The term "security technology prevention facilities" as mentioned in these Provisions refers to security prevention facilities such as wired and wireless alarm and television monitoring used for robbery prevention, theft prevention, damage prevention and accident reduction. Article 3 Any unit that engages in public safety technical prevention facilities, buildings and other businesses within the administrative region of this province and should take safety technical prevention measures shall abide by these provisions. Article 4 The public security organ is the competent authority for technical prevention of public safety. The administrative departments of industry and commerce, technical supervision and construction shall, within the scope of their respective duties, assist the public security organs to do a good job in technical prevention of public safety. Article 5 Technical prevention of public safety shall be organically combined with manual prevention and other preventive measures to form an all-round public safety prevention network. Sixth the following places and parts must be installed with public safety technical prevention facilities.
(1) Places for storing state secret documents and materials;
(2) Where weapons and ammunition are stored;
(3) Places where inflammable, explosive, highly toxic, pathogenic bacteria, drugs under state control, radioactive substances and other dangerous goods are stored;
(4) The vaults, business premises, cash trucks and places where securities are printed and stored of financial institutions;
(5) Museums, cultural relics shops and places for displaying and collecting important cultural relics and treasures;
(6) The place where gold and silver jewelry is produced, processed and sold;
(seven) other key parts or places identified by the public security organs at or above the provincial level that should take safety technical precautions. Article 7 Airports, railway stations, docks, ports, large shopping malls, high-end hotels, important warehouses in industries such as industry, finance and trade, places for storing materials, high-grade commodities and important means of production, and places where units store valuable bills, cash and securities shall be equipped with public security technical prevention facilities according to actual needs under the guidance of public security organs. Article 8 Where the place or place where technical prevention facilities are installed has provisions on the safety prevention risk level, the safety technical prevention measures must meet the protection requirements of the corresponding risk level.
The installation and use of safety technical prevention facilities shall conform to the standards prescribed by the state, and adopt advanced technology as far as possible, strengthen maintenance and management, and ensure safety, applicability and effectiveness. Ninth urban planning and architectural design departments should incorporate public safety technology into the planning and design norms. The design of new construction, renovation and expansion projects within the prescribed scope shall include the contents of public safety technical prevention and be included in the project budget. Article 10 Units applying for designing, constructing and maintaining public safety technical prevention facilities shall obtain relevant licenses in accordance with relevant regulations, and may engage in designing, constructing and maintaining public safety technical prevention only after being approved by provincial public security organs in accordance with national public safety industry standards.
Overseas institutions and individuals applying for the design, construction and maintenance of public security technical prevention facilities shall apply to the provincial public security organs and report to the Ministry of Public Security for approval. Article 11 Units that are approved to engage in the design, construction and maintenance of public safety technical prevention facilities shall undertake the design, construction and maintenance of public safety technical prevention projects only after being audited by the public security organs at or above the county level (including county-level cities and municipal districts, the same below) where the public safety technical prevention projects are located. Twelfth units outside the province to engage in the design, construction and maintenance of public safety technical prevention projects in our province, shall be approved by the provincial public security organs in accordance with the relevant provisions. Thirteenth key parts, important safety units of public safety technical prevention facilities, designed, built and maintained by domestic units. Fourteenth in accordance with the provisions of the need for public safety technical prevention design of construction projects, design units should be designed in accordance with the standards, the construction unit should send public safety technical prevention design drawings and related materials to the public security organs for review; Unaudited or unqualified, the construction administrative department shall not issue a construction permit, and the construction unit shall not carry out construction. Article 15 Public safety technical prevention facilities shall not use products explicitly eliminated by the state, unqualified products, unlicensed products that have not obtained production licenses and have been included in the management scope of national and provincial production licenses, and products that do not meet mandatory standards. Sixteenth public safety facilities, when completed, must be approved by the public security organs at or above the county level. Public safety technical prevention facilities without acceptance or unqualified acceptance shall not be put into use. Seventeenth safety technical prevention facilities plan review, completion and acceptance according to the investment management. If the investment is less than 654.38 million yuan, the public security organ at the county level shall be responsible for it; The public security organs of provinces (including autonomous prefectures and municipalities directly under the Central Government) are responsible for investing 654.38 million yuan and 200,000 yuan; The provincial public security organ shall be responsible for the investment of more than 200,000 yuan and less than 6,543,800 yuan; If the investment is more than 6,543,800 yuan, it shall be reported to the Ministry of Public Security for approval. Wuhan public security organs can be responsible for the audit and completion acceptance of safety technical prevention facilities with an investment of less than 500,000 yuan within their respective jurisdictions.
The daily management of public security technical prevention is the responsibility of the local public security organs.
