Establish a three-level management system for narcotic drugs to ensure the safe and legal use of narcotic drugs. The "three levels" in the three-level management of narcotic drugs generally refer to drug storerooms, pharmacies and clinical wards. The three-level management system of narcotic drugs shall comply with the relevant provisions of the Regulations on the Administration of Narcotic Drugs and Psychotropic Substances.

Article 1 In order to strengthen the administration of narcotic drugs and psychotropic drugs, ensure their lawful, safe and rational use, and prevent them from flowing into illegal channels, these Regulations are formulated in accordance with the Drug Administration Law and other relevant laws.
Article 2 These Regulations shall apply to the cultivation of medicinal original plants of narcotic drugs, the experimental research, production, management, use, storage, transportation, supervision and management of narcotic drugs and psychotropic drugs. The import and export of narcotic drugs and psychotropic drugs shall be handled in accordance with the provisions of relevant laws.
Article 3 Narcotic drugs and psychotropic drugs mentioned in these Regulations refer to drugs and other substances listed in the Catalogue of Narcotic Drugs and Psychotropic Drugs (hereinafter referred to as the Catalogue). Psychotropic drugs are divided into the first category and the second category. This catalogue is formulated, adjusted and published by the drug supervision and administration department of the State Council in conjunction with the public security department of the State Council and the competent health department of the State Council. Abuse of drugs and other substances that have been marketed but not listed in the catalogue or psychotropic drugs of category II, which has caused or may cause serious social harm, the drug supervision and administration department of the State Council shall, jointly with the public security department of the State Council and the health administrative department of the State Council, timely list them in the catalogue or adjust psychotropic drugs of category II into psychotropic drugs of category I. ..
Article 4 The State shall exercise the control over narcotic drugs, narcotic drugs and psychotropic drugs. Except as otherwise provided in this Ordinance, no unit or individual may carry out the cultivation of narcotic drugs and the experimental research, production, management, use, storage and transportation of narcotic drugs and psychotropic drugs.
Article 5 The drug supervision and administration department of the State Council shall be responsible for the supervision and administration of narcotic drugs and psychotropic drugs nationwide, and shall supervise and administer the original medicinal materials of narcotic drugs jointly with the agricultural authorities of the State Council. The public security department of the State Council is responsible for investigating and dealing with acts that cause narcotic drugs, medicinal plants, narcotic drugs and psychotropic drugs to flow into illegal channels. Other relevant departments in the State Council are responsible for the management of narcotic drugs and psychotropic drugs within their respective functions and duties. The pharmaceutical supervisory and administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the supervision and administration of narcotic drugs and psychotropic drugs within their respective administrative areas. Local public security organs at or above the county level shall be responsible for investigating and dealing with acts that lead to the illegal flow of narcotic drugs and psychotropic drugs within their respective administrative areas. Other relevant competent departments of the local people's governments at or above the county level shall be responsible for the administration of narcotic drugs and psychotropic drugs within their respective functions and duties.
Article 6 Enterprises and users of narcotic drugs and psychotropic drugs may join trade associations according to law. Trade associations should strengthen self-discipline management.
