Compared with the first half of the year, the uncertainties in the second half of the year increased significantly, and the impact and consequences of the financial crisis became more serious. The current economic situation is constantly changing, and the downward trend of the economy has been difficult to reverse. The economic environment may continue to deteriorate next year. It is reported that more than 100 optical factories in Shenzhen have closed down, one-third of enterprises in the toy industry have closed down or closed down, small household appliances export enterprises have suffered overall losses and reduced their scale, and more than 100 Hong Kong-funded small and medium-sized enterprises in the Pearl River Delta region are on the verge of closure.

The problem is obvious, the situation is very serious, it is unrealistic to be too optimistic, and pessimism and passive waiting will not help. Only by adjusting policies and taking countermeasures in time can the losses be minimized. This year, I visited hundreds of member enterprises and held many symposiums to listen to opinions. Enterprises expect the government to support industries to the maximum extent and save enterprises. Some enterprises believe that the financial crisis has covered up the difficulties caused by excessive policy tightening to some extent; If we adjust the policies in time now, or leniently implement the policies that have been introduced, enterprises may be able to get out of the immediate predicament.

The most realistic thing now is, what if the wolf really comes? The government has the idea of the government, and the enterprise has the tricks of the enterprise. The key lies in how to avoid decision-making mistakes caused by information distortion, which is precisely the advantage of chambers of commerce and associations. I will make the following suggestions based on the survey results and analysis and judgment:

1, play the role of chambers of commerce and associations, and establish smooth information channels. Based on the special needs of the special period, it is suggested to establish a regular dialogue system as soon as possible to fully mobilize the role of the association in carrying out research work; Through dialogue and discussion with chambers of commerce and associations, city leaders can grasp the dynamic information of enterprises in time, fully grasp the present situation and trend of industry development, effectively absorb the opinions and suggestions of associations, and ensure the scientific, timely and effective decision-making.

2. Break through the excessive constraints of policies on enterprises in special periods, adjust policies in time or leniently implement established policies. For example, the Labor Contract Law is the first year of implementation, and it still needs running-in and balance. Due to different interpretations, the contradiction between labor and capital is on the rise. At present, the labor productivity is obviously declining, so it is suggested that the implementation scale of the labor contract law should be relaxed in difficult times. For another example, if an enterprise is temporarily closed due to operational difficulties, but does not want to lose customers, it may switch from direct production to trade bookkeeping, that is, it will operate through processing with supplied materials and outsourcing, which conflicts with the definition of industrial and commercial business scope and customs regulations on outsourcing. It is suggested that the relevant provisions of processing trade should be revised and a temporary licensing policy should be implemented for the above-mentioned behaviors of enterprises; In addition, the rising operating costs make it difficult for enterprises to survive, but enterprises still have to pay various taxes and fees for temporary closure. It is suggested that enterprises adopt a policy of recuperation and moderate reduction of land use tax, property tax, dike protection fee and other taxes and fees.

3. In the extraordinary period when the economic situation is not good, it is suggested that the government establish an emergency plan to prevent the socialization of enterprise problems. As the financial crisis has intensified its impact on the real economy, the domino effect of enterprise closure has emerged, and more and more social problems have been caused by bosses running away and enterprises' unpaid wages. It is suggested that the government should set up a special provision fund in addition to the wage protection fund, establish a rapid response mechanism, make rapid compensation, and resolve social contradictions in time.

4. Build a financial mutual aid platform for government departments, financial institutions and difficult enterprises to effectively solve the financing problems of difficult enterprises. Business failures are mostly caused by the break of the capital chain. It is suggested that the government set up a rescue fund for difficult enterprises, which not only provides direct guarantee or small loans for financing difficult enterprises, but also provides re-guarantee for banks to lend to difficult enterprises, so as to avoid subsequent social problems such as corporate arrears through early rescue; It is suggested that commercial banks take special relief measures such as relaxing mortgage and pledge conditions in difficult times of enterprises, such as providing loans for mortgages such as equipment and warehouse receipts of difficult enterprises, so as to support enterprises to tide over the difficulties with a positive attitude.

5. Turn crisis into opportunity, establish strategic alliance and use brand enterprises to expand domestic market. Many well-known brand enterprises in Shenzhen have accumulated brand advantages and domestic sales networks for many years, but the potential of these enterprises to integrate the industrial chain needs to be tapped; With the advent of the financial crisis, the export of OEM processing by processing trade enterprises is blocked, and the basic conditions for opening up the domestic market are not available. It is suggested that the government or industry associations should take brand enterprises as the leader, launch strategic alliances extensively, encourage processing trade enterprises to contract domestic brand enterprises and jointly expand the domestic market. In this way, in an extraordinary period, China's own brand has been developed, and the survival crisis of export-oriented enterprises has been solved.

6, the introduction of "enterprise dormancy" policy, to support enterprises for the winter. In order to tide over the difficulties, some foreign-funded enterprises adopt "dormancy therapy" to protect themselves, that is, in a short period of time (about one to two years), enterprises will lay off employees, or stop production altogether, or turn to outsourcing, but retain their business licenses; Enterprises are dormant and waiting to see, just like keeping the trunk and cutting off the branches and leaves. As long as the roots are there, the trunk will sprout as soon as it is warm in spring. Once the economy recovers, enterprises can resume production immediately. It is suggested that the government should introduce corresponding support policies, allowing enterprises to retain their business licenses, undertake outsourcing processing orders, reduce relevant taxes and fees, and lay off employees during the "dormant period".
