In order to meet the needs of recruiters in public institutions, according to the relevant provisions of the Detailed Rules for the Implementation of Public Recruiters in Public Institutions in Laibin City (Laibin Zhengban [20 1 2]186), our bureau is scheduled to openly recruit staff in public institutions14 in September of 20/KLOC-0. The relevant matters are hereby announced as follows:
First, the basic conditions of recruitment
(1) Having China nationality;
(2) Abiding by the Constitution and laws;
(3) Having good conduct;
(4) Born between 18 and 40 years old (1974 August 31~1996 August 31);
(5) Physical conditions that meet the requirements of the post;
(6) Having the academic qualifications, degree requirements, post qualifications, professional qualifications and skill requirements required for the recruitment position;
(7) Having other qualifications specified in the recruitment position;
(8) Persons under any of the following circumstances may not apply for the examination:
1. Persons who have received criminal punishment for crimes or have been dismissed from public office;
2. Persons who are found to have violated disciplines and regulations in the recruitment of civil servants or institutions at all levels and are prohibited from applying for the disciplinary period of civil servants and institutions in our district;
3. Active servicemen;
4. Graduates who are not in 20 14;
5. Civil servants or staff of public institutions who have been dismissed for less than 5 years;
6. Persons who have not been disciplined by Party discipline or government discipline or who are undergoing disciplinary review;
7. Persons suspected of violating the law and committing crimes who are under judicial investigation and have not yet reached a conclusion;
8. Other persons who are not allowed to be recruited as personnel of public institutions as stipulated by law.
On-the-job staff of state organs and institutions must obtain the consent of their work units and obtain a written certificate from their units before they can apply for the exam.
Second, the registration procedure
(1) Inquiries about recruitment positions. The recruitment positions, numbers and qualifications are detailed in the attached table. Applicants who need to consult job qualifications, remarks and other information, please contact our bureau directly (see the attached table for contact information).
(2) registration. Applicants download the application form (Annex 2) in duplicate, fill in relevant information, and fax or mail their application materials (subject to postmark) to our bureau for qualification examination. The examination materials include: registration form, my valid resident ID card, graduation certificate, degree certificate (employment recommendation form stamped with the official seal of the school provided by 20 14 fresh graduates), qualification certificate of holding (occupation) industry, certificate of consent to apply for the exam issued by the unit and other qualification certification materials required for applying for the post, each 1 copy.
Registration time: from now until August 22nd.
(3) qualification examination. Our bureau will examine the qualifications of candidates according to the qualifications and related requirements of recruitment positions.
Qualification examination time: August 25th to August 26th 20 14.
Third, assessment and physical examination
Determine the assessment candidates from those who have passed the qualification examination.
(1) evaluation. According to the relevant provisions of "Laibin City Civil Servant and Public Institution Staff Recruitment (Employment) Assessment Method (Trial)" (Lai Zhengfa [2007] No.40), the assessment object was assessed. The assessment focuses on candidates' ideological and political quality, moral quality cultivation, professional ability, law-abiding, job matching and so on. The assessment team should listen to opinions widely, be comprehensive, objective and fair, write written assessment materials truthfully, and review the qualifications of the assessment objects again.
(2) physical examination. The physical examination shall be carried out according to the relevant provisions of the General Standard for Physical Examination of Civil Servants (Trial) (People's Republic of China (PRC) Ministry of Health [2005]1No.), and the industrial physical examination standards shall be carried out according to the industrial standards (except for special occupations approved and announced by the Ministry of Health, hepatitis B project testing is not required).
"General Standard for Physical Examination of Civil Servants (Trial)" If the items such as central rate, vision, hearing and blood pressure fail to meet the physical examination standard, re-examination will be arranged on the same day; If the items such as borderline heart murmur, pathological electrocardiogram, pathological murmur and frequent premature beats (confirmed by electrocardiogram) fail to meet the physical examination standards, a re-examination shall be arranged on the spot. Candidates who have doubts about the results of the physical examination items that have not been re-examined on the same day or on the spot may apply for a re-examination within 7 days from the date of receiving the notice of the conclusion of the physical examination, and will be re-examined after approval by our bureau. The implementation unit shall keep the reinspection items strictly confidential. In principle, items that have not been re-examined on the same day or on the spot shall not be re-examined in the original medical examination hospital, and the re-examination can only be carried out once. The results of the medical examination shall be subject to the re-examination conclusion. According to the "Special Standards for Physical Examination of Civil Servants (Trial)", the physical examination items will not be re-examined.
Physical examination and re-examination shall be conducted in the medical institution designated by Lai Zhengfa [2008] No.31.
The medical examination funds shall be borne by the candidates themselves. According to the relevant documents of the people's government of the autonomous region, graduates from poor families may be exempted from paying the medical examination fee after submitting a written application, and the medical examination fee shall be borne by our bureau.
Examination and physical examination time: before September 20, 20 14.
Four. Approval and employment
(1) According to the examination and physical examination results of candidates, the list of candidates to be recruited is determined by the collective research of the unit, reported to the Municipal Human Resources and Social Security Bureau for review, and publicized on the Laibin Talent Network, the work area of the unit or the website of the department. The publicity contents include post qualifications, name and gender of the person to be recruited, work unit or graduate school, major and supervision telephone number, etc. The publicity period is 7 working days. If there is any objection to the personnel to be hired during the publicity period, our bureau will review it in time. If the problems reflected affect the employment and there is evidence, the employment qualification will be cancelled; If it is difficult to verify the problems reflected, the examination and approval will be suspended, and then whether to hire or not will be decided after the conclusion comes out.
Publicity time: before September 30, 20 14.
(2) If there is no objection after publicity, fill in the Examination and Approval Form for Public Recruiters in Laibin City Institutions, and go through the employment formalities after being audited by the Municipal Human Resources and Social Security Bureau.
Time for submission of approval materials: before 20141June 10.
(three) the recruitment unit and the employed staff signed the "employment contract of public institutions", the term is generally not less than 3 years. The probation period can be agreed upon when signing the employment contract, and the probation period is included in the term of the employment contract. If the term of the employment contract entered into by the new employee and the institution is more than 3 years, the probation period is 12 months. The probation period can only be agreed once. The salary and welfare during the probation period shall be implemented in accordance with the relevant provisions of the state and the autonomous region. Those who pass the examination after the probation period will be hired; Those who fail will be dismissed.
Employment approval time: before the end of 20 14 10.
Five, strengthen leadership and strict discipline
(1) I will implement the principles of "openness, fairness, justice" and "competition and merit-based", earnestly strengthen the leadership of recruitment, and make careful organization, careful deployment and close cooperation to ensure the orderly development of open recruitment;
(two) the implementation of the avoidance system. Anyone who has a husband-and-wife relationship, lineal consanguinity, collateral consanguinity within three generations or close affinity with the person in charge of the recruitment unit shall not serve in the positions of secretary, personnel, finance, discipline inspection, etc. and positions with direct superior-subordinate leadership. In the process of open recruitment, the personnel involved in open recruitment should avoid the above-mentioned relatives or other situations that may affect the fairness of recruitment.
(three) in accordance with the requirements of "who reviews, who is responsible", designate a person to be responsible for the qualification examination.
(four) to carry out recruitment work in strict accordance with the relevant policies and regulations of open recruitment, and consciously accept the supervision of the society and the masses, and immediately correct any irregularities or fraud; Those who participate in open recruitment violate the operating rules, practise fraud, engage in malpractices for personal gain or neglect their duties in qualification examination, interview, examination and physical examination. Depending on the seriousness of the case, the relevant responsible persons shall be dealt with severely according to the regulations, and those who violate the criminal law shall be investigated for criminal responsibility by judicial organs according to law.
(5) Applicants who violate disciplines in registration, physical examination and assessment shall be severely dealt with in accordance with the relevant provisions of the Measures for Handling Disciplinary Violations in Civil Service Recruitment Examination (Trial) (Ministry of Human Resources and Social Security [2009]126).
(six) candidates must apply in good faith, and one of the following acts will be punished accordingly:
1. If the documents and materials provided are incomplete, untrue or inconsistent with the qualifications specified for the position, the examination qualification will be cancelled;
2, after the announcement of the list of examiners, give up physical examination, inspection and other links, within 2 days after receiving the notice for the first time to provide a written waiver of the application, recorded in the integrity file, no punishment; If the above-mentioned situations have occurred for 2 times, you may not apply for our bureau or institution within 1 year; If you fail to provide a written waiver application within 2 days after receiving the notice, you may not apply to our bureau or our hospital for admission within 2 years.
3. If the list of persons to be employed is abandoned after publicity, it shall not be allowed to apply for our bureau and institutions within 3 years.
4. After being hired as a staff member of a public institution, if you fail to report or give up during the probation period, you may not apply for our bureau or public institution within 5 years.
(seven) to violate the open recruitment discipline or do not have the recruitment qualifications, fraud and conceal the real situation, cancel the employment qualification; Those who have been employed shall terminate the employment contract and retire.
