Meteorological disasters as mentioned in these Regulations refer to disasters such as drought, strong wind (sandstorm), cold wave, rainstorm, blizzard, hail, frost (ice), high temperature, low temperature, lightning, fog, haze, dry hot wind and continuous rain.
Meteorological disaster prevention as mentioned in these Regulations refers to activities such as prevention, monitoring, forecasting, early warning and emergency response to meteorological disasters. Article 3 The prevention of meteorological disasters shall adhere to the principles of people-oriented, scientific defense, government-led, departmental linkage and social participation. Article 4 The people's governments of cities and counties shall strengthen the organization and leadership of meteorological disaster prevention, establish and improve the coordination mechanism of meteorological disaster prevention, incorporate meteorological disaster prevention into the national economic and social development plan at the corresponding level, incorporate the comprehensive performance evaluation of disaster prevention and mitigation, incorporate the required funds into the fiscal budget at the corresponding level, and gradually increase investment according to the level of economic and social development and the needs of meteorological disaster prevention. Article 5 The municipal competent meteorological department, under the leadership of the competent meteorological department at a higher level and the people's government at the same level, is responsible for the daily work of monitoring, forecasting and early warning of disastrous weather in this Municipality, as well as the compilation and implementation of emergency plans for meteorological disasters, weather modification and lightning disaster prevention.
Under the leadership of the municipal competent meteorological department and the people's government at the same level, the competent meteorological departments in Shiguai District, Baiyunebo Mining Area, Tumd Right Banner, Dahan Maoan United Banner and Guyang County are responsible for the daily work of monitoring, forecasting and early warning of disastrous weather, preparation and implementation of emergency plans for meteorological disasters, weather modification and lightning disaster prevention within their respective administrative areas.
The management institution of Baotou Rare Earth High-tech Industrial Development Zone shall be responsible for the prevention of meteorological disasters within its jurisdiction in accordance with the provisions of the Municipal People's Government.
Development and reform, public security, civil affairs, finance, land and resources, urban and rural construction, planning, environmental protection, water affairs, agriculture and animal husbandry, forestry, health and family planning, transportation, education, tourism, electric power, supervision and management of production safety, culture, press and publication, radio and television, housing security and housing management, railways, civil aviation and other departments and communication operators are responsible for meteorological disaster prevention within their respective functions and duties. Article 6 The people's governments of cities, counties and districts and relevant departments shall take various forms to publicize and popularize meteorological disaster prevention laws and regulations and meteorological disaster prevention knowledge to the whole society, and enhance the public's awareness of meteorological disaster prevention and their ability to avoid risks, avoid disasters, save themselves and each other and respond to emergencies. Chapter II Prevention Article 7 The Municipal People's Government and the relevant county and district people's governments shall organize competent meteorological departments and relevant departments to conduct a general survey of meteorological disasters within their respective administrative areas, establish a meteorological disaster database, conduct meteorological disaster risk assessment according to the types of meteorological disasters, and delimit meteorological disaster risk areas according to the distribution of meteorological disasters and the results of meteorological disaster risk assessment. Article 8 The Municipal People's Government shall, according to the meteorological disaster prevention plan of the people's government of the autonomous region, combine the results of meteorological disaster risk assessment and the delineation of meteorological disaster risk areas within its administrative region, prepare the city's meteorological disaster prevention plan, and make timely revisions according to the meteorological census data.
The relevant county people's government shall, according to the meteorological disaster prevention plan of the Municipal People's government and in combination with the characteristics of local meteorological disasters, formulate the meteorological disaster prevention plan of its administrative region. Ninth land use planning, urban and rural construction planning and industry, agriculture and animal husbandry, forestry, water conservancy, transportation, tourism, transportation, energy, environmental protection, resource development, major construction projects and other special planning. It should be linked with meteorological disaster prevention planning. Article 10 The Municipal People's Government and the relevant county and district people's governments shall, according to the meteorological disaster prevention plan, organize relevant departments to carry out the construction of meteorological disaster prevention facilities such as meteorological radar, meteorological satellite information receiving facilities, automatic meteorological observation stations, meteorological information service stations, meteorological information transmission and receiving facilities, weather modification operation sites and other meteorological disaster monitoring and information release systems in a planned way. Eleventh organs, enterprises and institutions, grassroots organizations and citizens of this Municipality shall cooperate with the construction of meteorological disaster prevention facilities within the scope of their land use according to the meteorological disaster prevention plan; If it is found that meteorological disaster prevention facilities are damaged, it shall promptly notify the local competent meteorological department. Twelfth no unit or individual may occupy, damage or move meteorological disaster prevention facilities without authorization.
Citizens, legal persons or other organizations have the right to report to the public security organs or competent meteorological departments the acts of occupying, damaging or moving meteorological disaster prevention facilities without authorization.
If it is necessary to relocate meteorological disaster prevention facilities due to engineering construction, it shall be approved by the competent meteorological department with the right of approval, and a relocation agreement shall be reached through consultation with the competent meteorological department that set up the facilities. Article 13 The municipal competent meteorological department shall, jointly with relevant departments, formulate the city's meteorological disaster emergency plan according to the meteorological disaster prevention plan, combined with the local meteorological disaster characteristics and meteorological disaster prevention needs, and implement it after being approved by the Municipal People's government, and report it to the people's government of the autonomous region and the competent meteorological department of the autonomous region for the record.
The relevant competent meteorological departments at the county and district level shall, jointly with relevant departments, prepare the local meteorological disaster emergency plan, which shall be implemented after being approved by the people's government at the corresponding level and reported to the municipal people's government and the municipal competent meteorological department for the record.
