In the thirty-second year of Guangxu (A.D. 1906), led by Yu Fengyuan of Beijing and Geng, general manager of Qianherui Furnace House, 26 furnace houses licensed by the Ministry of Housing and Urban-Rural Development jointly applied for organizing a public discussion bureau to unify the transformation of qualified silver ingots for the Ministry of Housing and Urban-Rural Development. After this plan was approved, the original 26 furnaces in the jewelry market were gradually named as official furnaces to show that they were different from private furnaces set up in other places. The silver coins from other provinces that flowed into and out of the department were all handed over to the furnace room of the jewelry market and poured into a city scale of twelve ingots. After passing the color inspection by the Council, it shall be stamped with "Full Color" and the store number for credit purposes.

In short, it is the government-approved pure silver, known as "pure silver", with an actual purity of about 98.4%.
