In the third year of Zhenghe's reign (1113), Emperor Huizong of the Northern Song Dynasty established the Ship Division of Huating City in Xiuzhou (today's Huating, Shanghai). In the 15th year of Shaoxing in the Southern Song Dynasty (1145), Jiangyin Port Shipping Department and Wenzhou Shipping Department were established. After the founding of New China, Shanghai was mainly developed, so the development of northern Jiangsu was delayed to some extent.

Jiangsu Province proposed coastal development in the past two years after proposing the Xuzhou, Nanjing, Suzhou-Wuxi-Changzhou metropolitan area, but it was difficult to implement it. The Jiangsu coastal area is all in northern Jiangsu. In the next 10 years, the economy of northern Jiangsu will reach Sunan’s current level.
