Special passengers, also known as special service passengers or special service passengers, refer to passengers who need special courtesy, special care or meet the transportation conditions stipulated by the carrier before transportation.

Special passengers include important passengers, infants, unaccompanied children, pregnant women, elderly passengers, wheelchair passengers, injured passengers, disabled passengers, stretcher/oxygen passengers, blind passengers, deaf-mute passengers, criminal suspects, confidential traffic police/diplomatic envoys, overcrowded passengers, confidential passengers, refused entry passengers and repatriated passengers, non-standard weight passengers, and other passengers subject to transportation restrictions. Spring Airlines requires special passengers to fully explain the situation in advance, provide relevant certificates to handle the corresponding transportation procedures for special passengers, taking into account the requirements of meeting operational regulations and the flight safety of special passengers themselves and other passengers. If you or your shipper fails to comply with the relevant regulations, Spring Airlines has the right to refuse transportation, and the responsibility shall be borne by you or your shipper.

Please note that Spring Airlines always reserves the right to authorize airport staff to make on-site judgment and rejection of passengers who are not suitable for the flight, and all related losses that may be caused by the delay or interruption of the itinerary shall be borne by the passengers themselves. In view of the fact that the exercise of the on-site right is a reasonable hedging behavior to avoid potential irreparable damage to passengers, unless the relevant staff intentionally or seriously neglects to cause your loss (if any, it is confirmed by judicial judgment), in any case, Spring Airlines and its agents shall bear the liability for damages when exercising the right of refusing to load on the premise that there is a fault and the refund amount is limited, and Spring Airlines will not bear any responsibility for the related claims of mental damages or indirect losses. If you don't agree with this limitation of liability, please don't buy a ticket further.

The following are some traffic rules for special passengers. Please consult online customer service for more details.

(1) baby

A baby is an infant who has been born for more than 14 days but is under 2 years old. For the sake of the safety and health of babies, Spring Airlines cannot carry babies born less than 14 days and premature babies born less than 90 days.

Passengers with babies should pay attention to the following:

1. Passengers who are under 2 years old on spring and autumn flights are transported as babies, and must be transported by adult passengers who are over 0/8 years old and have full civil capacity.

2. When an adult passenger carries a baby with him, the baby can buy a baby ticket at 10% of the ordinary fare of adult economy class on the same flight, but we do not provide separate seats and free baggage allowance for passengers with baby tickets.

3. Each adult passenger can carry up to 2 babies. When two babies travel together, more than 1 babies need to buy children's tickets, and we will provide them with the same amount of free luggage as adult passengers. The application for baby service should be made 12 hours before the scheduled departure of the flight.

4. According to the number of baby life jackets and baby safety belts on board, the total number of babies (including children's tickets) that can be carried on our A320/A32 1 flight does not exceed 10. When ordering adult tickets, please be sure to order baby tickets at the same time.

5. Our company does not provide baby cradles, and babies must be held by accompanying adults with special safety belts or in child restraint devices that meet the requirements. Passengers are required to carry a child restraint device (car safety chair) with a width not exceeding17 "(43 cm) for the baby occupying the seat alone, and ensure that the device can be firmly fixed on the seat, and the weight of the baby does not exceed the weight limit specified by the device. Electric auxiliary child restraints, vest-type child restraints, belt-type child restraints and knee-hugging child restraints shall not be used.

6. The child restraint device carried and used by passengers must be firmly fixed on the seat, otherwise it will be checked. For the baby passengers who do not carry the child restraint device that meets the requirements and cannot be held by adults, our company will refuse to transport them for safety reasons.

(ii) Unaccompanied children

Unaccompanied children refer to children over 5 years old 12 years old who are not accompanied by adults with civil capacity over 18 years old.

In order to ensure that the children you entrust to Spring Airlines can get timely and necessary services in the air and on the ground, passengers who need unaccompanied children's services should pay attention to the following matters:

1. Unaccompanied children need to buy a child ticket with 50% of the ordinary adult fare on the same flight.

2. Spring Airlines can't carry children under 5 years old who fly alone.

3. Spring Airlines can't take/kloc-deaf or blind children under the age of 0/2 to fly alone.

For safety reasons, Spring Airlines limited the number of unaccompanied children on each flight. Therefore, the application for unaccompanied children to take the flight should be made 24 hours before the flight takes off, and it can only be carried by Spring Airlines, otherwise Spring Airlines cannot carry it.

5. Unaccompanied children need to fill in the "Unaccompanied Children Application Form" when booking.

6. Parents or guardians of unaccompanied children should accompany them to the boarding place and arrange personnel to take care of them at the disembarking place. In order to ensure the smooth flight of unaccompanied children, it is recommended that air carriers leave the airport 30 minutes after the flight takes off.

7. After setting the unaccompanied children service, if you change the flight and date or cancel the unaccompanied children service, you must contact 95524 24 hours before the flight takes off. If you still need this service after changing your visa, please go through the service formalities again according to the application procedure.

(3) Pregnant women

Because flying will bring high altitude hypoxia, Spring Airlines advises expectant mothers to consult obstetricians according to their physical condition before planning their trip. In order to fully ensure the safety and health of you and your baby, Spring Airlines has the following regulations for pregnant women to take this flight. I hope you can understand in detail:

1. When booking a seat and boarding a plane, passengers must provide a copy of the Maternal Health Handbook (kcal) with continuous medical records to prove pregnancy or hospital seal, or the gestational age certificate signed and sealed by doctors, B-ultrasound and other inspection materials, or the information issued by regular medical institutions such as the electronic inspection report on the hospital APP, so Spring Airlines can judge whether it is acceptable to transport;

2. Pregnant women who are less than 32 weeks pregnant will fly, and we will regard them as ordinary passengers except those diagnosed by doctors as unsuitable for flying;

3. Pregnant women who are pregnant for more than 32 weeks but less than 35 weeks are required to fill in the Application Form for Special Passenger Transportation within 72 hours before the flight takes off, and provide the medical license (diagnosis certificate or certificate) stamped by the medical unit at or above the county level and signed by the doctor.

4. For the safety and health of passengers, Spring Airlines cannot carry pregnant women who are pregnant for more than 35 weeks, the expected date of delivery is less than 4 weeks, the expected date of delivery is near but the time cannot be determined, and passengers who are less than 7 days after delivery.

(4) Elderly passengers

1. Elderly passengers refer to passengers over 60 years old who need special care on the day of flight. When the plane flies at high altitude, the oxygen in the high altitude air is relatively reduced and the air pressure is reduced. Older people may not be able to bear this load because of their physical condition. Considering your safety and health, Spring Airlines recommends that you consult professional medical staff before taking the flight to ensure that your physical condition is suitable for flying.

2. Elderly passengers suffering from cardiovascular and cerebrovascular diseases such as coronary heart disease, hypertension, diabetes, or diseases such as asthma that are not suitable for flying are generally not recommended to travel by plane. If you know that you still need to fly because of the above diseases, please provide the diagnosis certificate issued by the medical unit at or above the county level, indicating that you are suitable for flying. Otherwise, Chunqiu can refuse to carry it as appropriate. The elderly passengers suffering from the above diseases conceal their illness or fail to make relevant plans (such as taking medicine) during the flight, and the consequences will be borne by the passengers themselves, and the airlines will reduce or even exempt the liability for compensation according to law.

3. Elderly passengers who are weak, unable to take care of themselves and need wheelchairs should be regarded as sick passengers. Such passengers must be accompanied by an adult when applying for flight, and provide a diagnosis certificate issued by a medical unit at or above the county level, and fill out an application form for special passengers, before Spring Airlines can accept transportation. Spring Airlines has the right to refuse to carry goods with unhealthy adults, and all related losses that may be caused by the delay or interruption of the trip shall be borne by the passengers themselves.

We suggest that elderly passengers over 70 should be accompanied by healthy adults in case of emergency.

(5) Disabled passengers

For safety reasons, the number of disabled people (including people in wheelchairs, people with severe lower limbs but no artificial limbs, blind people, people with service dogs, and people with severe mental or intellectual disabilities who can't understand the instructions of the crew on board) who need help from others during the flight is no more than 4 on A320 aircraft and no more than 6 on A32/KLOC-0 aircraft.

/kloc-disabled passengers under the age of 0/2, who are not accompanied by people who have reached the age of 18 and have full capacity for civil conduct, shall be carried out in accordance with the Regulations on the Transportation of Unaccompanied Children (except deaf-mute children or blind children). In order to facilitate passengers to travel and get necessary care, it is suggested that disabled passengers under the age of 16 should be accompanied by adults over the age of 18 with full civil capacity.

1. Blind traveler

Blind passengers refer to adult disabled passengers suffering from blindness. It doesn't refer to passengers with eye diseases. Passengers with eye diseases should be treated as injured passengers. Please be sure to understand the following precautions and inform passengers in detail:

(1) Blind passengers are accompanied by adults who have reached the age of 18 and have full capacity for civil conduct, and are transported by Spring Airlines as ordinary passengers;

(2) Blind passengers who have reached the age of 12 but have not reached the age of 16 shall be handled according to the following provisions:

(1) Blind passengers who have reached the age of 12 but have not reached the age of 16 shall be accompanied by adults who have reached the age of 18.

(2) Blind passengers who have reserved seats and are over 12 years old but under 16 years old for reasons other than passengers, and need to fly alone after the itinerary adjustment, can be transported as unaccompanied blind people.

(3) A passenger who is unaccompanied by an adult and has no guide dog (hereinafter referred to as a blind passenger who is unaccompanied by an adult) refers to a blind passenger who can walk on his own and take care of himself without the help of others when dining.

(d) Unaccompanied blind passengers should apply at least 24 hours before the flight takes off.

(e) Unaccompanied blind passengers should be accompanied by their families or caregivers to the boarding gate of the departure station; At the arrival station, the blind passenger's family or his carer should meet him at the drop-off place.

(f) In the case of combined transportation, the consent of the carrier concerned shall be obtained.

2. Deaf passengers

Deaf-mute passengers refer to disabled passengers with hearing impairment and/or language impairment. Passengers with ear diseases should be regarded as injured passengers. Deaf passengers who have reached the age of 16 and do not carry hearing dogs are transported by Spring Airlines as ordinary passengers.

Deaf passengers who have reached the age of 12 but have not reached the age of 16 shall be handled in accordance with the following provisions:

(a) Deaf-mute passengers aged 65,438+02 but under 65,438+06 should be accompanied by adults aged 65,438+08.

(2) Deaf-mute passengers who have reserved seats and are over 12 years old, but are under 16 years old due to non-passenger reasons, and need to fly alone after the itinerary adjustment, can be transported as unaccompanied deaf-mute passengers. /kloc-Unaccompanied deaf-mute passengers under the age of 0/6 should apply at least 24 hours before the flight takes off.

3. Passengers with mobility difficulties

Please be sure to understand the following precautions and inform passengers in detail:

(1) Disabled passengers need to use assistive devices (such as crutches, artificial limbs, crutches, etc.). If there are storage facilities and space in the cabin, passengers can bring them into the cabin and give them to flight attendants for storage.

(2) Handicapped assistive devices (such as folding wheelchairs and electric wheelchairs) without storage facilities or space in the cabin will be checked free of charge, without occupying the free baggage allowance of passengers. For the disabled equipment that needs to be checked, please complete the delivery formalities 2 hours before the flight interception.

(3) Electric wheelchairs are powered by batteries, and batteries or lithium batteries are dangerous during transportation. When handling consignment, the electric wheelchair must meet the company's requirements for battery-driven wheelchairs or walkers.

(4) If passengers need wheelchair service, please apply at least 12 hours before the flight takes off.

4. Passengers with mental or intellectual disabilities

Please be sure to understand the following precautions and inform passengers in detail:

(1) Please prepare the medical diagnosis certificate issued by the hospital at or above the county level before boarding the plane. The date of issuance of the medical diagnosis certificate shall not be earlier than 10 days before the flight date (excluding the flight date).

(2) In order to facilitate passengers to travel and get corresponding care when necessary, it is recommended to be accompanied by family members or medical staff.

5. Passengers with service dogs

Service dogs refer to special dogs that help people with disabilities in their lives and work, including hearing dogs and guide dogs. Due to certification restrictions and other reasons, psychiatric dogs are not included in the range of transportable service dogs for the time being. Disabled passengers can bring their own service dogs into the cabin and transport them free of charge. Please be sure to understand the following precautions and inform passengers in detail:

(1) The number of service dogs that each passenger can carry shall not exceed 1 dog, and the total number of service dogs in each flight segment shall not exceed 4.

(2) Disabled passengers who need to travel with service dogs should apply through Spring Airlines official website /APP/ applet-service center-special passenger service application at least 24 hours before the flight takes off.

(3) When purchasing tickets and taking flights, please show the disabled person's ID card, service dog's identity certificate and quarantine certificate, and ask passengers to arrive at the airport with the service dog 120 minutes before the scheduled flight departure time at the latest.

(4) If it meets the domestic transportation conditions, it is necessary to provide the service dog certificate and the quarantine certificate issued by the quarantine unit.

(5) If it meets the international transportation conditions, the following certificates shall be provided:

(1) Quarantine certificate and rabies immunization certificate issued by the national animal and plant quarantine department;

(b) Entry-exit or transit permits;

(c) Other documents required by the country of entry or transit (specifically, detailed requirements of the country concerned).

(6) The food and utensils brought into the engine room by the service dog do not occupy the free baggage allowance.

(seven) service dogs brought into the cabin should be tied with a leash before boarding the plane, and they should not occupy seats and let them run at will. With the consent of the relevant passengers within the service dog's activity range, the disabled may not be required to wear a muzzle for the service dog.

(8) Disabled passengers are fully responsible for the service dogs they carry. Except for our reasons, our company is not responsible for the injury, illness and death of service dogs during transportation.

(6) Injured passengers

Sick and wounded passengers refer to passengers who need other people's care and/or medical assistance during boarding, flight (including emergency evacuation) and ground service due to illness or injury at the airport. We hope that the booking staff will know more about the relevant traffic regulations before buying tickets for the injured passengers.

1. In any of the following circumstances, the carrier will not carry the goods unless the company agrees to make special arrangements to save lives. We suggest that you choose other modes of transportation to better protect your safety and health.

(1) Suffering from infectious diseases, such as cholera, typhoid, paratyphoid, typhus, dysentery, chickenpox, measles, smallpox, scarlet fever, diphtheria, plague, Japanese encephalitis, meningitis, open tuberculosis, acute hepatitis, yellow fever, avian influenza, atypical pneumonia, COVID-19 and other infectious diseases;

(2) A mental patient who is in a state of illness may cause harm to other passengers or himself, or endanger aviation safety;

(3) Patients with severe or critical heart disease, such as severe heart failure, cyanosis or myocardial infarction (myocardial infarction occurred within 6 weeks before travel);

(4) Patients with severe otitis media with ear and throat obstruction;

(5) Patients with spontaneous pneumothorax for half a year, or patients with nervous system diseases who have recently undergone pneumothorax plastic surgery (except those diagnosed by doctors as suitable for pilots);

(6) Patients with large mediastinal tumor, extra-large hernia and intestinal obstruction;

(7) Patients with increased intracranial pressure due to craniocerebral injury and skull fracture;

(8) Mandibular fractures were recently connected with metal wires;

(9) Patients with poliomyelitis in the past 30 days, or patients with poliomyelitis;

(10) Patients with severe hemoptysis, vomiting blood, vomiting or moaning;

(1 1) Due to physical or medical conditions (including neurological or mental conditions), passengers cannot take care of themselves during the journey without special assistance;

(12) The sick passenger's condition suddenly gets worse or worse during check-in or boarding;

(13) recently suffered from severe trauma or major surgery, and the wound was not completely healed.

(14) Other patients with diseases unsuitable for flying.

2. Due to the complexity and diversity of the disease, if it is not listed in the above clause and it is uncertain whether the passenger is suitable for flying, the passenger shall provide the medical certificate or diagnosis certificate issued by the medical institution.

A the medical unit at or above the county level or equivalent to this level shall fill in the passenger's illness and diagnosis results, which shall be signed by the doctor and sealed by the medical unit.

B it shall include the conditions that must be observed in order to prevent the spread of diseases or infectious diseases, and it is only valid if it is filled in 96 hours before the flight takes off; If the illness is serious, it should be filled in within 48 hours before the flight takes off. The medical certificate requiring the disabled to travel safely without additional medical assistance during air travel should be issued within 10 days before the flight departure date.

3. Injured passengers who need to use wheelchairs

(1) There are two wheelchair passengers (including WCHS and WCHC) on Airbus A320/A32 1. Passengers who need to apply for wheelchair service should do so 12 hours before the flight departure time at the latest.

(2) Passengers who are physically fit for flying, but need a wheelchair for mobility, can apply for wheelchair service. Wheelchair services include the following three categories:

A. Off-site wheelchair (WCHR) is used to pass the apron. Passengers can walk to or leave the cabin seat by themselves, get on and off the passenger elevator by themselves, and only need certain tools to help them get on and off the plane from the waiting room.

B boarding wheelchairs (WCHS) are used to get on and off passenger elevators. Passengers can walk to or leave the cabin seats by themselves, and they need certain tools to help them get on and off the passenger elevator and get on and off the plane from the waiting room.

The wheelchair (WCHC) on C is used to get on or off the cabin seat, so passengers can't move by themselves at all. They need some tools to help them get on or off the plane from the waiting room, get on and off the passenger elevator, and get on or off the cabin seat.

(3) Folding wheelchairs and electric wheelchairs

A folding wheelchairs and electric wheelchairs carried by passengers must be checked.

B folding wheelchairs and electric wheelchairs can be transported free of charge when they are used as walking AIDS for passengers with mobility difficulties, and are not included in the free baggage allowance.

C. Electric wheelchairs are powered by batteries, and batteries or lithium batteries are very dangerous during transportation. When handling consignment, the electric wheelchair must meet the company's requirements for battery-driven wheelchairs or walkers.

4. Stretcher/oxygen passenger

A stretcher passenger refers to a passenger who needs to lie flat and be fixed with a stretcher on the plane. Passengers who use oxygen are those who plan to use medical oxygen on the plane.

(1) stretcher passengers

A. Airbus A320 has 180 seats and 1 stretcher passengers. 186 A320 aircraft and A32 1 aircraft will not transport stretcher passengers temporarily.

B shock/coma passengers can't carry it, and only one stretcher passenger can be carried on the same flight.

C. Except in special circumstances, passengers with stretchers are not allowed to take the VVIP flight.

D. In principle, stretcher passengers are not required to transfer.

E. Except in special circumstances, our company only carries stretcher passengers on domestic flights originating from the base, including Hongqiao, Pudong, Shenyang, Shijiazhuang, Shenzhen and domestic bases where our maintenance personnel have been stationed.

F except in special circumstances, the company does not carry stretcher passengers who need to provide medical oxygen to board the plane. Under special circumstances, stretcher passengers need to use medical oxygen devices and can only use medical oxygen equipment provided by our company.

Only stretchers provided by our company can be used on the plane.

H. Passengers need to apply for stretcher service, please apply at least 72 hours before the departure time of the flight.

(2) Oxygen passengers

Except for emergency rescue, the company does not carry passengers who need to provide medical oxygen on board. In case of emergency rescue, passengers need to use medical oxygen devices and can only use medical oxygen equipment provided by our company.

(3) Ticket purchase requirements

When stretcher/oxygen passengers purchase tickets, they must produce a diagnosis certificate or certificate issued by a hospital at or above the county level, fill in the passenger's illness and diagnosis results, and it will be valid only after being signed by the doctor and stamped with the seal of the medical unit. The medical certificate of oxygen passengers also needs to indicate the maximum oxygen quantity and maximum oxygen flow per hour at the pressure altitude corresponding to the pressure in the cabin of the aircraft during normal flight.
