Non-leapfrog writing embodies the principle of grasping the first level and being responsible for it. In general, this principle cannot be broken. If it is destroyed, it will cause confusion and affect the efficiency of organs. So in general, there is no leapfrog writing. In case of special circumstances, such as major accidents, emergency situations such as flood control and disaster relief, or problems specially explained by superior leaders at the on-site office meeting, they can go over the top to do special things, but they should be copied to the higher authorities that have been over the top. Otherwise, the receiving organ may return the leapfrog document to the original reporting organ, or treat it according to the reading, and shall not handle or reply.
