Regulations on the Administration of Yitong Volcano Group National Nature Reserve in Jilin Province (revised in 2005)
Article 1 In order to strengthen the protection and management of Jilin Yitong Volcano Group National Nature Reserve (hereinafter referred to as Nature Reserve), protect natural relics and volcanic landforms, and give full play to its role in scientific research, popular science, teaching and tourism, these Regulations are formulated in accordance with the Environmental Protection Law of People's Republic of China (PRC), the Regulations of People's Republic of China (PRC) Nature Reserve and the actual situation of the reserve. Article 2 The term "protected areas" as mentioned in these Regulations refers to the specific areas designated as sixteen volcanic cone protected areas with the approval of the State Council. Including Xijianshan, Dongjianshan, Tuanshan, Dagushan, Higashioyama, Xiaogushan, Nanjianshan, Shantou Mountain, Senqingshan, Maanshan and Hengshan in the administrative area of Yitong Manchu Autonomous County; Beijianshan at the junction of Yitong Manchu Autonomous County and Gongzhuling City and Hengtou Mountain at the junction of Yitong Manchu Autonomous County and Nanguan District of Changchun City; Wanbaoshan, Nancaishan and Beicaishan of Erlongshan Reservoir in Siping City.

Protected areas are divided into core areas and buffer areas with each volcanic cone as the boundary, and their scope and boundaries are determined in accordance with the provisions of the State Council and provincial people's governments. Article 3 All units and individuals entering protected areas shall abide by these regulations. Fourth provincial environmental protection administrative department is the competent department of protected areas.

Jilin Yitong Volcano Group National Nature Reserve Administration (hereinafter referred to as the Protected Area Administration) is subordinate to the provincial environmental protection administrative department, and is specifically responsible for the unified management of protected areas. Its main responsibilities are:

(a) to publicize and implement the laws, regulations and policies related to nature protection;

(two) to formulate the management system of protected areas;

(three) to formulate the overall construction plan of the protected area, and organize the implementation after approval;

(four) responsible for the preliminary examination of construction projects in the protected areas;

(five) responsible for the management of the stripping, shaping, development and construction of volcanic cones;

(six) organize or cooperate with relevant departments to carry out scientific research and ecological environment monitoring in protected areas, and establish scientific and technological information files;

(seven) the establishment of nature reserve boundary markers;

(eight) to examine and handle the procedures for entering the area, and to be responsible for the management and guidance of the personnel entering the area;

(nine) on the premise of protecting the natural environment and natural resources, organize sightseeing and tourism activities;

(ten) to investigate and deal with violations of these regulations according to law. Article 5 The relevant departments of the people's governments of cities, counties (cities) and townships (towns) where the protected areas are located shall cooperate with the Protected Areas Administration to do a good job in the protection, construction and management of the protected areas. Article 6 All units and individuals have the obligation to protect the natural relics, natural environment and natural resources in the protected areas, and have the right to report and accuse the units and individuals that destroy or occupy the protected areas. Seventh units and individuals that have made remarkable achievements in the protection, construction, management and scientific research of protected areas shall be commended and rewarded by the provincial people's government or the provincial environmental protection administrative department. Eighth provincial environmental protection administrative departments and protected areas management bureau can accept donations from domestic and foreign organizations and individuals. The donations accepted shall be used for the protection, construction and management of the protected areas. Article 9 All construction projects in the protected areas must conform to the overall planning of protected area construction, be reviewed by the Protected Area Management Bureau, be submitted to the provincial environmental protection administrative department for examination and approval, and abide by the relevant provisions of construction projects and environmental management. Tenth volcanic cone plastic reserve construction planning, must be demonstrated by national experts, the provincial government for approval before construction. Plastic construction must be carried out in accordance with the plastic construction plan.

Solid wastes such as sand and gravel produced during plastic surgery should be comprehensively utilized, and all the proceeds should be used for the protection, construction and management of protected areas, and enjoy relevant tax reduction and exemption treatment in accordance with national and provincial regulations. Eleventh residents and units in and around the protected area shall not build projects that damage the environmental quality of the protected area and destroy the natural environment and natural resources. Article 12 The ownership and use right of cultivated land and forest land in protected areas shall remain unchanged. If the land use right of state-owned barren hills and wasteland has not been determined, the land use right shall be transferred to the management institution of the protected area, and the land management department shall issue the land use certificate.

Land users in the protected areas must use the land according to law and may not expand the use area. Thirteenth units, residents and personnel who have been approved to enter the protected area must abide by the various management systems of the protected area and accept the management of the protected area management bureau.

Due to scientific research, teaching practice, specimen collection and shooting, etc., it is necessary to enter the reserve (including foreigners), and shall submit an application and activity plan to the reserve management bureau, and go through the examination and approval procedures according to law. After the activity, submit a result of the activity to the reserve management bureau. Fourteenth all units and individuals (except local residents) who are approved to enter the protected area to engage in various activities shall pay the management fee for entering the protected area. The charging measures shall be formulated separately by the provincial people's government. Fifteenth to carry out tourism activities in protected areas, we should adhere to the principle of giving priority to protection and obeying protection, and be organized and managed by the protected area management bureau.

Planning for the construction of tourist facilities and the opening of tourist attractions in protected areas shall be reviewed and approved by the provincial environmental protection administrative department and submitted to the provincial people's government for approval. Article 16 The public security organ at the place where the protected area is located may, according to needs, set up public security organs to maintain public order in the protected area and investigate and deal with cases that damage the protected area according to law.
