In order to strengthen the construction of rural grass-roots organizations, cultivate knowledgeable and literate leaders in new rural construction, cultivate reserve talents of party and government cadres with firm ideals and beliefs, love their jobs and have deep feelings for the people, and provide talent support and organizational guarantee for building a new socialist countryside and realizing the grand goal of building a well-off society in an all-round way, the central government has decided to carry out the work of hiring college graduates to serve in villages nationwide. According to the spirit of the document notice issued by the Central Organization Department, the Ministry of Education, the Ministry of Finance and Ministry of Human Resources and Social Security on the issue of "Opinions on Selecting College Graduates to Work in Villages (Trial)" (ZZ [2008]18), combined with the actual situation in our province, we now put forward the following implementation plan for doing a good job in selecting college graduates to work in villages.
I. Selection and Appointment Plan
The selection of college graduates to work in the village began in 2008 and lasted for five years. The annual employment plan shall be summarized by the Organization Department of the Provincial Party Committee according to the preliminary demand plan of each city (state, prefecture), and reported to the Central Organization Department for determination, and then the number of employment plans shall be decomposed and implemented in each city (state, prefecture), and decomposed step by step by each city (state, prefecture).
Second, the selection object, conditions and positions
(1) Select the object. The selection targets are ordinary colleges and universities under the age of 30 (including master's and doctoral degree training units, the same below), and full-time graduates with college education or above are recruited, with emphasis on undergraduates and postgraduates who graduated this year and within two years. In principle, he is party member (including preparing for party member), who has served as a student cadre at or above the class level or has been commended at or above the school level or at the department level (including the affiliated college of the school).
College graduates from the "One Village, One College Student Project", "Three Supports and One Support" and "College Students Volunteer Service Plan for the West" organized by the Organization Department of the Provincial Party Committee, the Provincial Personnel Department and the Communist Youth League Committee will be selected separately according to a certain proportion of the selection plan.
(2) Conditions of employment. The basic conditions for recruitment are:
1. Good ideological and political quality, down-to-earth style, hard work and strong organizational discipline.
2. Good academic performance and certain organizational and coordination skills.
3. Volunteer to work at the grassroots level in rural areas.
4. Good health.
One of the following circumstances shall not participate in the selection:
1. Those who have been given the above demerit during school or service;
2. Having received criminal punishment, reeducation through labor and juvenile discipline;
3. There are suspects of illegal crimes that have not yet been ascertained.
(3) selecting and appointing posts. Third, the selection process.
The selection and appointment work should adhere to the principles of openness, equality, competition, merit-based and having both ability and political integrity, and be carried out in accordance with the following procedures:
(1) Sign up. Registration is carried out by combining individual voluntary registration and organizational recommendation, and directly to the on-site registration points set up by provinces and cities (prefectures). Each candidate is limited to 1 city (place). Registration fee is free when registering. Registration shall be handled according to the following requirements:
1. Fresh graduates must hold their valid ID cards and employment recommendation letters of college graduates.
2. Previous students must hold their valid ID cards and graduation certificates, and at the same time provide proof of political examination of their current work units or neighborhood offices, village-level organizations or talent intermediary service institutions.
3. College graduates who are organized by the Organization Department of the Provincial Party Committee, the Provincial Personnel Department, the Communist Youth League Committee and other departments to serve rural grass-roots units, such as "One College Student Project in One Village", "Three Supports and One Support" and "Volunteer Service for College Students in the Western Region", must hold valid resident identity cards and graduation certificates, and must also hold written certification materials approved by provincial authorities.
4. (3) written test. The written examination is a closed-book examination, which is organized by the Provincial Organization and Personnel Department. (4) physical examination. (5) Qualification examination and organization inspection. Municipalities (prefectures) organize personnel departments to examine the qualifications of qualified personnel according to the employment conditions, and the determination of the employment conditions is the object of investigation. (6) publicity. Municipalities (prefectures) organization and personnel departments shall determine the candidates to be employed according to the written test results, physical examination, qualification review and inspection, and submit them to the provincial organization and personnel department for approval, and the provincial organization and personnel department shall publicize them uniformly.
(seven) to determine the initial employment candidates. After the publicity, cities (prefectures) will determine the list of candidates for preliminary employment, study the distribution plan, determine the distribution location, and focus on sending economically weak villages and villages after the work.
(8) signing an agreement. Counties (cities, districts, special zones) organize personnel departments to sign employment agreements with employed personnel. If an employee who has just started the trial fails to sign the agreement within the specified time or fails to arrive at his post on time after signing the agreement, it will be regarded as giving up the employment automatically, and the organization and personnel department will cancel his employment qualification in turn according to the written test results, physical examination, qualification review and inspection, and make up for it.
(9) Determine the personnel to be employed. Counties (cities, districts, special zones) shall organize the personnel department to report the signing of the agreement to the municipal (prefectural) organization and personnel department for review, and the municipal (prefectural) organization and personnel department shall uniformly summarize and report to the provincial organization and personnel department for examination and approval, and publicize it.
Fourth, treatment and security policies.
In order to encourage college graduates to serve in grassroots rural areas, college graduates who work in villages enjoy the following treatment and guarantee policies:
(a) according to the local township graduates from colleges and universities after the probation period to determine the wage income level, work and living allowance standards, working in hard and remote areas, in accordance with the provisions of the payment of allowances and subsidies in hard and remote areas, allowances paid monthly; If the annual assessment is qualified, an additional one-month subsidy will be issued; Participate in old-age social insurance. 500 yuan transportation allowance will be given to everyone every year, and a one-time resettlement fee of 2,000 yuan will be given.

(6) After two years in the village, apply for graduate students from universities and research institutes in this province, with a total score of 10, and priority will be given to admission under the same conditions.
(seven) after being officially employed by the organs (including the organs and units managed by the Civil Service Law) or state-owned enterprises and institutions, their working time in the village can be continuously calculated as the length of service and social insurance payment period.
(eight) during his tenure in the village, he made outstanding achievements and outstanding performance, and met the qualifications stipulated in the Measures for the Selection and Appointment of Party and Government Leading Cadres in Villages (towns, streets) of Guizhou Province. After democratic recommendation, organization inspection and other procedures, you can choose to hold township leadership positions.
(9) Those who start their own businesses after the expiration of the work period can enjoy relevant policies such as administrative fee reduction and exemption, small (guaranteed) loan interest discount, etc. Engaged in self-employed, except for industries restricted by the state, within three years from the date of registration by the administrative department for industry and commerce, all kinds of administrative fees such as registration, management and licensing will be exempted. If there is a loan demand, you can enjoy the relevant support policies for small (guaranteed) loans.
(ten) the employment of college graduates to work in the village, the account can stay in the country of origin or according to my wishes to move into the workplace. College graduates employed to work in villages shall be subsidized by the central government according to the standard of 6.5438+0.5 million yuan per capita per year for their work, living allowance and social security benefits, and the insufficient part shall be borne by our province.

(four) conscientiously do a good job in the selection of college graduates to serve in the village. The assessment is divided into daily assessment and regular assessment, and the usual assessment focuses on the completion of daily tasks, stage work objectives and attendance; Regular assessment takes the form of annual assessment, which is conducted at the end of each year or the beginning of the following year on the basis of usual assessment. Give praise to those who are determined to be excellent in the annual assessment of that year; If the annual assessment of the year is determined to be unqualified, it is necessary to urge them to seriously find the deficiencies and improve them; If the annual assessment for two consecutive years is determined to be unqualified, it shall be dismissed.
(5) Township Party committees and governments should arrange the accommodation and life of college graduates who are employed to work in the village. Generally, accommodation should be arranged in the village, and conditions should be created as much as possible to facilitate their work.
(6) College graduates who are employed to work in the village must work in the village during the employment period, and organs and other units at or above the township level may not borrow them.
