The people's governments of banners and counties should establish corresponding agencies to be responsible for the management of water resources and water conservation in their own banners and counties. The Municipal People's Government formulates plans for urban water use, water conservation and groundwater development and utilization.

Article 8 After the water use plan is issued, units that need to increase water consumption must apply to the Municipal Water Resources Management Bureau and Water Conservation Management Bureau according to the approval procedures of the water use plan, and go through relevant procedures. Article 9 Any unit that builds, expands or renovates projects or increases water intake must apply to the Municipal Water Resources Management Bureau and Water Conservation Management Bureau in advance for planned water use quotas, and have corresponding water-saving measures. After the Water Conservation Management Bureau agrees, the urban water supply capacity increase fee and water source construction fee must be paid. Otherwise, the planning department will not approve the project, and the water supply unit will not provide water. Article 10 When designing a construction project, the design unit shall select advanced water-saving technologies and equipment that comply with national regulations, and the construction unit shall construct in accordance with the design. Article 11 For new construction, expansion, and reconstruction projects, the construction unit must install and use water-saving sanitary ware and appliances of national standards. Article 12 After the construction project is completed, the Municipal Water Resources Management Bureau and the Water Conservation Management Bureau shall participate in the completion inspection and acceptance of water-saving facilities. If they have not been inspected or failed to pass the inspection, they will not be allowed to be put into use, and the water supply unit will not provide water. Article 13: Water-using units must implement water use plans and sign an "Entrusted Collection Agreement" with the Municipal Water Resources Management Bureau and the Water Conservation Management Bureau. For water exceeding the plan or quota, a 2-10 times price increase will be charged for the excess amount: 2 times the price if it exceeds 10%, 4 times the price if it exceeds 10%-20%; 6 times the price if it exceeds 20%-30%; Prices above 30% to 40% will increase by 8 times; prices above 40% will increase by 10 times. Article 14 Water-using units should strengthen planned water use and water conservation management, declare water use plans to the Municipal Water Resources Management Bureau and Water Conservation Management Bureau, and submit monthly water consumption statistical reports on a monthly basis. Article 15 When arranging the technical transformation plan of the unit, water-using units should give top priority to water-saving measures and adopt advanced water-saving technologies, processes and equipment. Article 16 Water supply units, water use units, housing management units and individuals shall promptly repair and maintain their respective water supply and water facilities, equipment and utensils according to property rights, and prevent leaks, leaks and leaks. Article 17 No unit or individual may use urban public water supply for irrigation of gardens, green spaces and farmland without the approval of the Municipal Water Resources Management Bureau and the Water Conservation Management Bureau. Containers must be used for cleaning and soaking construction materials such as sand and gravel. Water-saving measures must be taken when washing cars, etc. Article 18: Enterprises should adopt methods such as cleaning and diversion, closed-circuit circulation, etc. to improve the reuse rate of water. If the reuse rate of industrial water fails to meet the requirements, the water use plan should be reduced.

Urban residents are encouraged to use one water for multiple uses. Article 19 Water-using units and individuals are not allowed to engage in the following behaviors:

(1) Remove the lead seals of water measuring instruments without authorization;

(2) Failure to repair damage to water-use facilities in a timely manner Running, bubbling, dripping and leaking;

(3) Using bypass pipes without permission;

(4) Directly discharging indirect cooling water;

(5) Other behaviors that waste water.
