Muyexi Township and Wu langxi Township merged into Sandaokeng Town in the adjustment of township zoning in Zhijiang County on 20 15, and each township has a nursing home. Muyexi Township is located in the northwest of the county seat, about 18 km away from the county seat, and the nursing home is located on the roadside from the county seat to the township. The Wenxin Media Center of Xiangtan University went to Huaihua Zhijiang Summer Seminar to conduct in-depth research on its construction status, and now the relevant situation is reported as follows:
I. Historical overview and construction status quo
The nursing home in Muyexi Township, Sandaokeng, Zhijiang Dong Autonomous County is a government-run welfare institution. Its purpose and business scope are to carry forward the traditional virtues of respecting the elderly of the Chinese nation and provide old-age services for rural five-guarantee recipients. Support the local rural five-guarantee recipients, and on the basis of satisfying the centralized support of the local rural five-guarantee recipients, absorb the social elderly to foster at their own expense.
There are more than 100 elderly people in Sandaokeng Town, and more than 70 in Muyexi Township. Since its establishment in 2006, the nursing home has adopted more than 20 elderly people, and now there are 19 elderly people, with a centralized support rate of about 28%, 30 beds and complete infrastructure, including staff housing and elderly people.
The public infrastructure for the elderly is complete, with unified beds, tables and chairs, fans, stoves and bedding. The office space is out of repair, and public facilities such as basic tables and chairs are out of date. At present, only three staff members, including the dean, take care of the daily life of 19 elderly people. Fire safety facilities shall be inspected regularly, and maintenance records shall be kept. According to the staff, there have been no major disasters such as fires. During the epidemic in the past two years, nursing homes were fully enclosed, with separate tables and meals to reduce the risk of infectious diseases, and special cars were arranged to send the elderly to the hospital for prevention and control vaccines.
The nursing home is located on the edge of the highway. You can take the bus when you enter the city or the countryside. Usually, the elderly can call an ambulance to deal with diseases or emergencies. For example, if they buy medicine and simple daily necessities, they will go to the local market to gather. In addition, the dean will also use motorcycles to help the elderly run errands.
Second, the work of providing for the aged and the living conditions of the elderly.
Dean Long Qifa began to take over the nursing home in 2006, and it has been fifteen years now. His wife followed around to take care of the elderly and hired a local female worker to assist in the work. Of the three, only the dean has received primary and intermediate professional nursing training. The basic work includes daily diet, daily care, cleaning, laundry, centralized procurement of materials, vegetable garden management, livestock breeding and so on. At present, the salary is 2000 yuan per month, and there is no holiday rest. Unless there are special circumstances, you can't leave your job. The staff lamented: "The work is not difficult. Posters in red paper and black letters are posted in the hospital to warn them to pay attention to safety and serve the elderly.
As the 550 yuan subsidy received by the five-guarantee elderly, the hospital collects and manages it in a unified way, including daily meals. Solatium is given every holiday, and an average of 100 yuan solatium is given as change per person per month. In order to encourage the elderly to take part in labor, the dean also has relevant reward mechanisms, such as sweeping the floor, picking sand and looking after the vegetable garden, which will get additional labor rewards.
Most old people here are satisfied with their life and the service of the staff. Although they can't play board games provided by the hospital, they usually chat, take a walk, watch TV and listen to music. Some elderly people even attend church activities in the local auditorium on Saturday, and those who have the ability to work will also participate in the work to realize their pension value.
Third, social care and government care.
As a nursing home built 15 years ago, the Muyexi Township Nursing Home in Sandaokeng has also been taken care of by social groups and organizations and cared by the government over the years.
In terms of medical care, hospitals, local Red Cross societies, etc. will give physical examinations to the elderly in the hospital at least twice a year, including basic physical examinations such as blood pressure measurement, temperature measurement and dental care. The hospital also reserves first-aid medicines for the elderly. This year, under the care of the government, the elderly are allowed to participate in vaccination and other benefits for free.
Local schools in Huaihua have also taken care of and visited the elderly, such as jiaozi, cleaning, massage and chatting for the elderly, as well as free haircuts and donations from social organizations for the elderly. Some related organizations organize cultural performances for the elderly on holidays to enrich their spiritual and entertainment lives.
In 20 17, the government also adjusted the salary of staff to 2000 yuan. In addition, it is planned to build a large nursing home with more beds in Sandaokeng Town to solve the local pension problem.
Four. Problems and development suggestions
1. Old infrastructure and aging equipment. The office space of the nursing home is dilapidated, the beds, tables and chairs of the elderly are outdated, and the washing machines, rice cookers and other equipment are aging. Old people do not have special bathing places and equipment, and still use firewood to boil water for bathing. In this regard, the government should strengthen the hardware construction of old-age care institutions in nursing homes, improve the level of hardware facilities in nursing homes, and invest in maintaining or updating related equipment and facilities to ensure their life safety.
2. There are few people and the work is trivial. At present, there are only three staff members to take care of 19 elderly people, and there are no fixed holidays, so the work is trivial and complicated, and they are unable to take on more elderly people. Wages are low, and the elderly are generally subsidized at their own expense. Only the dean has received professional training, and the managers are older, less educated and less professional. There are also some problems in communication with the elderly. In this regard, the municipal government should manage the staff's work according to its scale and standard budget, and the couple who have worked here for 15 years should be given a monthly salary subsidy according to the labor law. Strengthen the basic nursing training and guidance of the old-age management personnel, and recruit more nursing staff to take care of the elderly, so as to facilitate the smooth development of the old-age work.
3. Old people's enthusiasm for treatment is not high. If they suffer from serious diseases, other elderly people can't afford to go to the hospital to bear high nursing and medical expenses, and the government will reimburse them, which is troublesome and the reimbursement amount is low. In this regard, the government should increase the amount of reimbursement for old-age medical care, subsidize the emergency medical reserve funds of nursing homes, and let the elderly dare to treat diseases.
4. The operating funds are insufficient, and the subsidy standard of five guarantees for the elderly is low, which can not meet the needs of daily life, especially for the elderly who have lost their ability to work and take care of themselves. There is no extra money for the elderly in nursing homes to seek temporary medical treatment. In this regard, we should increase financial support for the construction of nursing homes and not leave a funding gap.
Although the nursing home in Muyexi Township, Sandaokeng, Zhijiang, Huaihua is basically operating, it still cannot meet the needs of the five-guarantee elderly. Many problems and development bottlenecks restrict the further development of the local five-guarantee work.
Counties, urban areas and towns should abandon the idea of "equal dependence", fully integrate resources, raise funds in various ways, and increase investment by means of government subsidies, social donations and self-financing by towns and villages. It is necessary to innovate means, widely publicize and promote the construction of nursing homes with the help of social forces; Inspire people's love and enthusiasm and encourage them to donate money and materials to participate in the construction of nursing homes: relevant departments should also increase preferential treatment for nursing homes, form a good atmosphere for the whole society to care for and support nursing homes, and provide solid and reliable financial and material support for the construction and sustainable development of nursing homes.
With the aging problem in China becoming increasingly prominent, it is an important livelihood project to strengthen the construction and management of rural nursing homes and improve the living conditions of rural five-guarantee groups. Doing this work well is of great significance for solving outstanding problems strongly reflected by the masses, maintaining the overall stability of rural areas, implementing social security policies and promoting the harmonious development of society. The construction of rural old-age service institutions is the need of Socialism with Chinese characteristics's development, which is people-oriented, concerned about people's livelihood, developing people's livelihood and ensuring people's livelihood. I believe that under the strong leadership of the party and the government, and with the joint efforts of all walks of life, the five-guarantee elderly will be provided with a sense of security and enjoy their old age, and their desire for providing for the elderly will be realized in the near future!
