The Wenzhou Municipal Health Commission announced the list of medical institutions providing palliative care services in Wenzhou in 2022. As of the end of September, there were 35 medical institutions in our city providing palliative care services. It is understood that currently, the medical insurance department has included patients with terminal tumors in the daily settlement of inpatient beds in the hospice unit.

Previously, our city was selected into the second batch of hospice care pilot areas in the country in 2019.

Palliative care service medical institutions provide physical, psychological, spiritual and other aspects of care and humanistic care to end-stage disease or elderly patients before death by controlling pain and discomfort symptoms to improve their lives. Quality, a medical institution that helps patients die comfortably, peacefully and with dignity. Hospice services mainly include inpatient hospice services and home hospice services. Home hospice services are provided through home beds.

In May this year, four departments including the Municipal Health Commission jointly issued the "Wenzhou Hospice National Pilot Work Action Plan", which is based on the actual development of hospice and focuses on the construction of service systems and deepening of service connotation. , improve service capabilities, and propose 11 specific measures in three aspects.

Increase the supply of palliative care services

Proposed to promote the city’s second-level and above public general hospitals to provide services in hospice care, geriatric medicine, oncology, internal medicine, pain, general practice, and emergency Departments and other related departments choose to carry out palliative care services. Promote community health service centers with beds to select hospice care, general practice, internal medicine and other related departments to provide palliative care services, and at the same time provide home palliative care service projects in combination with home bed services. Encourage and standardize the provision of palliative care services by private medical institutions and integrated medical and nursing care institutions.

Improve the quality of palliative care services

It is proposed to speed up the construction of palliative care guidance center. Establish palliative care guidance centers and quality control centers at the city and county levels to promote palliative care management and improve medical quality. Carry out activities to create hospice care demonstration wards. Institutions that create hospice care demonstration wards will be given a construction subsidy of 30,000 yuan over two years. Standardize palliative care services. A financial subsidy of 2,000 yuan per case will be given to hospice care service institutions for inpatient cases in the hospice care group, and 1,000 home hospice care services will be provided to community hospice care service institutions determined by the county health administrative departments to provide home hospice care services. A financial subsidy of RMB 2,000 per case. For the same hospice case that has received hospitalization and home services, a one-time financial subsidy of 2,000 yuan will be given to the hospice service agency in accordance with the principle of "higher rather than lower". Financial subsidies for medical institutions to provide home hospice services are regarded as income from "home medical services for the elderly."

Cultivation of palliative care talent team

Requires the establishment of a city-wide palliative care expert database to provide intellectual support for the city's palliative care policy formulation, training and education. Establish a municipal palliative care training base, formulate and improve palliative care training courses, and build a number of practice bases. Incorporate the training courses of the municipal palliative care training base into the municipal continuing medical education project and the palliative care demonstration ward standard system. Promote the construction of a number of hospice care education bases and education demonstration sites, carry out various forms of life education, and strengthen the publicity and guidance of hospice care in the community and at home. Carry out rotation training programs for health technicians in palliative care services at primary medical and health institutions and implement hospice care “life care therapist” training programs.
