In August of the 8th year of the Republic of China (1919), Lei Yunfei launched and organized thousands of armed forces, contacted nine chieftains, and captured Yanbian county at one fell swoop on 10. In August of the Republic of China 12 (1923), Lei Yunfei joined forces with Huaping and Yongbei (now Yongsheng) to attack Yongbei County. The county magistrate Su Li broke his left arm and five people, including his younger brother and son, died on the spot. Lei led a great army to rob the county seat, and returned with a full load, and the county people complained bitterly.

In the winter of 12 (1923), Lei Yunfei mobilized more than 2,000 Yi people in the county to attack Yanyuan, but failed to recover it. In mid-February of the following year, Lei Yunfei once again mobilized troops and more than 3,000 Yi people to attack Yanyuan County again, captured Yubao and plundered a lot of property, then waited for an opportunity to March into Xichang. In September of the Republic of China 15 (1926), Luo Shuchang, the deputy commander of the garrison, fought against Tang in Yongsheng, declaring independence and failing. He fled to Huaping with more than 600 officers and men to cotton fields and went to Lei Yunfei. They colluded with the Reclamation Brigade, assisted the Sichuan Defense Corps, joined the Tusi, organized two salt minorities, called on the four sides, concentrated thousands of people, and divided their forces to attack Huaping in two ways.
