Human resources (HR), referred to as HR, refers to the population with necessary labor ability needed to develop economic and social undertakings, which was put forward by David juric. As a special resource, it has six characteristics: initiative, duality, timeliness, sociality, continuity and regeneration, and also refers to human resource management.
Human resources include six modules: human resources planning, recruitment, training, performance, salary and labor relations, which are mostly used in personnel departments. In a broad sense, the definition of human resources is the sum total of people with intellectual and physical labor ability in a society, including quantity and quality. In a narrow sense, human resources refer to the manpower possessed by an organization for manufacturing products and providing services.
Social security is a system in which the state or the government is the main body, and through the redistribution of national income, citizens are given material help when they temporarily or permanently lose their ability to work and have difficulties in life for various reasons, so as to ensure their basic livelihood. The essence of social security is the pursuit of fairness, which must be based on legislation or law.
The basic contents of social security include social insurance, social relief and social welfare. Among them, social insurance is the core of social security. The global social security model can be roughly divided into four types: national welfare, national insurance, social assistance and accumulated savings, represented by Britain, the former Soviet Union, Germany and Singapore.
