Park) as the expansion area in the west and Yufeng Mountain Forest Park as the planning area in the east. At present, there are two ways to promote the economic development of Yufeng Mountain Town. One is to do mass work for land acquisition in the park by all means, and the other is to engage in some projects on undeveloped land that will not bring legacy problems to land acquisition in the future. Based on this division of responsibilities, the important task of bridgehead in Yufeng Mountain area should be undertaken by three units. It is suggested that the objectives and tasks of the development of the region in the next three years should be rigidly stipulated, the annual assessment indicators should be refined, strict assessment rewards and punishments should be implemented, and the accountability system should be started if the tasks are not completed. Otherwise, it is very likely to delay the development of good fighters in the region, which will inevitably affect the role of the bridgehead in the region and the comprehensive competitiveness of the first portal.
