In the early days of its establishment, the hospital had only 8 medical staff and the medical facilities were two leaky bungalows with rudimentary equipment. Until the late 1980s, the hospital's total fixed assets were only over 100,000 yuan, and its annual business income was less than 100,000 yuan.

In 1995, Fucheng Health Center was renamed and upgraded to Xuwen County Second People's Hospital by the Xuwen County People's Government. Under the correct leadership of the county party committee, county government and county health bureau, the hospital's leadership team is united, pioneering and innovative, seizing every favorable opportunity, overcoming numerous difficulties, continuously deepening hospital reform, focusing on scientific development, increasing revenue and reducing expenditure to consolidate the foundation of medical service facilities.
