Chapter I General Provisions Article 1 These Measures are formulated in order to ensure the effective implementation of the foreign trade management system and facilitate the railway transportation business. Article 2 Inbound and outbound trains must stop at border posts and accept customs inspection. The stay time of freight trains shall be stipulated by the frontier station in conjunction with the customs. The stay time of passenger trains shall be stipulated by the Ministry of Railways in conjunction with the Ministry of Foreign Trade and Economic Cooperation.

The term "trains" as mentioned in these Measures includes locomotives, buses, trucks, postal vehicles, baggage cars and cabooses. Article 3 The inbound train stops at the frontier station until the customs inspection is completed, and the outbound train starts from the beginning of the customs inspection until the train starts. Without the permission of the customs, it shall not be moved, disintegrated or transferred.

When the customs checks the train, the station (or train conductor) shall assign staff to be present and be responsible for opening the doors, rooms or parts of the train that may contain smuggled goods according to the requirements of the customs. Article 4. When the customs checks the inbound and outbound trains, it finds that there are goods, articles or other illegal or suspected sabotage cases that are not listed in the documents, and when necessary, it can notify the station to move the relevant vehicles to the designated place for handling. Article 5 Copies of inbound and outbound business records or ordinary records of goods, luggage and parcels that have not gone through customs formalities compiled by the railway shall be sent to the customs by the station that has gone through customs formalities. Article 6 The articles carried by inbound and outbound train service personnel shall be limited to personal use or public goods that must be used during personal travel.

Without the permission of the customs, the train service personnel shall not leave the train before the customs inspection of the inbound train is completed and after the customs inspection of the outbound train begins. Article 7 Except for the entrances and exits necessary for passengers and railway personnel, the stations of frontier stations shall be responsible for closing the entrances and exits from the time when the inbound train arrives or the outbound train is inspected by the customs, and shall not be opened until the inbound train is inspected by the customs and the outbound train stops. Article 8 The Customs has the right to inspect all trains parked at border stations, and the border stations shall provide assistance. Chapter II Customs Declaration and Clearance of Inbound and Outbound Trains Article 9 The time, number and stopping place of inbound and outbound trains at the frontier station shall be notified to the customs in advance by the frontier station. Article 10 When the inbound train arrives at the frontier station, the train conductor or the station shall submit the train formation form (or cargo waybill) to the customs before the outbound train leaves the frontier station. Article 11 The customs shall notify the station in time after checking and releasing the train. For inbound passenger trains, if the customs cannot complete the inspection of passengers' luggage and articles during the train stay, it may send personnel to continue the inspection with the vehicle, and the stationmaster of the border station will issue a certificate of free round-trip ride. The relevant stations and train conductors should facilitate the round-trip travel of customs officials. Chapter III Customs Declaration, Inspection and Release of Inbound and Outbound Goods, Luggage and Parcels Article 12 For inbound and outbound goods, luggage and parcels through combined transport, frontier stations shall submit the following relevant documents to the Customs for customs declaration:

( 1)? Cargo waybill or baggage and parcel delivery declaration form and accessories;

(2)? Import or export license (list of goods);

(3)? Delivery list of goods or delivery list of luggage and parcels;

(4)? Truck loading list;

(5)? Other documents and certificates required by the customs. Article 13 For imported goods and parcels that go through customs formalities at the arrival station and export goods and parcels that go through customs formalities at the departure station, the receiving and delivery department or its agent shall submit the following documents to the customs for declaration:

( 1)? Goods waybill or parcel delivery declaration and its attachments;

(2)? Import or export license (list of goods);

(3)? Other documents and certificates required by the customs.

Imported baggage with value tickets should arrive at the station with customs, and exported baggage should go through import and export formalities with customs at the departure station with customs.

The above-mentioned goods, parcels and luggage shall not be delivered or carried by the railway without customs inspection and release. Article 14 Frontier stations and arrival and exit stations of import and export goods shall promptly notify the customs of the place where the customs formalities have not been completed, or the time and place when the goods are handed over, loaded and unloaded. When the customs examines the goods, it shall be responsible for handling the work of sealing the car, opening the door or opening the lid, moving or unloading the goods, unpacking, weighing and repackaging according to the requirements of the customs. Article 15 Goods, luggage and parcels that do not conform to the above-mentioned documents may be detained by the customs without a waybill or a declaration form for the delivery of luggage and parcels. When the above-mentioned documents are reissued or submitted at the station to prove that they are goods, luggage and parcels listed in the original documents, the customs may release them; According to the requirements of the station, you can also allow to go abroad or return to the original station. Article 16 After the goods, luggage and parcels have been inspected by the customs, they shall be stamped with the stamp of "goods released" on the waybill or the declaration form of luggage and parcel delivery, and returned to the station as the certificate of customs release of the goods. Chapter IV Procedures for Carrying Goods under Customs Supervision Article 17 Goods under customs supervision refer to imported goods, luggage and parcels that have not gone through customs formalities, and exported goods, luggage and parcels that have gone through customs formalities and transit goods, luggage and parcels.
