The term "Ji Fang" as mentioned in these Measures refers to the activities of using Ji Fang products and Ji Fang system and other technical means to prevent, detect and stop illegal crimes and maintain social order and public safety.
The construction and management of technical defense systems involving national security or state secrets shall be implemented in accordance with the provisions of relevant laws, regulations and rules. Article 3 Public key areas and key technical defense units shall install technical defense systems and ensure the normal operation of the systems. Article 4 The people's governments at or above the county level shall incorporate the construction of technical defense system into the national economic and social development plan, and organize, coordinate and urge the relevant departments to do a good job in technical defense. The funds for infrastructure construction and operation and maintenance of the technical defense system shall be guaranteed by the finance at the same level. Article 5 The public security organ is the competent department of technical defense work, responsible for the planning, management, guidance, supervision and inspection of technical defense work within its jurisdiction.
Development and reform, education, finance, housing and urban construction, transportation, market supervision and management and other relevant departments shall do a good job in technical defense work in accordance with the division of responsibilities.
Enterprises, institutions and social organizations with public service management functions shall, under the guidance and supervision of public security organs, do a good job in technical defense within the scope of their respective duties. Sixth technical protection industry organizations should promote industry self-discipline, guide the standardized operation of technical protection industry, promote the healthy development of the industry, cooperate with public security organs and other relevant departments to publicize technical protection laws, regulations and standards, and train technical protection practitioners. Chapter II Construction Specifications Article 7 Key public areas such as major entrances and exits, major roads, complicated public security sections and intersections of cities, towns and villages shall be equipped with technical defense systems that meet technical defense standards.
The people's governments at or above the county level shall be responsible for the planning, construction, maintenance and funding guarantee of the regional technical defense system, and promote networking and information resource sharing. Information resources are uniformly managed and comprehensively applied by public security organs.
When installing a security system with video capture function in public areas, obvious signs that meet relevant standards should be set.
The technical defense system built by the government in public areas belongs to public facilities. Public security organs, finance, housing and urban construction, transportation, municipal management and other relevant departments, as well as electric power, networks, pipe corridors, pipelines and other operating units should cooperate with each other to ensure the implementation, operation, maintenance and management of the project. Article 8 No unit or individual may install or use anti-technology products or anti-technology systems in public areas without authorization, and may not interfere with the normal operation of anti-technology systems in public areas. Article 9 The following units, places and parts shall install anti-technology products or anti-technology systems that meet the anti-technology standards:
(1) Places where weapons, ammunition, explosives for civilian use, inflammable, explosive, highly toxic and radioactive substances, precursor chemicals and chemicals that can be used as chemical weapons, their precursors and main raw materials are produced, stored or handled, and places where infectious strains and viruses are inspected and preserved;
(two) party and government organs, key scientific research institutions, cultural relics protection units, museums, memorial halls, archives, exhibition halls and other places for centralized display and storage of important cultural relics, archives and valuables;
(three) the printing and storage places of documents, papers, materials and other materials belonging to state secrets;
(4) vaults, places for manufacturing or centrally storing money, securities and bills, vehicles for escorting bills and money, places for operating and storing financial information of financial institutions, pawn shops, auction houses, gold, silver, jewels and jade, and other business places;
(five) radio and television, newspapers, telecommunications, postal services and water supply, gas supply, power supply, oil depots, gas stations, gas stations and other service providers, as well as large-scale energy and power facilities;
(6) airports, ports, docks, stations, ferries, docks, parking lots and other places, public transport vehicles such as passenger vehicles and passenger ships, public transport facilities such as expressways, urban expressways, urban roads, rail transit, bridges, tunnels, crosswalks and other water conservancy facilities such as river dikes, reservoirs, artificial lakes and flood control and drainage areas;
(7) Educational and medical institutions, public entertainment and leisure service places such as song and dance, entertainment, performing arts, theaters, Internet services, chess and cards, and public activities and gathering places such as commercial centers, commercial streets, large-scale farmers' markets, squares, libraries, cultural centers, stadiums, parks, tourist attractions and convention centers;
(eight) important materials warehouse, motor vehicle maintenance, waste goods acquisition sites, second-hand goods trading market, logistics distribution and warehousing business premises;
(nine) public service places, judicial and public security supervision places, social welfare institutions, hotels, rental houses and residential areas;
(ten) other units, places and parts that should be built according to laws, regulations and rules.
The business or management units of the units, places and parts listed in the preceding paragraph shall be included in the management of key technical defense units. The adjustment of the scope of key technical units shall be announced to the public by the public security organ of the provincial people's government according to the provisions of laws and regulations and the actual management needs.
The planning, construction, maintenance, management and use of the technical protection system of key technical protection units shall be subject to the consent of the owner, user and operator. If there is no agreement, the owner shall be responsible; If the ownership belongs to the state, the user or manager who has obtained the right to use or operate according to law shall be responsible. The relevant departments or supervision units shall perform the functions of supervision and guidance.
