Fuyang has experienced many changes of ownership in history.

During the Ming and Qing Dynasties, Fuyang always belonged to Yingzhou Prefecture.

In the second year of Yongzheng in Qing Dynasty (1724), Yingzhou was promoted to Zhili Prefecture, and Fuyang County was subordinate to Yingzhou Zhili Prefecture.

In the early days of the Republic of China, Fuyang County belonged to Huaisi Road and later to Huaiyang Road in Anhui Province.
