First of all, the stadium
(A) the size of the stadium
The playing field must be rectangular, and the sideline length must be longer than the goal line.
Length: the longest is 42m and the shortest is 25m.
Width: the longest is 25m, and the shortest is 15m.
Under the principle of the above provisions, the size of the site can be adapted to local conditions, such as 30 meters long, 23 meters wide, 35 meters long and 25 meters wide.
(2) Site
The ground of the stadium must be flat and soft, with the principle of not hurting the players and not affecting the normal elasticity of the ball and the players. Generally, the ground is leveled with sand-mud mixed soil, and the surface is covered with fine sand with a thickness of cm. Sprinkle water on the ground before the game to keep the ground wet.
(3) Boundary line
A boundary line should be drawn on the playing field, and the width of the line should be 8 cm. The boundary is divided into sideline, goal line, middle line, middle circle line, penalty area line and substitution area line. The two short lines connecting the goal are called goal lines, the two longer lines connecting the goal lines are called sideline lines, and the line passing through the middle of the court connecting the two sideline lines is called midline. Dot a clear mark on the center line and draw a circle with 3 meters as the center.
(4) Forbidden area
Take a midpoint of the goal line between the two goalposts, draw an arc with a radius of 6 meters and enter the stadium, which is connected with the goal lines of the goalposts on both sides. The area formed by this arc and the six lines of the ball is called the penalty area (if the width of the court is more than 25m, the radius can be 7m and the width15-20m).
(5) Penalty spot
Take the midpoint of the goal line between two goalposts and draw the point where a vertical line intersects the arc to the penalty area as a mark, which is called the penalty point.
(6) replacement area
Draw an 80cm long line on the sideline of the field where players are changed to 3m perpendicular to the sideline on both sides. Draw 40cm on the field and 40cm off the field, which is the area where players are required to change the field.
(7) objectives
The goal is set in the middle of two goal lines. It consists of two upright doorposts with an inner distance of 3 meters and a horizontal beam with a lower edge 2 meters from the ground. The width of the doorpost and beam is 8 cm. There is a net hanging behind the goal, and a certain space should be left between the net, the goal post and the cross beam, so as not to affect the goalkeeper's activities and facilitate the observation of the goal. The target can be fixed or mobile.
(8) Lighting
At night, 3-4 light poles will be set outside the1.5m boundary line, each with a height of more than 6m and a light brightness of more than 500W (including 500W).
(9) Blocking the network
Around the stadium, a bar is set up along the six lines of the ball and the sideline 1.5 meters, with a height of more than 6 meters.
(10) seat
If there are seats (or fixed seats) on the sideline of the stadium, it must be 1.5 meters away from the sideline.
Second, the ball
The ball used for the competition in the whole region is the No.4 ball (used for grassroots competitions according to the regulations of the organizer). Once the match ball is determined, it shall not be changed without the consent of the organizer. During the game, the ball shall not be changed without the permission of the referee.
The referee has the right to check and decide the ball for the game. If the ball is broken or damaged during the game, the referee will change the ball according to the rules and start the game again. There must be 1-2 spare balls in the qualifying match.
Third, the number of players.
(1) A game should be played by two teams, and each team should not play more than five people, of which 1 must be the goalkeeper. If there are less than 5 players in any team before the game or players are sent off during the game, the team with fewer players will abstain and the other team will win 3-0. If the number of goals scored by the opposing team exceeds, it will be counted as the actual number of goals scored. )
(2) The number of substitute players shall not exceed 5.
(3) There is no limit to the number of times a player can change, and it can be changed repeatedly.
(4) Substitute players can be replaced during the game (except goalkeepers). When changing players, players who come out must go to the substitution area and enter the field first.
(5) The goalkeeper can exchange positions with any player, but he must report to the referee and exchange positions when the ball dies.
(6) If the substitute player does not leave the field completely, it means that he has entered the field. The referee should stop the game, let the substitute player who entered the field in advance enter the field and give him a yellow card warning. When the game was suspended, the opposing team awarded an indirect free kick. If the ball was in the penalty area at that time, the indirect free kick should be executed on the line of the penalty area closest to the ball when the game is suspended. If the substitute player is not replaced in the substitution area, the referee can give a yellow card warning to the players on and off the court when the ball dies.
When the referee carries out the penalty of illegal substitution, he should consider making the penalty for the offending party.
Fourth, team equipment.
(1) Players are not allowed to use or wear equipment or anything (including all kinds of jewelry) that may endanger themselves and other players.
(2) Sports tops (the same color as the numbers) and shorts (the same color). The goalkeeper's coat color is different from that of the player, so he can wear long sweatpants.
(3) canvas rubber spikes and canvas rubber flats.
(4) Those who violate the above provisions may be ordered by the referee to be replaced, and they are not allowed to play without substitution.

(4) The equipment that the referee should have when enforcing the law is whistle, watch, yellow and red card, ballpoint pen and record card.
(5) The judges' clothes should be different from the players' clothes.
Deputy referee of intransitive verbs
(1) An assistant referee shall be appointed for each competition. He and the referee should cross the boundary line opposite the venue to perform their tasks, and if necessary, they can also enter the venue to enforce the law. His duties (as decided by the referee) are:
1, indicating which team kicked the corner kick, goal or foul ball.
2. Master whether the process of changing players meets the requirements.
3, master the red card sent in 2 minutes to add players to play.
4. Use the whistle to assist the referee to punish the players for fouls according to the rules and control the game.
5. Do not interfere with the referee's penalty, and obey the referee's penalty when the penalty is inconsistent.
(two) the referee has the right to replace the incompetent assistant referee, appoint someone else to replace him and report to the organizer.
(3) If the organizer thinks it is necessary, a recorder can be set up to assist external management and master the penalty time of 2 minutes after the player is sent off.
Seven, the rules of the game:
The competition was held in a venue about 45 meters long and 28 meters wide (namely Zhongping New Basketball Court). The length of the defense zones at both ends is 1 1m, the length of the midfield zone is 23m, the kick-off point is set in the center of the field, the goal is 3m wide and 2m high, and the No.4 ball is used in the game. There are five people on each side of the game, and there is no goalkeeper. The number of substitutes for each team is not limited, and you can take turns to rest; The whole game is 50 minutes, the first half is 25 minutes, the second half is 25 minutes, and the intermission 10 minutes; There is no offside limit in the game. Corners and free kicks can be scored directly. The player was sent off with a red card and can continue to participate in the game after 5 minutes. Other rules are the same as football.
Eight. Game time
The game time is divided into two halves of 20 minutes. Time lost for various reasons in each half will be deducted. At the end of each half, if a penalty is taken, it should be allowed to extend the time until the penalty is over.
(a) The rest time between the first half and the second half shall not exceed 10 minutes.
(2) The time and rest time of each competition can be determined according to the regulations of the organizer.
(3) Deducting the lost time to make up the match time is decided by the referee according to the situation on the field.
Nine, the game begins
(1) Choose a coin toss venue and guess the selected venue and the opponent's tee-off. Kick-off and venue exchange in the second half.
(2) At the kick-off, the double players stand in the semi-square, and the opposing team stands in the middle.
(3) The kick-off in the middle circle can be scored directly.
(4) The penalty for violating the relevant regulations on the start of the competition is the same as 1 1.

(2) Any player commits a foul, but the referee fails to blow the whistle, or the ball is bounced by the referee or assistant referee on the post and beam, which shall be regarded as a game.
(3) After the dead ball, the foul on the field will be punished according to the rules, and the game will be resumed according to the original situation when the dead ball was played. The foul in the course of the game is executed according to the rules, and the game starts again.
XI. Winning Method
(1) According to the rules of the game, a goal is scored when the whole ball enters the goal line between the lower two goalposts of the opponent's crossbar.
(2) In the game between two teams, whoever scores more goals wins, and neither side scores goals, which is a "draw".
XII. Fouls and Misconduct
(1) The referee thinks that if a player tackles the ball hastily, recklessly or with excessive force during the match between two teams or the possession of the ball by the opposing team, it will be regarded as a serious foul, and the opposing team will be sentenced to a direct foul, and a yellow card warning or penalty may be given according to the severity of the foul. This rule is the biggest difference from the 1 1 rule, which shows that futsal will punish tackles from all directions as long as the action is too big and the strength is too strong. In principle, shoveling is not allowed.
(2) In addition to the above (1), what is a foul, what is misconduct, how to get a direct free kick, how to get an indirect free kick, how to get a red card and how to get a yellow card are all the same as the rules of 1 1 football. Players can play according to the rules of 1 1, and the referee will make a decision according to these rules.
(3) Offside foul will not be punished.
(4) If two yellow cards are shown to the same player in the same game, he should also show a red card to punish the player. Players sent off by a red card can't sit on the bench. At the same time, it is not allowed to re-enter the game and stop the next game. The team to which he belongs will re-enter the stadium two minutes after the player is sent off (players who play can only enter the stadium if they stand on the bench and get the assistant referee's sign or the recorder's permission).
Thirteen, free kick, penalty, corner kick, goal kick, foul ball.
(1) free kick
There are two kinds of free kicks: direct free kicks and indirect free kicks. Direct free kicks are scored directly, and indirect free kicks are not scored directly unless the ball touches the opponent or the player enters the door.
Free throw procedure:
1, put the ball in the foul place.
2. The opposing team is at least 5 meters away from the ball.
3. Kick the ball out within 4 seconds after the referee whistles or signals.
4. When kicking the ball, the penalty taker stands on one foot and kicks the ball with the other foot (that is, no run-up and no step kick).
When the ball is touched, the game begins.
Fines:
1. Before the ball is kicked out, the opponent enters within 5 meters of the ball. The referee should postpone the penalty until the rules are met and give a warning to the opposing player who enters within 5 meters.
2. After kicking the ball, the player who kicked the free kick touches the ball again without touching the player of his own team or the other team, which is regarded as a heavy kick, and the other team is awarded an indirect free kick.
It took more than 4 seconds to kick the ball, and the opponent was awarded an indirect free kick.
Kick a free kick in your own restricted area, and the game will start when the ball goes out of the restricted area. Kick a free kick in the opponent's penalty area, and the ball should be placed on the line of the penalty area closest to the foul place.
The referee thinks that the ball is kicked with run-up or stride, and awards the opponent an indirect free kick in situ.
(2) Penalty kick
Free throw procedure:
1, the ball is at the penalty spot.
2. Except for the penalty shooters, players from both sides leave the penalty area and keep at least 5 meters away from the penalty spot.
Before the opponent kicks off, the goalkeeper must stand on the goal line between the two goalposts.
4. The punished player raised his hand to the referee in the penalty area. After the referee blows the whistle, the fined player stands on one foot and kicks the ball forward with the other foot (that is, no run-up or step).
5, the ball penalty directly into the score.
6. As long as there are no other fouls, it is effective to extend the time to complete the penalty kick (including the ball hitting the post, the crossbar, the goalkeeper's body or the three before entering the door).
Fines:
1, the defender fouls, and the ball will be severely punished if it is not punished.
2. The offensive player who took the penalty fouls, and the penalty is invalid and should be severely punished.
3. After kicking, if the ball doesn't touch the team or the opponent touches the ball again, it will be regarded as continuous kicking and an indirect free kick will be awarded to the opponent.
(3) foul ball
When the whole ball crosses the sideline from the ground or air, the opponent who touches the ball last before the ball goes out of bounds should kick the ball out of bounds and start the game again.
Kicking plan:
1, put the ball on the sideline where the ball is out of bounds.
The opposing team must be 5 meters away from the ball.
The kicker stands on the sideline with one foot and kicks the ball into the court with the other foot (no run-up or step kick).
The ball must be kicked in within 4 seconds. Kicking a foul ball directly into the door is not a score.
Fines:
1. If the kicker violates the above regulations, the opponent will kick the foul ball in the same position.
2. The opponent of the kicker should kick again in violation of the above regulations.
3. If the ball kicked by the kicker doesn't touch the ball of the opposing team, it will be regarded as a heavy kick, and the opposing team will be awarded an indirect free kick in the position where it happened, and a penalty will be awarded in the penalty area.
4. Kick a free kick in the penalty area. The ball can be executed at any point in the penalty area.
(4) shoot
The whole ball crosses the goal line outside the goalpost from the ground or in the air. The attacker kicks or touches the ball last, and the defending goalkeeper decides to throw goal kick.
Free throw procedure:
1, the defending goalkeeper stands in his own restricted area and throws the ball out of his own restricted area by hand, but it is not allowed to throw the ball out of the center line. It is legal and the game begins. If the ball is kicked or touched by the throwing player's half-court outside the penalty area (no matter which side), it is legal for the ball to land in any half-court.
2. When throwing goal kick, before the ball is thrown out of the penalty area, the opposing team members should stand outside the penalty area.
Fines:
1. If the ball doesn't go out of the restricted area, it is invalid for any player to kick or touch it. Throw the goal again.
2. The ball went out of the restricted area, but crossed the center line and was not kicked or touched by the team's half-court players. This is illegal. The opponent kicked an indirect free kick and the ball crossed the center line.
3. After the ball is thrown out of the penalty area by the goalkeeper, it is not kicked or touched by other players. When the goalkeeper touches the ball again, an indirect free kick is awarded to the opponent at the place where the goalkeeper touches the ball (if the ball is touched by hand or arm, a direct free kick is awarded to the opponent).
In the restricted area, the goalkeeper can catch the ball from the opponent's hand and return it from his own head. But you can't catch the ball that your team deliberately returns with your feet. The fouler will get an indirect free kick closest to the ball from the free throw line.
(5) Corner kick
After the whole ball crosses the goal line outside the goal post from the ground or in the air, the defender kicks or touches the ball last, and it is judged that the attacker kicks the corner kick.

The opposing team should be 5 meters away from the ball.
5. Corner kicks can be scored directly.
Fines:
1. After the corner kick, the kicker touches the ball again without being kicked or touched by other players, and the opponent is awarded an indirect free kick. If you touch it with your hand or arm, award the opponent a direct free kick.
2. If the corner kick has been legally put in place, but the kicker fails to kick the ball within 4 seconds, the opponent will be awarded an indirect free kick.
Fourteen, the provisions of the penalty kick (penalty elimination method)
Kick the opponent's penalty program:
1, a goal was selected by the referee.
The referee asked the captains of both sides to vote to decide to kick off, and guess which one will kick off first.
At the end of the game, the five players on the field will take turns to play football. If there are less than five people, the substitute can make up and kick. When one side has obviously surpassed the other before playing five times, the game is over and the side with more goals wins.
4. If the winner has not been decided after the first round, continue, and the players on the field will take turns to play. In the case of the same number of kicks, whoever scores more goals wins (no need to kick five times).
All players on the field have the right to exchange places with the goalkeeper.
6. Except the player who took the penalty, all the other players stood in the middle circle.
7. The referee determines the goalkeeper, which can be supplemented by off-court substitutes.
8. If the referee finds that a player is injured, he can make up for it with an off-court substitute.
