These strategies of Liu played a certain role in stabilizing Xikang and developing economy at that time.
At that time, the urban area of Ya 'an was very small, with narrow streets and messy city appearance. Only wooden boats crossed the river. 1942, Liu rebuilt the old street and expanded the new city. 1943, Liu donated money for his 50th birthday to build the first river-crossing bridge in Ya 'an-Qingyijiang Tiesuo Bridge, and named it "Bridge".
In education, Liu spared no effort to promote advanced culture and education in Xikang, and even set up special night schools to eliminate illiteracy. In addition to the traditional school education in China, as early as 1922, Shi Mianzhi, a doctor of education from the United States, began to build a private Mingde middle school in Zhangjiashan, Yucheng District with the support of the Christian Baptist Church. Shi Mianzhi became the first principal of this school. Previously, foreigners had established private Mingde primary schools in Zhongjie and Xiaobei Street in Ya 'an City. In Lushan, they also established a private Mingde Primary School. According to records, at that time, Christian friends and families in Ya 'an, some more enlightened squires, wealthy businessmen running businesses and shops, and many people with local government backgrounds sent their children to this relatively "foreign" middle school. According to records, at that time, although students did not have to pay tuition and living expenses, there were even cases where families were relatively difficult and relied on school loans for subsidies. Teachers and students in Mingde Middle School eat and live together every day. If students have any questions, they can always ask the teacher for advice. Sometimes, they will go to the messy graves at the foot of the mountain to find the skeleton, so as to find out the structure of the human body in the physiological health class.
In the fifth year after Xikang was established as a province (1944), Xikang Provincial Girls' Middle School was also established in the position of the former Yazhou Confucian Temple (Yayi Middle School, now Tianjiabing Middle School), and insisted on enrolling girls exclusively until the second half of 1949, which was also the last "38th Line" for boys and girls in Ya 'an Student Branch. From the founding of the school to the liberation of Ya 'an in February 1950, this girls' middle school enrolled thousands of students and trained many outstanding talents for Ya 'an. At that time, Xikang Girls' Middle School was divided into high school and junior high school. High school girls wear blue cheongsam every day, and junior high school students dress up as scouts. In a record of the Municipal Archives, the situation of girls' middle schools was recorded in detail: "Girl Scouts in middle schools should be trained in military skills such as ambulance, bridge repair and air defense. And the political course textbooks are also written by soldiers. "
During the 22 years when Liu was in charge of Kangqu, under the complicated pressure of the central government, Sichuan, Tibet and Kangqu at that time, the governance of Kangqu was a combination of path dependence and institutional innovation. Support the government with the army, respect Tibetan Buddhism, and concentrate on path dependence with Tusi and others; Make every effort to build a province, implement cadre training, develop economic education, and carry out institutional innovation.
