3. For projects under construction facing urban streets, construction organization designs (construction plans) should be prepared according to different construction environments and conditions, construction site layout plans should be drawn, and strict safety technical measures should be adopted. Organize construction in strict accordance with prescribed procedures.
4. When excavation of foundation trenches (pits) encounters underground pipes or cables, the construction should be suspended, the site should be protected, and reports should be reported to the relevant departments in a timely manner. Construction can only continue after handling them in accordance with relevant regulations. .
5. The construction of foundation trench (pit) should be based on soil properties, humidity and excavation depth, and safe slopes or wall-fixing brackets should be set up. Protective fences and safety signs should be set up at the edge of the foundation trench (pit), and red lights should be set up to warn at night. When excavating foundation trenches (pits) close to buildings, effective safety measures should be taken according to the excavation depth.
6. The installation location of vertical transportation machinery such as tower cranes and well-frames at the construction site should be as far away from streets and residential areas as possible. The tower crane boom should not extend into the street, and the cable wind rope should not cross sidewalks or roads. The safety devices of the tic-tac-toe frame must be complete and effective. The outside of the frame of the inner basket-type tic-tac-toe frame facing the street should be fully enclosed for protection without affecting the line of sight; the outer hanging basket-type tic-tac-toe frame should be protected Both sides of the basket, the safety door and the unloading platform should be tightly protected, with a protection height of not less than 1 meter to prevent injuries from falling objects.
7. A solid protective shed must be erected above the entrances and exits of construction projects under construction on the street and above the sidewalks. The width of the shed should be larger than the entrance and exit, and the length should be set according to the "Classification of Work at Height" standard. The erection method of the vertical poles and large horizontal poles of the shed should comply with the requirements of the scaffolding erection specifications. The roof of the shed can be paved tightly with scaffolding boards or other solid materials. (The protective roof of high-rise buildings should be provided with two layers, with a spacing of 70 cm).
8. A safe operating distance must be maintained between the outer edge of the project under construction (including scaffolding) and the side lines of overhead transmission lines in accordance with the requirements of the "Technical Specifications for Temporary Electrical Safety at Construction Sites". If the specified requirements are not met, protective measures such as setting up barriers, barriers and hanging eye-catching warning signs must be taken.
9. The setting of wire lines and the installation of electrical equipment at the construction site must comply with the requirements of the "Technical Specifications for Safety of Temporary Electricity at Construction Sites".
10. In the construction of buildings facing the street, the perimeter of each floor or the outside of the scaffolding must be fully enclosed with lightweight protective products that have been identified by the competent department. The protection must be tight and firm to prevent falling objects from injuring people.
11. Garbage and waste soil removed from the building must be unloaded from the garbage or lifted by vertical transportation machinery. It is strictly prohibited to throw it out from the building to avoid polluting the environment and injuring pedestrians.

13. All materials, components, equipment, etc. on the construction site should be stacked according to the requirements of the construction floor plan and should be neat and stable, and should not be super high. Do not pile too much stones, sand and other materials along the inside of the on-site fence to prevent the wall from falling down and injuring people. It is prohibited to pile up miscellaneous materials and equipment that may hinder traffic safety and city appearance on the street frontage.
14. Construction projects shall be organized and carried out in approved construction sites. If it is necessary to temporarily requisition a construction site or temporarily occupy a road, relevant approval procedures must be completed in accordance with regulations, and any occupation shall not be allowed to affect the safety of vehicles and pedestrians passing through the urban area.
15. A strict guard system must be established at the construction site. Idle personnel, residents and children who have nothing to do with the construction are not allowed to enter the construction site.
16. The construction site should be equipped with all kinds of necessary living facilities for workers and comply with safety, sanitation, fire prevention and other requirements. Temporary toilets (movable sanitary appliances should be installed on the floors of high-rise buildings) should be regularly cleaned by dedicated personnel to keep them clean. On-site cleanliness and hygiene.
17. Construction units should abide by national laws and regulations on environmental protection and take measures to control the pollution and harm to the urban environment caused by various dust, exhaust gas, waste water, noise, and vibration at the construction site.
