Under the following circumstances, the consumer has the right to ask the dealer to bear the responsibility of three guarantees.
1. The product has no proper performance, without prior explanation.
2. Does not meet the requirements of clearly adopted product standards.
3. It is not in conformity with the product description, physical samples, etc.
4. The product failed to pass the inspection by the administrative department of technical supervision and other statutory departments.
5. The product can't be used normally after being repaired twice.
Three packs of time
1. "Day 7" stipulates that consumers can choose to return, exchange or repair the product if it has performance failure within 7 days from the date of sale.
2. "15 days" stipulates that if the product performance is unqualified within15 days from the date of sale, consumers can choose to exchange or repair it.
3. "Three Guarantees Validity Period" stipulates that the validity period of "Three Guarantees" shall be calculated from the date of invoice issuance. Among the first batch of color TV, plasma TV, LCD TV and other 18 products released by the state, the validity period of the whole machine is one year, and the main components (motherboard, LCD screen and backlight module) are three years.
During the period of validity of the "Three Guarantees", consumers can replace products of the same model and specifications or return them according to relevant regulations with repair records and vouchers. The validity period of the "Three Guarantees" shall be deducted from the time taken for repair and the time when there are no accessories to repair. The validity period of the replaced "Three Guarantees" shall be recalculated from the date of replacement.
4. Provisions of "90 days" and "30 days": Within the validity period of "Three Guarantees", if the manufacturer fails to repair for more than 90 days from the date of sending for repair, the repairer shall indicate in the repair status, and the seller shall replace the products of the same model and specification for consumers free on this basis. If the repair time exceeds 30 days due to the repairer's own reasons, the repairer will replace the products of the same model and specification for consumers free of charge, and the expenses will be borne by the repairer.
5. Provisions of "30 days" and "5 years": The repairer shall ensure that the repaired products can be used normally for more than 30 days, and the manufacturer shall ensure that spare parts meeting technical requirements will continue to be supplied within 5 years after the products stop using.
6. The new "Three Guarantees" regulation will be implemented on August 25th. 1995. Where products listed in the "Three Guarantees" catalogue are purchased after this date, consumers have the right to ask sellers, repairers and producers to bear the responsibility of three guarantees. Products purchased before August 25th, 1995, can only be implemented in accordance with the Three Guarantees Regulations for Some Household Appliances issued by 1986.
