The key to the revitalization of rural talents is to make more talents willing to come, stay, do well and get ahead. The quantity, structure and quality of talents can meet the needs of rural revitalization.
Organizational revitalization is the guarantee condition for rural revitalization, that is, to cultivate a group of strong rural grassroots party organizations and excellent rural grassroots party organization secretaries, and to establish a more effective and dynamic new rural governance mechanism.
People's Republic of China (PRC) Rural Revitalization Promotion Law Article 1 This Law is formulated for the purpose of comprehensively implementing the rural revitalization strategy, promoting the all-round upgrading of agriculture, the all-round progress of rural areas and the all-round development of farmers, accelerating the modernization of agriculture and rural areas, and building a socialist modernized country in an all-round way.
Article 2 This Law is applicable to the overall implementation of the rural revitalization strategy, the promotion of rural industries, talents, culture, ecology and organizations, and the integration of urban and rural development.
The term "village" as mentioned in this Law refers to a regional complex with natural, social and economic characteristics and multiple functions such as production, life, ecology and culture, including towns and villages.
Article 3 To promote rural revitalization, we should make overall plans to promote rural economic construction, political construction, cultural construction, social construction, ecological civilization construction and party building in accordance with the general requirements of industrial prosperity, ecological livability, rural civilization, effective governance and affluent life, and give full play to the unique functions of rural areas in ensuring the supply of agricultural products and food security, protecting the ecological environment and inheriting and developing the excellent traditional culture of the Chinese nation.
