Chapter I General Provisions Article 1 In order to standardize pre-hospital medical emergency services, promote the development of pre-hospital medical emergency services and ensure people's health and life safety, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to pre-hospital medical first aid and related management activities within the administrative area of this Municipality.

Pre-hospital medical first aid as mentioned in these Regulations refers to medical activities such as on-site rescue and emergency treatment in transit under the unified command and dispatch of 120 Emergency Center before the acute, dangerous and seriously injured are sent to hospital for treatment. Article 3 Pre-hospital medical first aid is a public welfare undertaking and an important part of public health service.

City, district and county (city) people's governments are responsible for leading, organizing and coordinating pre-hospital medical emergency work, and should incorporate the construction of pre-hospital medical emergency system into the development plan of health undertakings at the corresponding level, establish a stable funding guarantee mechanism, and ensure its synchronous and coordinated development with the economy and society. Article 4 The municipal public health administrative department shall be responsible for the management of pre-hospital medical emergency treatment within the administrative area of this Municipality, and organize the implementation of these Regulations.

County (city) health administrative departments under the guidance of the municipal health administrative department, responsible for the management of pre-hospital medical emergency work within their respective jurisdictions; The district health administrative department shall, in accordance with the requirements of the municipal health administrative department, carry out pre-hospital medical emergency work within its jurisdiction.

Finance, public security, transportation, education, civil affairs, communications, electric power and other departments and units shall do a good job in pre-hospital medical emergency within the scope of their respective duties. Fifth organs, enterprises and institutions, social organizations, news media, neighborhood (village) committees should carry out public welfare publicity of medical first aid knowledge to raise public awareness of first aid. Chapter II Construction of Pre-hospital Medical Emergency System Article 6 In accordance with the principle of "overall planning, integration of resources, rational allocation and improvement of efficiency", this Municipality has established a pre-hospital medical emergency system with 120 emergency (command) center and hospitals undertaking pre-hospital medical emergency tasks (hereinafter referred to as emergency network hospitals) as the main body and social participation. Seventh city 120 emergency (command) center is responsible for the business management of the city's pre-hospital medical emergency, and specifically performs the following duties:

(a) responsible for the coordination, supervision and command of the city's pre-hospital medical emergency;

(two) to develop pre-hospital medical emergency work flow, service standards and emergency plans and other management systems;

(three) to undertake the direct command and dispatch of pre-hospital medical emergency in urban areas;

(four) to provide professional guidance to the county (city) 120 emergency (command) center and the emergency network hospital within the urban area;

(five) organize emergency drills regularly, and carry out research and popularization of new emergency medical technologies;

(six) the management of emergency reserve materials and equipment;

(seven) to organize the popularization of medical emergency knowledge;

(eight) to organize professional training and public welfare training for medical first aid;

(nine) other duties stipulated by the relevant laws and regulations and the Municipal People's government. Article 8 The establishment of 120 emergency (command) centers shall comply with the relevant provisions of the state, and a county (city) may not establish multiple 120 emergency (command) centers.

The county (city) 120 emergency (command) center shall establish a command and dispatch information system networked with the city 120 emergency (command) center. Ninth hospitals that meet the following conditions, the city and county (city) health administrative departments should be identified as emergency network hospitals, and announced to the public:

(1) General (secondary) hospitals and tertiary specialized hospitals with emergency departments;

(two) have a certain comprehensive treatment ability;

(three) equipped with doctors, nurses and medical rescue personnel in accordance with relevant laws and regulations (hereinafter referred to as emergency personnel), to undertake pre-hospital medical emergency tasks;

(4) The ambulance (hereinafter referred to as 120 ambulance) undertaking the pre-hospital medical emergency task and the first-aid drugs, equipment and instruments meet the relevant regulations;

(5) Other conditions stipulated by the administrative department of health.

Hospitals that meet the above conditions should undertake pre-hospital medical emergency tasks.

In areas where there is a shortage of pre-hospital medical emergency resources in this Municipality, the health administrative department of the city or county (city) may, according to the actual needs, determine the medical institutions that meet the requirements of items 2 to 5 of the first paragraph of this article to undertake the pre-hospital medical emergency tasks. Article 10 Emergency network hospitals shall standardize pre-hospital medical emergency work and obey the unified command and dispatch of 120 Emergency (Command) Center. Specifically perform the following duties:

(a) to carry out on-site rescue and emergency treatment on the way to the acute, dangerous and serious wounded and sick, and go through the handover formalities with the receiving hospital;

(two) in accordance with the relevant provisions of the 120 ambulance and emergency medicine, equipment, equipment and personnel for daily management;

(three) the implementation of the 24-hour duty system;

(four) do a good job in the registration, statistics, storage and reporting of pre-hospital medical emergency information;

(five) other duties as prescribed by laws and regulations. Article 11 According to the population, geographical scope, economic conditions and other factors in the administrative area, according to the standard of at least 1 ambulance for every 40,000 people, equipped with 120 ambulance.

120 emergency (command) center should be equipped with rescue, protection and special 120 ambulances to meet the needs of emergency medical treatment.

120 ambulance and vehicle-borne first aid facilities, satellite positioning equipment, communication equipment, monitoring equipment, information transmission equipment, signs and patterns shall comply with the relevant provisions of the administrative department of health.
