Several administrative provisions on the meeting of reeducation-through-labor personnel (for Trial Implementation)

Article 1 The appointment meeting shall be held in the conference room. Every year from June 5th to 10, the political work department of this institute formulates the meeting schedule of reeducation-through-labor personnel for each month of this year, and issues it to relevant departments and brigades. Special circumstances need to change the meeting time, subject to the actual notice of the Ministry of Political Research.

Article 2 Every month, the brigade shall promptly organize reeducation-through-labor personnel to make telephone contact with their families (this telephone number includes the number of telephone contact with their families during the treatment this month), make an appointment for the date, specific time and personnel to meet next month, and register them.

Article 3 If the interviewer can't meet at the scheduled time or make an appointment due to special circumstances, a temporary meeting can only be arranged after the approval of the director or deputy director in charge.

Article 4 Reeducation-through-labor personnel shall meet 1 time in the form of conference room every month, and the meeting time shall be controlled within 1 hour in principle.

Article 5 All interviews in the interview room shall be covered and closed.

Article 6 Reeducation-through-labor personnel who have committed crimes in reeducation-through-labor places, have serious criminal suspects before this reeducation-through-labor and are under review or have been arrested, criminally detained and other compulsory measures are not allowed to meet.

Detention reeducation through labor personnel to suspend the meeting, special circumstances really need to meet, approved by the director or deputy director in charge.

Article 7 Prisoners may meet with the following persons:

(1) Spouses and lineal blood relatives;

(two) collateral blood relatives, adopted children and adoptive parents within three generations;

(3) Guardians who are responsible for the custody of reeducation-through-labor personnel;

(four) other personnel approved by the director or deputy director in charge.

Persons who are insane, drunk or suffering from infectious diseases shall not meet with reeducation-through-labor personnel.

Reeducation through labor personnel shall not meet more than 3 people at a time.

Eighth reeducation through labor personnel meet with foreign relatives, approved by the Municipal Bureau of reeducation through labor.

Article 9 Reeducation-through-labor personnel who are hospitalized due to illness and are not in the reeducation-through-labor camp shall meet at the designated place after approval.

Tenth in any of the following circumstances, the brigade put forward opinions, fill in the "approval form for the suspension of the meeting and exchange of reeducation through labor personnel" in triplicate (see Annex 3), and report it to the School of Political Science for review. With the approval of the director or deputy director in charge, the meetings and exchanges of reeducation-through-labor personnel are suspended 1 to 3 months:

(a) the use of letters, family calls and other ways to convey information that affects the safety and stability management;

(two) do not comply with the order of the venue;

(three) other circumstances that are not suitable for meeting and communication.

If the above situation is lost, the brigade shall fill in the Approval Form for Meeting and Exchange of Reeducation through Labor Personnel in triplicate (see Annex 3) and report it to the Political Department for review. With the approval of the director or deputy director in charge, the meeting and exchange of reeducation-through-labor personnel can be resumed.

Eleventh appointment, the Political Research Office is responsible for the examination and registration, with the assistance of the Security Brigade. At the time of registration, check the valid documents and relatives' certificates of the meeting personnel against the Registration Form for Appointment of Reeducation-through-Labor Personnel, and issue the meeting pass after checking the identity and counting the number of people one by one.

Article 12 When applying for registration, interviewers must produce valid identity documents and proof of kinship. No one is allowed to meet without valid documents or certification materials, or with incomplete or unqualified documents. If the interviewer uses a non-personal certificate or a false certificate, or will change witnesses, the interviewer will be stopped from meeting for 2 months (including this month).

(1) The valid identity documents of the interviewer (18 years old or older) include: ID card, driver's license, passport, police officer's card and military officer's card. /kloc-interviewers under the age of 0/8 must bring their household registration book;

(2) Proof of kinship includes: marriage certificate, household register and valid kinship certificate (with official seal) issued by the police station (neighborhood committee or village committee) where the reeducation-through-labor personnel are registered.

Certificates other than the above are not regarded as valid certificates in labor camps.

Article 13 The registration time for the conference is from 8: 30 a.m. to 1 1: 00 every day during the conference, and the conference formalities will not be handled thereafter.

Article 14 clothes, shoes and socks, food, cultural daily necessities, etc. Reeducation-through-labor personnel need to stop drug addiction, which should be purchased in the supermarket specially set up in the reeducation-through-labor center. The price of supermarket goods shall not be higher than the retail price of similar goods in the local market.

Fifteenth interviewers are forbidden to carry the following items:

(a) cash, securities cards, tobacco and alcohol, food;

(2) mobile phones, cameras and video cameras;

(3) Guns and ammunition, controlled knives, blunt objects, drugs, obscene articles, inflammable and explosive articles and illegal propaganda materials;

(four) other items that hinder the safety management and are not conducive to the ideological transformation of reeducation-through-labor personnel.

Sixteenth interviewers carrying prohibited items shall be handled in the following ways:

(a) general goods to the carrier to bring back;

(2) Carrying firearms, ammunition, controlled knives, blunt objects, drugs, obscene articles, inflammable and explosive articles, illegal propaganda materials and other prohibited items. , should control the carrier, and promptly report to the public security organs.

Seventeenth meeting personnel shall abide by the following provisions of the meeting:

(a) to cooperate with the management of the police, abide by public order, consciously safeguard public health, and not to walk or make noise in the residential area of reeducation through labor;

(two) shall not publicize statements and feudal superstitions that violate the four cardinal principles of the state;

(3) It is forbidden to talk with reeducation-through-labor personnel, which affects their peace of mind to receive education and assistance, and involves the work secrets of the state and reeducation-through-labor places;

(four) are not allowed to bring into reeducation through labor prohibited items;

(5) Keep the venue quiet;

(six) do not use argot, foreign language conversation, do not speak uncivilized language;

(seven) to keep the goods in good condition, and shall not intentionally damage them, or pay compensation according to the price, and immediately stop the meeting;

(8) Don't smoke, make or answer the phone in the reeducation-through-labor residential area, or stop the meeting immediately;

(nine) backpacks, cameras, video cameras, cigarettes, lighters, knives, recording equipment, mobile phones and other items shall not be brought into the reeducation-through-labor residential area. It should be kept in the locker in the waiting room, and the key should be kept by the interviewer himself. After the meeting, the key should be returned to the policeman in charge of the waiting room.

Eighteenth interviewers in violation of the provisions of the meeting, disrupting the waiting and meeting order, the police should promptly persuade and stop. If persuasion or suppression is ineffective, the political and legal departments shall notify the public security organs to deal with it.

Nineteenth reeducation through labor personnel must wear uniform clothes and badges when meeting; Behave in a civilized manner and observe the order of the meeting place.

If the reeducation-through-labor personnel or meeting personnel seriously violate the provisions of the meeting or disobey the command of the police at the venue, the brigade and the guard brigade have the right to terminate the meeting and take the relevant personnel away from the venue; If the circumstances are serious, with the approval of the director or deputy director in charge, the Department of Political Science and Law will notify the inmates and interviewers to suspend the meeting 1 to 3 months (excluding this month).
