At the end of February in Emei Mountain, there was basically no snow and ice in the middle and low mountainous areas. There are still snow and ice in high mountain areas such as Dong Leiping, and the roads are slippery, which requires crampons. But you don't need a professional big ice claw to climb the ice surface. A simple anti-skid small ice scraper is enough. It's too exaggerated for crampons to climb ice.
As for the coat, it depends on what you think. Emei Mountain is not a wild mountain for exploration, but a 5A-level mature scenic spot. Most tourists have no jackets. Of course, if you wear it, it's not too much. Only February is the dry season of Mount Emei, and there is no rain or rainstorm. It doesn't matter whether you wear it or not.
Finally, talk about raincoats. Do you know the purpose of the jacket? A real jacket is rain-proof, which is an outdoor clothing that is rain-proof when climbing snow-capped mountains and climbing wild mountains, but does not want to bring more raincoats. Unless it rains continuously, you will consider adding a raincoat to your coat. Otherwise, only one of the two is enough.
