Announcement of open recruitment of staff in institutions of Tonghua City in 2023?
According to the Regulations on Personnel Management of Institutions, the Notice of the General Office of Jilin Provincial People's Government on Forwarding Opinions on Establishing and Further Improving the Open Recruitment System for Newly Employed Persons in Institutions in the Province and other relevant regulations, the institutions directly under Tonghua City openly recruit staff for the society.

The relevant matters are hereby announced as follows:

I. Recruitment Plan

The institutions directly under Tonghua City recruited 256 positions and planned to recruit 308 staff members.

Among them, 193 people are specially recruited for college graduates, and the scope of recruitment is clearly defined as college graduates who graduated in 2023, and college graduates who graduated in 2023 and 2022 and did not implement their work units during their career selection period [if college graduates recruited by the state leave school during their career selection period and do not implement their work units, their household registration, files and organizational relationships remain in the original graduate school. Second, the registration conditions

(1) basic conditions

1. has China nationality.

2. Abide by the Constitution, laws and regulations of People's Republic of China (PRC).

3. Abide by discipline and conduct well.

4. Have physical conditions that meet the requirements of the post.

5. The age is generally between 18 and 35 (born between1February 987 16 and February 2005 16).

The age of people with doctoral degrees can be relaxed to 40 years old and below (1born after February/982 16).

If the recruitment position has special requirements for age, it shall be determined according to the requirements of the recruitment position.

The calculation time of age is based on February 16, 2023 (based on the date of birth of my ID card).

College graduates in 2023 who meet the post qualifications are not subject to age restrictions.

6. Have a nationally recognized education (degree).

Those who have obtained academic qualifications through self-study exams, adult education, online education, night university, TV university and other non-ordinary higher education forms must obtain corresponding graduation certificates and degree certificates required by the post before registration; Those who have obtained academic qualifications outside the country (territory) must complete the academic degree certification of the Study Abroad Service Center of the Ministry of Education before registration.

(2) Post conditions

Meet the requirements of education, major, work experience, professional qualifications and other conditions. See attachment 1 for details.

(3) Having other qualifications required by the recruitment position.

1. Fresh graduates who are oriented or entrusted for training must obtain the consent of the oriented and entrusted training units.

2. On-the-job personnel should apply for the exam with the consent of the department or unit with the authority of employing people.

3. If the job requirements require intermediate or above professional and technical qualifications, the professional and technical qualifications shall conform to the professional and technical post series set by the recruiting unit.

(4) Persons under any of the following circumstances may not apply for the examination.

1. Persons who have been criminally punished for crimes and those who have been dismissed from public office, those who have not been disciplined by Party and government disciplines, those who are being criminally punished or are under judicial investigation and have not yet reached a conclusion.

2. Persons who have been identified by the examination organization department as having serious violations of discipline and discipline in the recruitment of civil servants and the open recruitment of public institutions and are in the prohibition period.

3. Public officials of state organs and institutions who have been dismissed for less than five years.

4. Candidates who are not fresh graduates in 2023 (65438+ 10/in 2024) and have obtained diplomas and degree certificates are not regarded as fresh graduates in 2023.

At the same time, non-2023 graduates studying in ordinary colleges and universities are not allowed to apply for the obtained academic qualifications and degrees.

(5) Avoidance

If all the participants in the public recruitment of public institutions and the specific related parties that may affect justice need to be avoided, it shall be implemented with reference to the Regulations on the Avoidance of Personnel Management of Public Institutions.

Three. Registration and qualification examination

This recruitment registration, qualification examination, payment confirmation, downloading and printing registration forms and admission tickets are all conducted through the Internet.

(1) Online Registration

1. Registration time: 9: 00 am on February 28th, 2023 to 3: 00 pm on March 2nd, 2023.

2. Eligible candidates log on to the registration website (xxywzlzt/bmzt/29) and select the corresponding applicants and positions to register.

After filling in the information online, candidates should upload electronic pictures of graduation certificates, degree certificates, vocational qualification certificates and other related materials required for the positions they apply for, as well as color photos of bareheaded certificates in the past six months.

Each candidate is only allowed to apply for one position, and cannot change to other positions after passing the qualification examination.

3. The applicant shall truthfully submit relevant information and materials. If the information I fill in is untrue, incomplete or incorrect, I will be responsible for it and resort to deceit. Once verified, cancel my examination qualification or employment qualification.

(2) Qualification examination and inquiry examination results

1. Review time: 9: 00 am on February 28th, 2023 to 4: 00 pm on March 2nd, 2023.

2. The competent department of the recruiting unit is responsible for reviewing the qualifications of candidates, and candidates must log in to the registration website in time to check the results of the registration qualification examination.

Candidates who have not passed the qualification examination may change to other qualified positions before the examination deadline.

Candidates who dispute the results of qualification examination can file an arbitration according to the online registration process.

The deadline for examination and arbitration is 4: 00 pm on March 2, 2023. Those who fail to change the report, change the report, but fail to pass the examination or arbitration, and cannot complete the examination or arbitration due to time reasons, are regarded as candidates' automatic waiver of registration qualification or unqualified qualification examination, and will not be registered.

3. The deadline for inquiring and reviewing the results is 4 pm on March 2, 2023.

Candidates who pass the qualification examination must pay the internet fee in time and complete all the registration procedures within the specified time.

4. The qualification examination team of the recruiting unit or its competent department is responsible for explaining the professional requirements and other qualifications required by the recruitment position.

(3) Payment and confirmation

1. Payment time: 9: 00 am on February 28th, 2023 to 5: 00 pm on March 2nd, 2023.

2. After the candidates pass the qualification examination, please log on to the registration website for online payment.

Candidates who fail to complete online payment within the specified time are deemed to have given up their registration automatically.

After online payment, there is no refund.

After paying online and printing the registration form, all the registration procedures are completed.

3. Charging standard: 60 yuan/person for written examination, and 25 yuan/person for positions without written examination.

(5) Download and print the admission ticket.

(6) Registration requirements

1. Candidates can only register with the second-generation ID number, and the ID cards used for registration and examination must be the same. The examination with the first-generation ID card will be deemed invalid.

2. Candidates should be responsible for the authenticity of the information and materials submitted. Malicious registration disturbs the registration order or fabricates false information to defraud the registration qualification. Once verified, the examination qualification or employment qualification will be cancelled.

In the process of qualification examination, if the examiners have any objection to the authenticity of the candidates' registration information, they may ask the candidates to fax copies of relevant qualification certificates such as academic qualifications and degrees, and the candidates shall provide them in time, otherwise the examiners have the right to refuse the qualification examination.

Qualification examination runs through the whole recruitment process. In any link, candidates who do not meet the recruitment qualifications or obtain qualifications by improper means will be disqualified.

3. The cut-off point for calculating the required working experience time of the recruitment position is February 2023, that is, every accumulated working time in February 2023 reaches 12 months, that is, 1 year.

Among them, the social practice (internship) experience during school cannot be regarded as work experience.

4. The professional name filled in by candidates at the time of registration must be exactly the same as the name on the diploma.

College graduates who have not obtained academic degree certificates in 2023 shall apply for the major in the Graduate Registration Form (Annex 3) signed by the employment guidance department of our school; Returned students who apply for study abroad should fill in the vocational qualification certificate issued by the Service Center for Overseas Students of the Ministry of Education.

Fourth, the recruitment examination

The open recruitment examination of public institutions is conducted by combining written examination with interview.

(1) Written examination

1. written test time and place: 9: 00 am-10: 30 am on March 2023.

2. The written test is conducted in a closed book way. For details of written test subjects for each post, please refer to Annex 1.

Among them: the subject scope of teachers' professional written examination is "Basic Theory of Education" (including pedagogy, psychology, education-related laws and regulations, and teaching methods); The written examination subject scope of health specialty is "Health Professional Knowledge" (including pathology, physiology and anatomy); The written examination subject scope of nursing specialty is nursing (basic nursing knowledge and related professional knowledge); The written test subjects for other positions are general knowledge. For details, please refer to the Examination Outline for Recruiting Staff of Public Institutions in Tonghua City in 2023 (Annex 2).

3. The written test score is 100%, and the paper score is 100. No passing score line shall be set, and two decimal places shall be reserved.

According to the written test scores from high to low, the interview candidates are determined according to the recruitment position plan 1:3.

If the candidates have the same written test scores, they will enter the interview together.

Just as there are more than 50 interviewers for a position (including the position without written examination), additional tests are needed to determine the interviewers. For details, please refer to the subsequent supplementary announcement.

4. According to the Opinions on Further Strengthening and Improving the Conscription Work (J.F. [2016] No.25) and the Implementation Opinions on Promoting the Employment and Entrepreneurship of Retired Soldiers in the New Era (J.F. Retired Soldiers [2019] No.30), those who joined the army in our province, retired from active service after the expiration of their active service, and retired from active service and met the conditions for entering the examination.

Among them, the general self-employed retired college student soldiers will get 5 points, those who won the third class will get 7 points, those who won the second class will get 9 points, and those who won the first class will get 1 1 points.

If it is not delivered within the time limit, it shall be deemed that the candidate has automatically waived the preferential policies involved in the announcement.

5. This exam does not specify exam counseling books, nor does it hold or entrust any institution or individual to hold exam counseling training classes.

(2) Qualification examination

1. Please enter the interviewer and make sure to keep the contact number left at the time of registration open, so as to inform the time and place of qualification examination and related matters.

Those who fail to participate in the qualification examination at the specified time and place shall be deemed to have given up the interview qualification automatically.

2 institutions directly under the municipal government shall be audited by the competent department of the recruiting unit on the job recruitment conditions of the interviewers.

When applying for re-examination, the interviewer should provide his/her ID card, admission ticket, diploma, degree certificate, and the original electronic registration and filing form of the academic certificate of the Ministry of Education printed by Xue Xintongyi to the competent department of the recruiting unit. Com, professional qualification certificate, work experience and other relevant supporting materials are consistent with the information I filled in when I applied for the exam. When necessary, the qualification examination department can consult the candidates' files.

In addition to providing the required materials, the returned overseas students who apply for the exam should also issue the Certificate of Studying Abroad issued by the Service Center for Overseas Students of the Ministry of Education.

3. Before obtaining graduation certificate (and degree certificate), fresh graduates in 2023 should hold the Registration Form of Fresh Graduates (Annex 3) signed by the employment guidance department of our school for interview qualification review.

4. If the post qualification review does not meet the requirements of the recruitment position, the interview qualification will be cancelled, and the candidates who apply for the same position will be replenished from the high score of the written test to the low score.

(3) Interview

Please refer to the attachment 1 for the interview format.

Among them, the interview form of education major is lecture; The interview form of health specialty is structured interview, which covers pathology, physiology and anatomy. The interview form of nursing specialty is structured interview, which covers basic nursing knowledge and related professional knowledge; Tonghua City Culture, Radio, Film and Television Tourism Bureau coaches job interview form is structured interview, the interview scope is the corresponding professional knowledge; Other job interviews are structured interviews, general knowledge.

Interview score 100, passing score 60.

(4) Calculation of total score

The total score consists of written test score and interview score, with full score 100 and passing score of 60.

Among them, written test scores and interview scores each account for 50%.

When calculating the total score, it should be converted in proportion and then summarized, and two decimal places should be reserved.

(five) to determine the candidates to be employed

After the interview, the candidates to be hired will be determined according to the ratio of the number of recruitment positions 1: 1 from high score to low score among those whose total test scores are above the passing line.

Candidates with the same total test scores will be given priority admission according to the relevant provisions of the state and our province (for example, candidates who have joined the army and retired from active service in our province will be given priority admission with class III or above during their service); Those who do not meet the conditions of preferential employment will be given priority in the interview (if the interview results are still the same, try again to determine the candidate).

Verb (abbreviation of verb) physical examination and investigation

The physical examination is organized and implemented by Tonghua Human Resources and Social Security Bureau.

The physical examination standard refers to the revised General Standard for Physical Examination of Civil Servants (Trial) and is determined in combination with the actual employment needs of public institutions.

Those who pass the physical examination shall be inspected by the competent department of the recruiting unit on their political ideology, moral quality, professional ability, work performance and qualifications for the proposed post, and their qualifications shall be reviewed; Those who fail the physical examination will be re-examined another day.

If the second interview or inspection is unqualified, the qualification of the candidate to be hired will be cancelled, and those who apply for the same position and pass the line will be selected according to the order from high score to low score.

Other circumstances will not be replenished.

Sixth, publicity.

Those who pass the inspection are determined to be candidates to be hired, and will be publicized on the examination website for 7 working days.

During the publicity period, those who voluntarily give up will be disqualified and will not be replenished.

After the end of the publicity period, if the employment qualification is cancelled for some reason, it will not be replenished.

Seven. hire

If the problem reflected in the publicity is serious and there is evidence to prove it, and it does not meet the employment conditions, the qualification of the candidate to be hired will be cancelled.

If there are serious problems but it is difficult to verify at the moment, the employment will be suspended, and then whether to hire will be decided after verification and conclusion.

If there is no objection at the expiration of the publicity period, or there are problems that are reflected but do not affect the employment after verification, the relevant employment procedures shall be handled according to the procedures, and the employment contract of the institution shall be signed.

Applicants for the class of 2023 graduate students must provide the academic degree certificates required for the positions they apply for when approving employment, and those who fail to provide them will be disqualified.

Eligible on-the-job personnel who apply for the examination and cannot terminate the personnel (labor) relationship with the original unit according to law when handling the employment procedures shall be deemed to have automatically waived the qualification of the candidate to be hired.

The employed personnel shall be given a probation period according to the relevant policies and regulations, and the probation period shall be calculated in the employment contract period.

Those who pass the examination after the probation period are formally employed; Unqualified, cancel the employment.

Eight, matters needing attention

(1) Candidates who fail to participate in the written test, certificate review, interview, physical examination, inspection and registration within the specified time shall be deemed to have automatically waived their qualification for the examination.
