According to the Administrative Measures of the People's Republic of China on Issuing Ordinary Passports and Entry-Exit Passes:

Article 9 In any of the following circumstances, an ordinary passport holder may apply to the exit-entry administration department of the public security organ of the local people's government at or above the county level where his domicile is located, and submit the ordinary passport and its photocopy, as well as the supporting materials that need to be changed and added:

(1) Having a former name, a traditional Chinese name, a mbth or an irregular Chinese phonetic name;

(two) the appearance has changed greatly, and it is necessary to make a recent photo;

(3) Other circumstances identified by the Exit-Entry Administration of the Ministry of Public Security.
