Regulations on school physical education work

Chapter I General Provisions

Article 1 These Regulations are formulated in order to ensure the normal development of school physical education and promote the healthy growth of students' body and mind.

Article 2 School sports work refers to physical education class teaching, extracurricular sports activities, extracurricular sports training and sports competitions in ordinary primary and secondary schools, agricultural middle schools, vocational middle schools, secondary specialized schools and ordinary colleges and universities. Article 3 The basic tasks of school physical education are: to improve students' physical and mental health and physical quality; Make students master the basic knowledge of sports and cultivate their sports ability and habits; Improve students' sports skills and train sports reserve talents for the country; Conduct moral education for students, strengthen organizational discipline and cultivate students' courage, tenacity and enterprising spirit.

Article 4 School physical education should adhere to the principle of combining popularization with improvement and combining physical exercise with safety and health, actively carry out various forms of physical fitness activities, attach importance to inheriting and carrying forward national traditional sports, pay attention to absorbing the beneficial experience of foreign school physical education, and actively carry out sports scientific research.

Fifth school physical education should be geared to all students and actively implement the national physical exercise standards.

Article 6 School physical education shall be organized and implemented by the school under the leadership of the administrative department of education and under the guidance of the administrative department of physical education.

Chapter II physical education class Teaching

Seventh schools should organize and implement physical education class teaching activities in accordance with the provisions of the administrative department of education. Physical education class must be established in ordinary primary and secondary schools, agricultural secondary schools, vocational secondary schools, secondary specialized schools and the first and second grades of ordinary colleges and universities. Colleges and universities offer physical education elective courses for students above grade three.

Eighth physical education class teaching should follow the law of students' physical and mental development, and the teaching content should meet the requirements of the syllabus, the age and gender characteristics of students and the geographical and climatic conditions in the region. The teaching forms in physical education class should be flexible and diverse, and the teaching methods, conditions and quality should be constantly improved.

Article 9: physical education class is an examination subject for students' graduation and further studies. Students who are exempted from physical education class due to illness, disability or physical education class examination must hold a hospital certificate, be approved by the school physical education teaching and research office (group), report to the school academic affairs office for the record, and be recorded in the student health file.

Chapter III Extracurricular Sports Activities

Article 10: Extracurricular sports activities should proceed from reality.

Ordinary primary and secondary schools, agricultural middle schools and vocational middle schools should arrange recess exercises every day. Arrange extracurricular sports activities more than 3 times a week. Ensure that students have 1 hour of physical activity time every day (including physical education class).

Secondary specialized schools and ordinary institutions of higher learning shall organize students to carry out various extracurricular sports activities every day besides arranging physical education class and labor classes.

Eleventh schools should conscientiously implement the activities of students to meet the national physical exercise standards and the grading system for athletes.

Schools can organize students to go hiking, camping and hold summer (winter) camps and other forms of sports activities in a planned way according to conditions.

Chapter IV Extracurricular Sports Training and Competition

Twelfth schools should carry out various forms of extracurricular sports training on the basis of teaching and extracurricular sports activities in physical education class to improve students' sports skills. Conditional ordinary primary and secondary schools, agricultural secondary schools, vocational secondary schools and secondary specialized schools may, with the consent of the provincial education administrative department and the approval of the State Education Commission, carry out training for cultivating outstanding sports reserve talents.

Thirteenth for students who participate in extracurricular sports training, schools should do a good job in women's volleyball learning, strengthen ideological and moral education, and pay attention to improving nutrition. Ordinary colleges and universities are interested in students with high sports level and promising training prospects. With the approval of the State Education Commission, the study period may be appropriately extended.

According to the needs, the State Education Commission may arrange for students to participate in international student sports competitions. Sixteenth school sports competitions should implement the relevant national sports competition systems and regulations, and establish a good competitive spirit.

Chapter V Physical Education Teachers

Seventeenth physical education teachers should love school physical education, have good ideological and moral character and cultural accomplishment, and master physical education theory and teaching methods.

Eighteenth schools should be in the total number of teachers approved by the education administrative departments at all levels, according to the proportion of physical education class teaching hours in the teaching plan and the need to carry out extracurricular sports activities, equipped with physical education teachers. Schools outside primary schools should be equipped with a certain proportion of female physical education teachers according to the number of female students in school. Schools that undertake the task of cultivating outstanding sports reserve talents should have more physical education teachers. Nineteenth education administrative departments at all levels and schools should arrange for physical education teachers to further their studies in a planned way. The post appointment and salary of physical education teachers should be treated equally with other teachers. According to the relevant provisions of the state, the relevant departments should properly solve the work clothes and rations of physical education teachers.

Physical education teachers should calculate the workload of organizing recess exercises (morning exercises), extracurricular sports activities, after-school training and sports competitions. Schools shall, in accordance with the provisions on the labor protection of female workers, give corresponding care to female physical education teachers during pregnancy and postpartum.

Chapter VI Site Equipment and Funds

Article 20 The higher authorities in charge of a school and the school shall complete it step by step in a planned way according to the standards of various school sports venues, equipment and equipment stipulated by the state or local authorities. School sports equipment should be included in the teaching equipment supply plan. Newly-built or rebuilt schools must be planned, designed and constructed in accordance with the relevant provisions on venues and equipment. In urban areas with dense schools, primary and secondary school sports centers will be gradually established and incorporated into urban construction planning. Social stadiums (gymnasiums) and sports facilities should be open to students free of charge within a certain period of time.

Twenty-first schools should formulate the management and maintenance system of sports venues, equipment and equipment, which shall be managed by special personnel. No unit or individual may occupy or destroy school sports venues and sports equipment.

Twenty-second education administrative departments at all levels and schools shall, according to the actual needs of school sports work, incorporate school sports funds into the approved annual education budget and make proper arrangements. Local people's governments at all levels should arrange a certain amount of sports funds when arranging annual school education funds to ensure the development of school sports work. State and local sports administrative departments at all levels should give support to school sports work as much as possible in terms of funds. The state encourages various social forces and individuals to voluntarily donate money to support school physical education.

Chapter VII Organization and Management

Twenty-third education administrative departments at all levels should improve the school sports management institutions and strengthen the guidance and inspection of school sports. School physical education should be regarded as a basic content of evaluating school work. Physical education class in ordinary primary and secondary schools should be included in the supervision plan.

Twenty-fourth schools should have a vice president in charge of sports work, and sports work should be listed as an important content when making plans, summing up work and selecting advanced ones.

Twenty-fifth ordinary colleges and universities, secondary specialized schools and large-scale ordinary middle schools can set up corresponding sports management departments, equipped with full-time cadres and management personnel. Class teachers and counselors should take school sports as a work content, educate and urge students to actively participate in sports activities. The school health department should cooperate with the sports management department to do a good job in sports health. The general affairs department should do a good job in the logistics support of school sports. Schools should give full play to the role of organizations such as the Communist Youth League, Young Pioneers, Students' Union, University and Middle School Sports Association in school sports.

Chapter VIII Reward and Punishment

Twenty-sixth units and individuals that have made remarkable achievements in school sports work shall be commended and rewarded by the administrative departments of education and sports at all levels or schools.

Article 27 Any unit or individual that violates these regulations and commits any of the following acts shall be ordered by the local education administrative department to make corrections within a time limit, and the persons who are directly responsible shall be criticized and educated or given disciplinary sanctions for administrative demerits, depending on the seriousness of the case:

(1) Failing to set up or stop physical education class at will according to regulations; (2) Failing to guarantee students' daily 1 hour sports time (including physical education class);

(3) Violating discipline and practicing fraud in sports competitions;

(four) according to the provisions of the state to solve the problem of physical education teachers' work clothes and rations.

Article 28 The local people's government or the administrative department of education shall order the units or individuals that violate these regulations and occupy or destroy the school sports venues, equipment and equipment to clean up, repair the venues, compensate or repair the equipment and equipment within a time limit.
