Three-wheeled vehicles refer to the original three-wheeled agricultural vehicles; Low-speed trucks refer to the original four-wheeled agricultural vehicles; The light truck mentioned in this scheme refers to a motor vehicle with a total mass exceeding 1.8 tons but not exceeding 6 tons and at least four wheels, which is used for carrying goods; The minibus mentioned in this scheme refers to a motor vehicle (excluding a car) with an engine displacement of 1.3 liter or less and at least four wheels.
(two) the proportion and amount of subsidies
1. If three-wheeled vehicles or low-speed trucks are scrapped and merged with light trucks, subsidies will be given according to 10% of the sales price of light trucks. If the unit price of light trucks is more than 50,000 yuan, a fixed subsidy will be implemented, with a subsidy of 5,000 yuan per vehicle. At the same time, a fixed subsidy will be given to scrapped three-wheeled vehicles or low-speed trucks. Scrap three-wheeled vehicles each subsidy of 2000 yuan, scrap low-speed truck each subsidy of 3000 yuan.
2. For the purchase of minibuses, subsidies shall be given according to 10% of the sales price. If the unit price of small passenger cars is more than 50,000 yuan, a fixed subsidy will be implemented, with a subsidy of 5,000 yuan per car.
3. The purchase of motorcycles shall be subsidized by 13% of the sales price. If the unit price of motorcycles is more than 5,000 yuan, a fixed subsidy will be implemented, and each motorcycle will be subsidized to 650 yuan.
(3) Declaration of subsidy funds
Farmers who scrap three-wheeled vehicles or low-speed trucks and buy light trucks shall declare subsidy funds to the township finance department where their household registration is located, and the following materials shall be provided at the time of declaration: scrap car recycling certificate, motor vehicle cancellation certificate, motor vehicle sales invoice for newly purchased vehicles, motor vehicle driving license or motor vehicle registration certificate issued by the public security traffic management department, purchaser's own resident identity card, household registration certificate issued by the public security department, and purchaser's savings passbook (special passbook for direct grain subsidy can be used).
Farmers who buy minibuses and motorcycles declare subsidy funds to the township finance department where their household registration is located, and provide the following materials when declaring: motor vehicle driving license or motor vehicle registration certificate issued by the public security traffic management department, motor vehicle sales invoice, buyer's own resident ID card, household registration book or household registration certificate issued by the public security department, and buyer's savings passbook (special passbook for direct grain subsidy can be used).
When examining the subsidy, the township finance department shall, in addition to the above certification materials, also check the People's Republic of China (PRC) Vehicle Factory Certificate attached to the vehicle: the first digit of the vehicle model is "1" or "3" or "5" and the total mass (kg) is more than 1800kg but not more than 65438 kg. If the first digit in the item "Vehicle Model" is "6" and the displacement in the item "Displacement and Power (ml/kw)" does not exceed 1300ml, it is confirmed as a minibus.
(four) the audit and disbursement of subsidy funds
The subsidy funds are subject to "township audit and township payment" or "township audit and county payment". In the case of ensuring the safety of financial funds, we should try our best to adopt the method of "township audit and township payment". If the township finance department meets the subsidy conditions after reviewing the application materials of farmers, the subsidy funds will be directly allocated to the buyer's savings passbook account within 15 working days after the buyer applies; If it does not meet the subsidy requirements, it shall immediately inform the parties when the buyer declares. Take the way of "township audit and county payment", and the township finance department shall audit the application materials of farmers, and report them to the county finance department if they meet the subsidy conditions; If it does not meet the subsidy requirements, it shall immediately inform the parties when the buyer declares; The financial department at the county level will directly transfer the subsidy funds to the buyer's savings passbook account within 15 working days after the buyer applies.
Subsidy funds that should be borne by the central government should be allocated in advance and liquidated afterwards. According to the estimated scale of subsidy funds in each province, the Ministry of Finance will allocate 80% of the subsidy funds that should be borne by the central government to the provincial financial departments. Provincial financial departments receive subsidies from the central government.
After funding, local subsidy funds should be implemented and the budget of subsidy funds should be issued within 15 working days. Timely allocate not less than 50% of the subsidy funds according to the budget, and allocate the rest according to the needs. The subsidy funds are audited by the subsidy information system for automobiles and motorcycles going to the countryside, and the funds are allocated in accordance with the relevant provisions of centralized payment by the state treasury.
