The salary adjustment of civil servants has always attracted much attention. Last year, China's government agencies and institutions merged pensions and adjusted wages. This is the first adjustment of the salary of civil servants in China after 9 years of no growth. A few days ago, the reporter learned that at least six provinces including Beijing, Hunan, Inner Mongolia, Fujian, Hebei and Shanxi have completed the salary adjustment of civil servants.
What is the salary of civil servants?
Let's talk about payslips first (generally not issued, you can go to the finance department to check if necessary)
The salary of civil servants (non-career establishment and career establishment, which refer to civil servants) mainly includes basic salary (post and level salary), allowances, subsidies, bonuses and others.
In the first year, I was a clerk. The post salary is 5 10 and the grade salary is 8 10. There is no bonus, but there are allowances and subsidies. Excluding the self-paid part of social security and provident fund, my salary is about 2000 yuan. This situation will last for a year.
After becoming a regular employee in the second year, the post salary is 600, and the level salary is 850, plus post allowance, subsidy and performance bonus. The income is about 3000. This is basically the salary status of staff in most departments.
Second, raise wages.
Civil servant salary increase experts say that the basic salary should account for 60%.
For example, the salary of principals who are promoted to the vice-level level (graduate students enjoy the vice-level salary) will increase by more than 100, and the length of service salary will increase (as long as the on-the-job personnel are admitted to the civil service, as long as they have paid five insurances in their previous work, the working time will be counted as the length of service, and four years of college will also be counted as the length of service). In the case of 60 yuan every year and 5 yuan every month, it will generally increase once every three years, that is, the salary will increase every month 15 yuan, without three years.
Allowances and subsidies are also promoted with the position. If the position is not promoted, it will generally not be adjusted unless it is adjusted as a whole.
Now there is good news. Even if the position is not promoted, the salary of civil servants will continue to rise until retirement, and eventually they will get the salary of a minor or even a deputy department level or above.
First, measures to adjust the basic wage standard
From July 20 1 year 18, the basic salary standard of civil servants will be adjusted, and some normative allowances will be included in the basic salary. After the adjustment, the post salary standard was raised from the current 5 10 yuan to 5250 yuan to 585 yuan to 7835 yuan respectively; The wage starting point standard of all levels and grades has been raised from the current 8 10 yuan to 6 135 yuan to RMB 1020 to RMB 6496 per month, and the wage grades of other levels have been raised accordingly (see attached table 1 for the adjusted wage standard). After some normative allowances and subsidies are included in the basic salary, the standard of normative allowances and subsidies will be reduced accordingly (see Table 3 for the amount of posts and ranks), and the remaining amount will be strictly implemented after being included in the basic salary. After the standardized allowance is included in the basic salary, on the basis of the inclusion quota stipulated by the state, according to the proportion of the existing living allowance and work allowance in the standardized allowance, determine their respective inclusion quotas.
While adjusting the basic salary standard of civil servants, appropriately adjust the salary standard of technical level (post) of government staff, and at the same time include some standardized subsidies into the salary of technical level (post) (see Annex 2 for the adjusted salary standard). After some standardized allowances and subsidies are included in the technical level (post) salary, the standard of standardized allowances and subsidies will be reduced accordingly (see Table 3 for the amount of each technical level), and the rest of the basic salary will be strictly implemented.
Two. Other related policy issues.
(1) Appropriately raise the salary standard of civil servants directly employed from graduates of various schools during the probation period. The improved salary standard for probation period is: junior high school graduates 1.285 yuan per month, senior high school and technical secondary school graduates 1.320 yuan, junior college graduates 1.500 yuan and undergraduate graduates 1.665438 yuan per month. Undergraduate graduates with double bachelor's degrees (including more than six years' schooling), graduate students who have graduated from postgraduate classes and those who have not obtained a master's degree are 1.755 yuan per month, graduate students with a master's degree are 1.960 yuan, and doctoral students are 2 1.65 yuan per month. The above-mentioned personnel will accordingly incorporate some standardized allowances into the basic salary, and the amount of reduction will be reduced accordingly according to the positions they hold after joining the company.
(2) The apprenticeship system and the skilled period system shall be implemented for the newly hired skilled workers and ordinary workers. Skilled workers who have graduated from junior high school or below will be apprenticed for two years, and the wage standard of apprenticeship is: the first year 14 10 yuan, and the second year 1470 yuan; Skilled workers who have graduated from high school, technical secondary school or technical school or above are apprenticed for one year, and the wage standard for apprenticeship is 1470 yuan; Ordinary workers have a one-year skilled period, and the wage standard for the skilled period is 14 10 yuan. The above-mentioned personnel will accordingly include some standardized allowances and subsidies into the basic salary, and the amount included after graduation will be reduced accordingly.
Three. sources of fund
The funds needed to adjust the basic salary standard of government functionaries this time shall be solved according to the administrative subordination and the current funding guarantee channels. For the funds needed by the Union City, the finance of the autonomous region will give appropriate subsidies by increasing the balanced transfer payment, and the specific measures will be determined by the finance department of the autonomous region.
Fourth, organize the implementation.
Under the unified leadership of the local Party committee and government, the adjustment of the basic salary standard of government staff will be organized and implemented by the human resources and social security departments and the financial departments at all levels in conjunction with relevant departments.
(a) Party committees, government departments, people's congresses, CPPCC, higher people's courts, people's procuratorates, democratic parties and people's organizations in the autonomous region are responsible for coordinating the adjustment of the basic salary standards for government workers, and all departments (units) are responsible for the specific implementation. According to the current wage examination and approval authority, they shall be reported to the Organization Department of the Party Committee of the Autonomous Region and the Department of Human Resources and Social Security for examination and approval, and the organs and units of the Autonomous Region stationed in the Union City (except a few departments) shall adjust the basic salary standard of their staff, which shall be examined and approved by the Department of Human Resources and Social Security of the Autonomous Region. The examination and approval of the adjustment of the basic salary standard of the staff of the Union City and the organs below the Union City shall be determined by the Union City in accordance with the cadre management authority. The organs and units of the central government in the autonomous region are authorized by the higher authorities (that is, the relevant ministries and commissions of the central government and the State Council) to be examined and approved by the autonomous region.
(II) Each union city shall, in accordance with the provisions of this plan and in light of the actual situation, formulate specific measures to adjust the basic salary standard of local government functionaries and incorporate some standardized allowances and subsidies into the basic salary, and report them to the Department of Human Resources and Social Security and the Department of Finance of the autonomous region for the record and then organize their implementation. Union city, county (city, district) organs into the basic salary before the standard subsidy standards should be consistent with the standards approved by the people's Government of the autonomous region, to avoid the problem of insufficient income or increase while receiving.
(3) All regions and departments should strictly implement the provisions of this plan, and those who violate the provisions will be severely dealt with in accordance with the Provisions on Punishment of Violation of Allowances and Subsidies (Order No.31of the Ministry of Supervision, Ministry of Human Resources and Social Security, Ministry of Finance and Audit Office).
(4) The adjustment of the basic salary standard for government workers requires all cities and departments to complete it before the end of 20 18 1 1. After the examination and approval (directly under the authority, autonomous region, when handling the salary examination and approval), the cities in the Union shall report the statistics of the capital increase of the basic salary standard of the staff of the adjustment organ and the specific salary realization in writing (and report it to the Department of Human Resources and Social Security and the Department of Finance of the autonomous region at the same time) before 20123/kloc-0.
