The quarantine work of all provinces, autonomous regions and municipalities directly under the central government shall be carried out by the forest plant quarantine station or forest pest control quarantine station of the forestry department (bureau) of the province, autonomous region and municipality directly under the central government.
The quarantine work of cities, regions, autonomous prefectures, counties (cities), autonomous regions and municipal districts under provincial jurisdiction shall be carried out by forest pest control and quarantine stations of cities, regions, autonomous prefectures, counties (cities), autonomous counties and municipal districts under provincial jurisdiction. If there is no quarantine institution, it shall be implemented by the unit designated by the Forestry Bureau at the same level. Chapter II Duties of Quarantine Officers and Quarantine Institutions Article 3 Requirements for Quarantine Officers:
First, forestry, forest insurance assistant engineer, or secondary forestry professional school graduates, engaged in forest insurance for more than three years, familiar with the business of technicians;
Two, serious and responsible work, selfless, can strictly implement quarantine policies and laws;
Third, good health. Article 4 The quarantine officers of local forest plant quarantine institutions at all levels shall, in accordance with the conditions stipulated in Article 3, be uniformly issued forest plant quarantine officer certificates by the forestry departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government after being examined and approved by the forestry administrative departments at the same level (see Annex 1). Fifth provincial (including autonomous regions and municipalities directly under the central government, the same below) forest plant quarantine institutions are mainly responsible for:
First, publicize and implement the Regulations on Plant Quarantine and related policies, decrees, rules and regulations;
Two, formulate measures for the implementation of forest plant quarantine in this province;
Three, supplement the list of quarantine objects and forest plants and forest products that should be quarantined in this province;
4. Investigate dangerous forest pests and diseases, delimit epidemic areas and protected areas, and put forward measures to block and extinguish quarantine objects;
Five, check and guide the quarantine work of the forest plant quarantine station in this province, and perform on-site quarantine tasks when necessary;
Six, the unified issuance of provincial forest plant quarantine certificate (i.e., the "plant quarantine certificate", see Annex II), but the issuance procedures of provincial quarantine certificates in remote areas, the forestry department (bureau) of the province, autonomous region and municipality directly under the central government may, according to the actual situation, authorize grass-roots forest plant quarantine institutions to handle;
Seven, training quarantine personnel, organizing the exchange of quarantine experience, compiling quarantine technical data;
Eight, for the province imported from abroad quarantine examination and approval procedures;
Nine, the seeds, seedlings and other propagating materials that may have dangerous forest diseases and insect pests shall be designated as trial planting units for isolated trial planting observation. Article 6 The main responsibilities of forest plant quarantine institutions at all levels below the provincial level are as follows:
First, publicize and implement the Regulations on Plant Quarantine and related policies, decrees, rules and regulations;
Two, the implementation of quarantine in the seedling breeding base;
Three, to guide the seedling production units or seedling specialized households, and to establish a seedling breeding base without quarantine objects;
Four, in the designated stations, ports, airports, warehouses and other places, the implementation of quarantine tasks, the issuance of quarantine certificates in the province;
Five, the investigation of dangerous forest diseases and insect pests, the preparation of local quarantine objects distribution data; Responsible for the blockade and extermination of quarantine objects;
6. Investigate, observe and record the isolated trial planting of introduced seedlings. Seventh provincial forest plant quarantine institutions shall establish a quarantine laboratory, which shall be responsible for investigating and studying the occurrence and development law of quarantine objects, quarantine technology, elimination methods of pests and diseases, and prediction of potential pests and diseases. Eighth forest plant quarantine personnel must wear quarantine uniforms and quarantine marks when performing quarantine tasks on the spot. Specific measures shall be formulated separately. Ninth in the origin of seeds or seedlings, the county employs part-time quarantine officers to assist in quarantine work, and part-time quarantine officers shall not issue quarantine certificates. Chapter III Delimitation, Control and Elimination of Quarantine Objects Article 10 The list of domestic forest plant quarantine objects and forest plants and forest products subject to quarantine formulated by the Ministry of Forestry (Annex 5) and the list of supplementary quarantine objects and forest plants and forest products subject to quarantine proposed by this province according to the mode of transmission, degree of harm and distribution area of dangerous pests and diseases are the basis for the quarantine of forest plant quarantine institutions at all levels in this province. Whether forest plants and forest products not listed in the above two lists need quarantine is decided by the forest plant quarantine institution transferred to the province.
The Ministry of Forestry regularly revises the list of domestic forest plant quarantine objects and forest plants and forest products subject to quarantine according to the changes of epidemic situation in various places; According to the changes of local epidemic situation, provinces regularly revise the list of supplementary quarantine objects and forest plants and forest products that should be quarantined. Eleventh forest plants and forest products subject to quarantine include trees, shrubs, bamboo, wild precious flowers, seeds of dried fruits, seedlings and propagation materials, as well as wood and bamboo suspected of carrying dangerous pests and diseases. Article 12 Provinces where quarantine objects occur in some areas shall be designated as epidemic areas in time, and blockade and extermination measures shall be taken to prevent quarantine objects from spreading; For quarantine objects that have generally occurred, the local areas that have not occurred are designated as protected areas, and protective measures are taken to prevent quarantine objects from being introduced. Delineation, alteration and revocation of authority of epidemic areas and protected areas shall be carried out in accordance with the provisions of Article 6 of the Regulations on Plant Quarantine.
