Consumers spend more money and think they are enjoying a free lunch. At the same time, if there is a problem with the service provided in the name of free, the designer can also be irresponsible.
Shady 2: Free decoration design can be simple.
In decoration, the most important thing is the decoration design and construction drawing. A set of home improvement design drawings should at least include 15 original house survey drawings and renovation design drawings. Taking hydropower transformation as an example, the common practice of "free" is to draw pictures on the spot during construction or even sketch after completion. Of course, a clear design fee agreement needs to be signed. In the Interim Measures for the Administration of Interior Designers in Shanghai, it is clear that the design fee is divided into four steps, and 20%, 50%, 20% and 10% of the design fee are paid according to the progress. Every time a consumer pays, both parties need to sign for confirmation. After the contract is signed, the consumer pays the down payment of 20% of the total design price; After the preliminary scheme is determined, pay the second-phase design fee of 50% of the total design price; After the drawings of the second design stage are confirmed, the design fee of the third stage is 20% of the total price; After the complete set of drawings is completed, the consumer pays the balance of the design fee, and the designer hands in two sets of bound drawings, one for the bottom and the other for the construction. In this way, only when consumers choose the charging design can they get the service guarantee they deserve.
Recently, the Interim Measures for the Administration of Interior Designers in Shanghai formulated by Shanghai Decoration Industry Association clearly pointed out: "Insist on paid design services, and free design behavior will be recorded as unfair competition in the integrity file of designers." However, at present, there are no explicit restrictions on free design in many places in China. In this regard, director Zhu Bingsheng of the decoration industry management office believes that "free design" cannot guarantee the design level, and the design scheme is often full of loopholes, so consumers must be cautious when choosing.
