What are the regulations for sand mining management in Inner Mongolia?
Article 39 of the Regulations on the Management of River Sand Mining in Inner Mongolia 1, People's Republic of China (PRC) * * * and the National Water Law states, "The state practices a permit system for river sand mining. Measures for the implementation of the river sand mining permit system shall be formulated by the State Council. If sand mining affects the stability of river regime or endangers the safety of dikes within the scope of river management, the water administrative department of the people's government at or above the county level shall delimit the prohibited mining area, stipulate the prohibited mining period and make an announcement. " 2. Article 25 of the Regulations on River Management in People's Republic of China (PRC): "To engage in the following activities within the scope of river management, it must be reported to the competent river authority for approval; Involving other departments, approved by the river authorities in conjunction with the relevant departments; (1) Sand mining, earth borrowing, gold panning, sand disposal or sludge; (2) Blasting, drilling and digging fish ponds; (three) storing materials, building factories or other building facilities in the river beach; (4) Exploitation of underground resources and archaeological excavation of river beaches. " 3. Article 17 of the Measures for the Implementation of the Flood Control Law in Inner Mongolia Autonomous Region: Sand mining, gold panning and earth borrowing within the scope of river management must conform to the river regulation plan to ensure the safety of flood discharge, handle the permit in accordance with the relevant provisions of the Regulations on the Management of Rivers in People's Republic of China (PRC), and pay the management fee according to law. 4. Article 4 of the Measures for the Administration of River Sand Mining Fees in Inner Mongolia Autonomous Region "The sand mining license shall be uniformly printed by the Water Resources Department of the autonomous region and issued by the County Water Resources Department or its authorized river authorities." The license issuing unit shall collect the license fee according to the standards approved by the Price Bureau of the autonomous region and the Water Conservancy Bureau.
