The detailed rules for the implementation of the regulations on the administration of medical institutions stipulates that:

Article 20? The local health administrative department at or above the county level shall examine and approve the establishment of medical institutions according to the local medical institution establishment plan and these rules. ?

The application for the design of a medical institution shall not be approved under any of the following circumstances:

(a) does not conform to the local "medical institutions planning"; ?

(two) the client does not meet the prescribed conditions; ?

(three) can not provide the credit certificate that is suitable for the total investment; ?

(four) the total investment can not meet the budget expenditure; ?

(five) the location of medical institutions is unreasonable; ?

(six) the treatment scheme of sewage, dirt and feces is unreasonable; ?
