According to the former National Ministry of Personnel’s “Interim Regulations on Public Recruitment of Staff by Public Institutions” (Ministry of Personnel Order [2005] No. 6) and the former Provincial Department of Personnel’s “Measures for Public Recruitment of Staff by Public Institutions in Shaanxi Province” (Shaanxi Province In accordance with the spirit of Human Development (2006) No. 10), after research and decision, it was decided to openly recruit from the public the staff that need to be supplemented in provincial institutions in 2010. Relevant matters regarding the recruitment work are now announced as follows:
1. Recruitment quotas
In 2010, Shaanxi Provincial institutions directly recruited 713 staff members, including 50 for management positions and professional and technical positions. There are 663 positions. Please see the attached table for specific recruitment units and positions.
II. Recruitment Targets and Conditions
(1) Recruitment Targets
College and technical secondary school students who graduated in 2010 and college and technical secondary school graduates who have not been employed in the past and other personnel who meet the job requirements. The specific qualifications required for the recruitment positions are determined according to the job requirements in the attached table.
(2) Basic conditions for applicants
1. Have the nationality of the People’s Republic of China and enjoy the political rights of citizens;
2. Observe disciplines Be law-abiding and of good conduct;
3. Have the professional knowledge, education and business abilities required for the position being recruited;
4. Have the physical condition to adapt to the job requirements;

3. Methods and steps
This open recruitment will be based on the announced recruitment positions and required qualifications, registration and qualification review, written examination (public *** subject examination and professional subjects Methods and steps such as examinations), interviews, physical examinations, inspections, and employment procedures are implemented.
(1) Announcement of recruitment positions and qualifications
On the portal website of the People’s Government of Shaanxi Province (www.shaanxi.gov.cn) and the website of the Department of Human Resources and Social Security of Shaanxi Province ( Announcements will be published uniformly on websites such as www.shaanxihrss.gov.cn), Shaanxi Personnel Examination Network (www.sxrsks.cn), and China Xi'an Talent Network (www.xajob.com). (2) Registration and preliminary qualification review
This recruitment will adopt online registration and preliminary qualification review. There is no on-site registration.
1. Registration time: 8:00 on April 17, 2010 - 18:00 on April 21, 2010.

3. Online registration and preliminary qualification review: Applicants directly log in to the published registration website and fill in their identity truthfully Information will be subject to preliminary online qualification review by each competent department according to the published qualifications within 48 hours after the applicant submits the registration information. Information that has passed the review may not be changed. If the information filled in by the applicant does not match his or her true information, the applicant shall be responsible for the consequences. Anyone who commits fraud will be disqualified from examination and employment upon verification. Applicants can only choose one position in one unit to register. They cannot register with the old and new ID numbers at the same time. The ID card used for registration and examination must be consistent. The specific operation methods for online registration shall be carried out in accordance with the "2010 Shaanxi Provincial Public Institutions Open Recruitment Online Registration Implementation Measures for Staff Examination" published online. The online qualification review period is from 8:00 on April 17 to 18:00 on April 23.
4. The examination fee standards are approved by the Provincial Price Bureau and the Provincial Department of Finance's "Notice on Relevant Issues Concerning the Recruitment of Institutional Staff and National Civil Servant Charges" (Shaanxi Price and Fee Transfer [2001] No. 89) The standard fee is 50 yuan per person per subject. The examination fee for public subjects is 50 yuan. Applicants must pay online after passing the online review. The examination fee for professional subjects is 50 yuan, which is collected by the competent departments of each employer from applicants who have obtained professional examination qualifications. Applicants from urban families and extremely poor rural families who enjoy the national minimum living security allowance are exempt from paying examination fees. 5. Online payment and download of admission ticket: Candidates who have passed the qualification review should log in to the published registration website within the specified time and make online payment. The payment time is from 9:00 on April 17th to - April 24, 18:00. Failure to pay online within the stipulated time will be deemed to have given up the registration. Candidates who have paid the fee from 9:00 on May 17 to 18:00 on May 21 should download and print the admission ticket from the registration website. 6. Position examination ratio: According to the "Shaanxi Provincial Public Institutions Public Recruitment Measures for Staff", applicants for the same position must compete, and the ratio of the number of recruits to the number of applicants generally cannot be less than 1:5 Ratio. If this ratio is not reached, except for special industries and talents urgently needed to be introduced, in principle, the recruitment plan for this position will be canceled or professional adjustments will be made, and no supplementary application will be made.
If the position is canceled without professional adjustment, the Shaanxi Personnel Examination Center will be responsible for refunding the registration fee.
(3) Examination and inspection
1. Written test. Including public subject examinations and professional subject examinations.
The public *** subject examination time is: May 23, 2010 (for specific location and time arrangement, please see the admission ticket). Applicants should take the exam on time according to the time and place specified on the admission ticket. The scope of the public *** subject examination is: Principles of Marxist philosophy, introduction to Mao Zedong Thought, theoretical system of socialism with Chinese characteristics, overview of public institutions, professional ethics, law, official document and thesis writing, scientific and technological knowledge and environmental protection, knowledge of literature and history, Shaanxi Province Emotional knowledge and other aspects. The reference textbook is: "Special Textbook for Open Recruitment of Staff in Public Institutions in Shaanxi Province—Basic Knowledge of Public Accountants (2010 Edition)" (published by Northwest University Press). For this uniformly organized open recruitment examination, the recruitment agency will not hold or entrust any unit or individual to hold coaching and training classes.
In early June, the public *** subject examination results will be announced. The results of the written examination of public affairs subjects and the list of qualified candidates can be found on the Shaanxi Provincial People's Government Portal (www.shaanxi.gov.cn) and the Shaanxi Personnel Examination Network (www.sxrsks.cn). Those who pass the public *** subject examination should promptly contact the competent department of the applicant unit for consultation on matters related to the qualification review.
According to the public subject examination scores of the applicants, the applicants for the professional subject examination will be determined from high scores to low scores in a 1:5 ratio of the planned number of announced recruitment positions. When participating in the qualification review, fresh graduates must bring their ID card, student ID card, graduate employment recommendation form and relevant documents required for the position; previous graduates must bring their ID card, graduation certificate and relevant documents required for the position in the public institution. Qualifications will be reviewed uniformly at the time and place designated by the competent department. Applicants who fail the review will be disqualified from the professional subject examination, and will be replenished in order from high scores to low scores according to the public subject examination scores. Public subject examination results are only used as qualifications for professional subject examinations.
Professional subject examinations and interviews are scheduled to be held from June 8th to June 28th. The specific time and location of the professional subject examination will be on the Shaanxi Provincial People's Government Portal (www.shaanxi.gov.cn), the Shaanxi Provincial Department of Human Resources and Social Security website (www.shaanxihrss.gov.cn), and the Shaanxi Personnel Examination Network ( Announced on www.sxrsks.cn) and China Xi’an Talent Network (www.xajob.com). After the professional subject examination, based on the professional subject examination scores of the applicants, the candidates to participate in the interview will be determined from high scores to low scores in a ratio of 1:3 to the number of announced recruitment plans. Professional subject examination scores are only used as qualifications for interviews.
2. Interview: The competent department of the public institution shall be responsible for notifying the applicants who have passed the professional subject examination of the specific time and place of the interview. After the interview, based on the interview scores of the candidates, the candidates for the physical examination will be determined from high scores to low scores in a 1:1 ratio to the number of planned recruitment positions.
3. Physical examination: It shall be organized and implemented by the competent department of the public institution. The competent department of the public institution shall be responsible for notifying the applicants who participate in the physical examination of the specific time and place to go to the designated hospital for physical examination. Except for special requirements of the industry, physical examination standards shall be implemented with reference to the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)".
4. Inspection: The competent department of the public institution, together with the public institution, is responsible for organizing an inspection of the applicants who have passed the physical examination. Focus on examining the candidates' ideological and political qualities, abilities, compliance with laws and regulations, moral character, and situations that need to be avoided.
Those who fail the physical examination and inspection shall not be employed. The vacant places will be filled in order of performance ranking after being approved by the competent department and reported to the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security for approval. The list of qualified personnel for professional subject examinations, the list of interviewees, the interview scores, the list of physical examination and inspection personnel, the list of personnel to be hired, etc. shall be reported to the Provincial Party Committee Organization Department and the Provincial Department of Human Resources and Social Security for approval by the competent departments of public institutions and then published on the provincial government portal. Announced on the website, the competent department of the public institution is responsible for publicizing it on the website of the department, certain media or places.
(4) Recruitment
The competent departments of public institutions shall submit the list of personnel to be hired to the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security for review and approval before July 5. The Organization Department and the Provincial Department of Human Resources and Social Security uniformly announced the list of personnel to be hired, and issued a uniformly printed "Shaanxi Provincial Institution Recruitment Notice for Staff Recruitment." Newly hired personnel shall handle personnel, salary, household registration transfer and other relevant procedures with the recruitment notice. Newly hired personnel enjoy the same treatment as existing employees of the unit. Employers should sign employment contracts with newly hired personnel in a timely manner in accordance with relevant regulations, establish personnel relationships, and assist in completing relevant procedures. They must not shirk or refuse to handle the process for any reason. Any disputes arising from personal reasons or other matters unrelated to the employment of newly hired personnel shall be borne by the newly hired personnel themselves.
A probation period system is implemented for newly hired personnel, and the probation period shall be implemented in accordance with the "Interim Measures for the Management of Employment Contracts of Public Institutions in Shaanxi Province". Those who pass the assessment at the end of the probationary period will be formally employed; those who fail will have their employment qualifications revoked.
