The relevant matters are hereby announced as follows:
I. Application conditions
(a) with China nationality, law-abiding, support the leadership of the China * * * production party and the socialist system, good conduct, no criminal record, with the physical conditions necessary for the normal performance of job responsibilities and the specific qualifications stipulated in the recruitment position. (3) Household registration requirements for this recruitment (the household registration is based on the household registration location on March 4, 2023).
1. Those who apply for the post of "Retired Military Personnel of College Graduates with Five Years of Active Service" are limited to Changzhou household registration;

(4) The "2023 graduates" in the recruitment target refers to those who graduated in 2023 and have obtained graduation certificates (degree certificates).

Those who graduated from ordinary colleges and universities in 2023 and 2022 and were not employed ("Unemployed" refers to those who were not employed at the time of registration, the same below), and those who graduated abroad in the same period and completed the academic certification of the Study Abroad Service Center of the Ministry of Education before March 4, 2023 but were not employed may apply for the post of "2023 Graduates".
Those who participate in grass-roots service projects, who have no work experience before participating in the service projects, have completed their service within 2 years and passed the examination (the deadline is March 4, 2023), can apply for the post of "2023 Graduates".
Those who are recruited as conscripts by recent college graduates within 1 year (the deadline is March 4, 2023) can apply for the post of "2023 Graduates".
(5) Persons who apply for the post of "Retired Military Personnel of College Graduates who have served in active service for five years" refer to retired military personnel who have been recruited to serve in active service for five years during their studies in ordinary colleges and universities with unified enrollment nationwide or after graduation.
Among them: those who have been disciplined or criminally punished during their service may not apply for the exam.
(6) Except for the fresh graduates of ordinary colleges and universities in 2023 who meet the conditions of relaxing the date of obtaining the diploma (degree certificate), other personnel must obtain the diploma (degree certificate) before March 4, 2023 before entering the examination; International students must complete the academic certification of the Study Abroad Service Center of the Ministry of Education before March 4, 2023 before they can apply for the exam.
(7) If the recruitment position requires CET-6, the corresponding qualification certificate shall be provided. If there is only a notice of CET-6 test results, the corresponding score shall not be less than 425 points in principle.
Overseas students who have obtained a degree in a country where English is the official language can apply for a position requiring Band 6, without providing a certificate of conformity or a notice of Band 6 results.
(eight) the professional and technical qualification certificate, professional (executive) qualification certificate and examination certificate required for the recruitment position shall be obtained before March 4, 2023.
(nine) students from Taiwan Province Province who have obtained the qualifications of ordinary colleges and universities in mainland China and other residents of Taiwan Province Province who have obtained the qualifications recognized by mainland China shall apply according to the relevant provisions of the state and Jiangsu Province.
(10) The following persons are not allowed to apply:
1. Active servicemen or non-2023 graduates of ordinary institutions of higher learning with national education sequence;

4. The new Measures for Open Recruitment of Institutions in Jiangsu Province came into effect on March 13, 2020. (2) Matters needing attention in registration
1. Each applicant can only choose one position to register, and the ID card used for registration and examination must be the same.
2. The major of this open recruitment position is set with reference to the Professional Reference Catalogue of Civil Servants in Jiangsu Province in 2023 (Annex 2), and the majors of applicants should meet the professional requirements of the position.
The majors not listed in the professional reference catalogue and the graduation majors of overseas students shall be determined by the recruiting unit or its competent department according to the professional conditions stipulated in the recruitment announcement, the professional courses and research directions of the applicants, and whether they meet the professional requirements of the recruitment positions.
A major whose professional name has been adjusted, before or after the adjustment, meets the professional requirements of the recruitment position, and the graduation school proves in writing that the major before and after the adjustment is the same major or the professional courses are basically the same, which is regarded as meeting the professional requirements.
3. The recruiting unit or competent department shall conduct online qualification preliminary examination according to the information provided by the applicants.
Applicants who have objections to the preliminary examination opinions should state the reasons to the recruiting unit or the competent department in time, and the contact information can be inquired from the "contact telephone number" column of the corresponding post in the post table.
The information after passing the preliminary qualification examination shall not be changed. Applicants who fail to pass the qualification examination may apply for other qualified positions during the registration period.
4. After submitting the registration information online, applicants can go to the registration website to check whether they have passed the preliminary qualification examination. Those who have passed the preliminary qualification examination (including uploading photos) pay the written registration fee 100 yuan online.
5. Failure to upload photos online on time and pay the written registration fee is deemed invalid.

Successful applicants whose recruitment positions have been reduced or cancelled can change to other qualified positions at 9:00- 12:00 on March 9, 2023.

Third, the examination method
In this open recruitment, written test, professional test and interview are combined for positions with professional test, and written test and interview are combined for positions without professional test. See the position table for specific examination methods and comprehensive score calculation methods.
The written test is organized by the municipal public recruitment comprehensive management department (Changzhou Municipal Party Committee Organization Department, Changzhou Human Resources and Social Security Bureau).
Professional tests and interviews are organized and implemented by personnel examination institutions entrusted by the competent department of the recruiting unit.
(1) Written examination
1. Written test subjects
The written test subject is named "Comprehensive Knowledge, Ability and Quality", and the corresponding papers are tested according to the written test category. See the post table for the written test category.
The written examination papers of "economic" accounting and auditing posts are the same, and the statistics are the same as those of other economic posts; "Other" professional and technical positions and "management" positions have the same written examination papers.
The written test outline refers to the "Written Test Outline of Open Recruitment Subjects of Provincial Institutions in Jiangsu Province in 2023" (Annex 3), and no counseling book is specified for the examination.
2. Time and place
Written test time: 9: 00- 1 1: 30 on April 2023.
The written test location and other matters shall be subject to the admission ticket.
3. Applicants should take the admission ticket and ID card to the test center to take the written test according to the specified time.
The written examination is a closed examination, and no papers may be handed in or returned in advance during the examination.
4. Results query
The written test results are published on the websites of Changzhou Human Resources and Social Security Bureau and Changzhou Personnel Testing Center with a percentage system. The qualified line is 50 points, and applicants can check with their ID cards.
(2) Professional testing
1. Those who apply for positions with professional test requirements must take professional tests. The main contents of the professional test are shown in the position table.
2. The time and place of the professional test shall be subject to the written test admission ticket.
3. The total score of professional test 100, and the qualified line is 60. Please check with your ID card.
(3) Qualification examination
1. Selection of candidates
For positions that do not undergo professional tests: among those who pass the written test, the candidates who participate in the job interview are determined according to the ratio of the number of job recruiters to the number of applicants 1︰3 from high to low. If the proportion is less than the corresponding proportion, the candidates for job interviews shall be determined according to the actual number of people.
Positions with professional tests: among those who are qualified in both written and professional tests, candidates for job interviews are determined according to the comprehensive scores of written and professional tests (calculated by 50% of written test scores and 50% of professional test scores), and from high to low according to the ratio of the number of recruitment positions to the number of applicants13. If the proportion is not enough, the candidates for job interviews shall be determined according to the actual number.
2. Before the interview, the competent department of the recruiting unit or the human resources department of the municipality under its jurisdiction shall organize the qualification review. The specific matters of qualification review will be notified separately on the website of Changzhou Human Resources and Social Security Bureau.
Please keep the contact information of the above interview candidates and other top-ranked personnel open within 7 working days after the results are announced, so that the recruiting unit or competent department can inform the qualification review or replacement. Those who fail to contact or participate in the qualification review according to the specified time shall be deemed to have given up the interview qualification automatically.
3. Qualified in qualification review and qualified in interview; If the qualification review is unqualified, the interview qualification will be cancelled.
When there are vacancies for interview candidates due to qualification review, candidates who apply for the same position will be replenished from high score to low score according to the above-mentioned rules for determining candidates.
If there is any objection to the results of the qualification review, the applicant may state the reasons to the department responsible for the qualification review within 3 working days after receiving the notice.
4. After the qualification review, the shortlisted interviewers will be published on the website of Changzhou Human Resources and Social Security Bureau, and no vacancies will be filled after the list is published.
(4) Interview
Interviews are generally structured interviews. For other interview methods, please refer to the description of examination methods in the position table.
The time and place of the interview will be notified separately by the competent department of the recruiting unit, and the candidates participating in the interview will pay the interview fee of 100 yuan.
Total interview score 100, qualified line 60.
(5) Calculation of comprehensive score
Candidates' scores are calculated with a percentage system, with two decimal places (the third decimal place is rounded off).
For positions without professional tests, the comprehensive scores are calculated according to the proportion of 50% written test scores and 50% interview scores.
For positions with professional tests, the comprehensive scores are calculated according to the proportion of written test scores accounting for 30%, professional test scores accounting for 30% and interview scores accounting for 40%.
Fourth, physical examination and investigation
According to the comprehensive scores of the applicants, according to the proportion of the number of recruitment positions 1 1, the candidates for physical examination are determined from high score to low score.
If the comprehensive scores are the same, the candidates for physical examination shall be determined according to the written test scores from high to low.
The physical examination shall be organized and implemented by the competent department of the recruiting unit or the urban human society department under its jurisdiction according to the regulations. The medical examination standards shall be implemented with reference to the general medical examination standards for civil servants, and the medical examination expenses shall be borne by the medical examination candidates themselves.
The recruiting unit shall formulate the inspection work plan according to the regulations, clarify the inspection contents and methods, organize the inspection of qualified personnel, and the competent department shall be responsible for supervision.
V. Publicity and employment
The recruiting unit shall determine the personnel to be employed according to the results of examination, physical examination and investigation, and the list of personnel to be employed shall be publicized in Changzhou Human Resources and Social Security Bureau for 7 working days.
After the list of persons to be employed is publicized, if the applicants give up their employment qualifications without justifiable reasons, the recruiting unit or the competent recruitment department may cancel their qualification to apply for the unit or department again within 1 year after the list is publicized.
For those who have no objection to the publicity, the recruiting unit shall go through the relevant formalities, sign an employment contract for more than 3 years, and stipulate the probation period (probation period for initial employment 12 months, probation period for other personnel is 6 months).
Those who pass the examination after the probation period are formally employed; Those who fail the examination will be disqualified and the employment contract will be terminated.
Unless the employment contract is terminated according to laws and regulations, the proposed employee has served in the recruiting unit for 3 years (including probation period) and may not be transferred to other units during the service period.
If the employed social worker has signed a labor (employment) contract or agreement with the original work unit, I and the original unit shall terminate the relationship through consultation in accordance with the relevant provisions.
Applicants should report on time with relevant materials after being notified by the recruiting unit, and those who fail to report on time will be deemed to have given up their employment qualification automatically.
If the post to be hired is vacant due to reasons such as the medical examination or inspection does not meet the requirements, the publicity result of the candidate to be hired affects the employment, and the candidate to be hired explicitly abandons the employment, among the qualified interviewers, the post will be filled in order from high score to low score according to the comprehensive score.

After the employment approval is completed, it will not be replenished.
