Implement the principles and policies of the CPC Central Committee, the State Council and local party committees and people's governments at all levels on personnel, labor and social security, and be responsible for the comprehensive management, supervision, guidance and coordination services of personnel, labor and social security in the city. 1. Responsible for the implementation of the civil service law, comprehensively manage the civil servants and staff of public institutions in the city according to law, and guide and coordinate the relevant work of the municipal organs and departments in implementing the civil service law. To be responsible for the comprehensive management of the recruitment, employment, deployment and assessment of the staff of government agencies and institutions in the city; Responsible for undertaking administrative awards, sanctions, appointments and dismissals in the name of the municipal government; To undertake the work of appealing and accusing the staff of organs and institutions; Responsible for the exchange and deployment of civil servants and staff of public institutions. Implement the principles and policies of the party, the state, the province and the city on the retirement of cadres (posts), formulate specific implementation opinions, and be responsible for the examination and approval of the retirement (posts) of staff of government agencies and institutions in the city; Responsible for the comprehensive management of retired (post) personnel in institutions, and guide, coordinate and supervise the implementation of policies and regulations on the treatment of retired (post) personnel in political life. Responsible for the resettlement of demobilized officers in the city and the resettlement of transferred (relocated) family members.

2, responsible for the comprehensive management of human resources development in the city. Implement national, provincial and municipal policies and regulations on talent flow and talent market management, and establish a social adjustment mechanism and talent information network for talent flow; Responsible for the revision and improvement of the talent intelligence introduction policy, and organize the implementation; Develop and standardize the talent market and comprehensively manage the talent flow service institutions; Responsible for the employment guidance and management of college graduates in the city; Responsible for the introduction of foreign intelligence and post-doctoral research center services and management.

3, responsible for the comprehensive management of professional and technical personnel in the city. To implement the national policies and regulations on the management of professional and technical personnel, study and formulate the development plans and policies and measures for the construction of professional and technical personnel in this Municipality and organize their implementation. Responsible for the comprehensive management of professional and technical post (qualification) evaluation, and implement the professional and technical qualification system. 4, comprehensive management of the city's organs, institutions, urban workers related to pension, unemployment, medical care, work injury, maternity and medical insurance for urban residents and other social security work, rural social old-age security and land-expropriated farmers security work. To formulate policies on the collection, payment, management and operation of social insurance funds in the whole city and organize their implementation; Responsible for the supervision of the city's social insurance fund.

5, comprehensive management of the city's vocational skills development. 9, responsible for the city's personnel, labor and social security information statistics, to guide the township, street office personnel, labor, social security and other work.
