1. First, we open the excel spreadsheet.

2. Then select the line to move and click the border line. When the mouse turns into four arrows, hold down the left mouse button.

3. Release the mouse, so that the content is successfully inserted into the specified location.

4. We can also right-click the selected line and click Cut.

5. Then right-click the specified location and click Insert Cut Cell.

6. This solves the problem that excel moves the whole line up or down.
